Country Club Hills City Council met June 24.

Here is the minutes provided by the council:

1. A regular meeting of the City Council, City of Country Club Hills, County of Cook, State of Illinois, was held in the City Hall, 4200 w. 183rd Street at 7:03pm The meeting was called to order by the Honorable James W. Ford, Mayor.

a. The Pledge of Allegiance was given by all those in attendance.

2. THOSE ON ROLL ALL ANSWERING PRESENT WERE:

Alderman Lockett, Davis, Glispie, Evans, Spivey and Mayor Ford

Also present were: City Clerk, Patricia D. Hutson and Tiffany Nelson-Jaworski served as legislative counsel.

3. Journal of Proceedings

A. Approval of Minutes -

1. Special City Council Meeting May 29, 2019

3. Regular City Council Meeting June 10, 2019

Alderman Lockett moved for Council approval of the minutes of the Special City Council Meeting of May 29, 2019, the minutes of the Administrative Meeting of June 3, 2019 and the Regular City Council Meeting June 10, 2019. Second – Alderman Glispie. Discussion – None. Motion to approve the minutes of the Special City Council Meeting of May 29, 2019, the minutes of the Administrative Meeting June 3, 2019 and the minutes of the Regular City Council Meeting of June 10, 2019 Carried Via 5 Ayes by way of Voice Vote.

4. Communications and Reports by the Mayor: 

Mayor Ford announced the City wide picnic Saturday June 22 and complimented the Parks and Rec staff along with Public Works for another successful annual picnic. Mayor Ford shared a moment of silence and condolences to Treasurer McIlvain on the loss of her mother. Mayor Ford then invited Brian Stanley of Prairie State College to present information on the Opportunity Works Program which is a collaborative program with the Cook County Board and the Chicago Cook Workforce. The career readiness program provides a paid summer internship to youth ages 16-24 inclusive of transportation via gas cards and bus cards. 5. City Clerk’s Report

City Clerk, Patricia D. Hutson shared information on the Independence Day Fireworks scheduled July 4th and the Mary E. Smith Brain Tumor Awareness Walk scheduled July 6th. The Clerk also noted the collectors report will be presented at the next City Council meeting.

6. Committee Reports

I. Finance Alderman Lockett, Chairman

(Committee Meeting June 20, 2019 12:00pm) A. Approval of Ambulance Remount

Alderman Lockett moved for Council approval of an ambulance remount. Per D.C. Kopec the City previously sold a tower ladder for $275,000.00 and the fire department has taken some of the proceeds to remount the 2006 ambulance by mounting a new cabin chassis at a reduced cost which will give the city a third ambulance with a cost savings of $50,000.00. The total for the remount will be $136,000.00 inclusive of the power load system vs a new ambulance at the cost of $220,000.00.

Second – Alderman Davis

Discussion – There were various questions and discussion related to the remount.

B. Approval of Vouchers–June20,2019

Alderman Lockett moved for Council approval of vouchers in the amount of $ 503,351.87 inclusive of an amendment for $700.00 for a local band that performed at the City Wide Picnic.

III. Public Works and Utilities Alderman Davis, Chairman (Committee Meeting TBA)

Report: Ald. Davis announced the Com-Ed energy efficient LED street light replacement program began installing lighting throughout the city and should be complete in approximately 30 days. The LED lighting will reduce energy cost by approximately 60% which will be beneficial to the city. The city will have over 700 lights installed which should make it brighter and reduce crime throughout the city.

V. Insurance, Risk Management& Personnel Alderman Evans, Chairman

8. Public Portion of Meeting

Alderman Lockett moved that the floor be opened to the public. Second – Alderman Davi

Motion Carried Via Voice Vote.

The following individuals addressed the Council:

• Leora Bell, Country Club Hills, addressed the Council and stated during the October 8, 2018 meeting she presented a salary survey of the alderman and suggested to lower spending the salaries should be reduced. An alderman told her that alderman do not have the power to cut their own salary. April 22, 2019 Ms. Bell suggested the aldermen reduce costs by eliminating committee stipends. She announced she was making a correction, during the last council meeting she thought the salaries were fixed and has since learned the salaries are by ordinance i.e. 1.1.06- Mayor, 1.2.03-Aldermen, 1.5.05-City Clerk and 1.6.08-City Treasurer. Ms. Bell cannot understand how a council can create an ordinance that cannot be amended or appealed.

Alderman Lockett moved that the floor be closed to the public. Second – Alderman Glispie

Motion Carried Via Voice Vote.

9. Aldermanic Report

Alderman Spivey thanked the all residents for coming out to the City Wide Picnic and 4th Ward residents who came out for the Heritage Plaza Event in collaboration with Pastor Isaac Greene and host of dignitaries.

Alderman Evans - No Report.

Alderman Glispie thanked the residents for their attendance at the City Wide Picnic and addressed Ms. Bell’s concern regarding aldermen’s salaries. He shared the aldermen were reduced from ten to five to lower cost.

Alderman Lockett asked residents to check on the safety and well being of their neighbors.

Alderman Davis announced Corner Christian Church will have their food pantry giveaway 6/27/19 9am to 12pm at 4101 Flossmoor Rd.

Mayor Ford shared the anticipated date to begin widening of the intersection at 183rd & Pulaski is mid July. Mayor Ford asked everyone to drive safely and have patience.
