Call to Order

1 President Resler called the meeting to order at 7:00 p.m.

Minutes

3 Mrs. Gleason moved to approve the regular and closed session minutes of July 16, 2019. Mr. Canning seconded the motion. Roll call vote indicated:

Ayes: Mrs. Gleason, Mr. Canning, Mr. Johnson, Mrs. Kampwirth, Ms. Stearns, Mr. Whitcomb, Mrs. Resler Nays: None

Mr. Whitcomb moved to approve the committee of the whole minutes of August 13, 2019. Mrs. Gleason seconded the motion. Roll call vote indicated:

Ayes: Mr. Whitcomb, Mrs. Gleason, Mr. Canning, Mr. Johnson, Mrs. Kampwirth, Mrs. Resler Nays: None

Abstain: Ms. Stearns

Communications

4 Mrs. Resler opened the floor to the public for comments.

Mr. Mark Furstenau stated he was a resident of Oak Forest and that his children are graduates of Oak Forest High School. He has also been an educator at Oak Forest High School for over 20 years. He wanted to speak today to explain why he became a teacher and to express how disheartened he was to start the school year without a fair contract being in place. In addition, some of the teaching staff from all four schools have written letters for the board, explaining why they are an educator, why they love the district and how they feel about starting the year without a contract.

Letters were then distributed to each of the board members from various teaching staff in the audience.

There being no additional comments, Mrs. Resler closed the floor to the public for comments.

Superintendent’s Report

1 Dr. Kendall reported the following: 

Freedom of Information

Since the last regular Board meeting, we have received the following Freedom of Information Act requests.

 Heather Otto, Empower Illinois, requested specific information relating to course and enrichment offerings at Hillcrest High School. This request has been completed.

 Vince Espinoza, Local Labs, requested copies of any current collective bargaining agreements between your organization and any organized labor collective bargaining unit, and specific data points for all employees represented or not by any organized labor collective bargaining unit. This request has been completed.

 Amy Gallagher, Palos Sports, requested the Bid Tabs for the Athletic Bid that went out in the Spring for Fall 2019, closing date May 14th. This request has been completed.

 Tanner F, K12 Transportation Research, requested all Special Needs transportation contracts, which cover the 2019-2020 school year for Bremen 228 and includes the estimated annual contract value. This request has been completed.

 Nancy Holstein, Canon Solutions, requested any current Multifunction and Production Copiers lease agreement and/or current Multifunction Copier and Production Copier maintenance agreement, along with terms and conditions. This request has been completed.

Superintendent’s Report

 Field House Grand Openings were held last week. Each of our schools had an amazing turnout.

• On Friday, August 16 our Class of 2023 started the school year and on yesterday, all classes were in session. As of today, our current enrollment for the district is 4923. By school, enrollment figures are:

o Bremen – 1404

o Oak Forest – 1352 o Hillcrest – 1091

o Tinley Park – 1076

Board Member Reports

2 Mrs. Gleason stated it was a pleasure to cut the ribbons at each of the fieldhouses and to see the results of the efforts of everyone. It is a tribute to our students and district.

Mr. Canning echoed Mrs. Gleason, he stated he is proud of our community and students, and that the fieldhouse openings were awesome.

Mr. Johnson stated to his knowledge there were no local businesses that played a role in the construction of the fieldhouses and that this was not in the interests of the district. He stated he attempted to attend negotiations and was turned away. He has also reached out to the union president via text.

Mrs. Kampwirth stated she attended the ribbon cuttings and that they will bring opportunities to all involved. She personally wanted to thank Mr. Masterson for all of his hard work and effort. The project was on time and came in under budget.

Mrs. Resler thanked everyone who had a role in building the fieldhouses. There was a lot of planning involved. She also stated that there is a legal process regarding who is hired and the companies used.

Mrs. Gleason addressed the comments made by Mr. Johnson with regards to bargaining. Perimeters were set prior to beginning and the Board is very aware of everything that is happening with negotiations.

Mr. Whitcomb stated as a graduate, he is happy to see the new fieldhouses and changes within the schools, and is looking forward to seeing our students benefit from the opportunities that come with this access. As an employee in government, he is aware of the legal process involved with accepting the lowest responsible bidder on the fieldhouse projects.

1 Mrs. Morrison presented item 5.1 – Bills, Addendum to Bills, Payroll, and CDS Bills. Mrs. Gleason moved to approve item 5.1. Mr. Whitcomb seconded the motion. Roll call vote indicated:

Ayes: Mrs. Gleason, Mr. Whitcomb, Mr. Canning, Mr. Johnson, Mrs. Kampwirth, Ms. Stearns, Mrs. Resler

Nays: None

Dr. Goggins presented items 6.1-6.49 – Personnel. Mr. Canning moved to approve items 6.1-6.49. Mrs. Gleason seconded the motion. Roll call vote indicated:

Ayes: Mr. Canning, Mrs. Gleason, Mr. Johnson, Mrs. Kampwirth, Ms. Stearns, Mr. Whitcomb, Mrs. Resler
