Here is the minutes provided by the Council:

Public Comment The following individuals addressed the City Council during the public forum held at 7:30 pm:

Sharon Carnie, 452 Garfield Ave. regarding tree cutting and ward maintenance.

Joe Balkis, 117 155" St. regarding union strikes/minimum wage.

Mira Miletich, 618 Exchange Ave. regarding property inspections.

Roberta Jones 645 Wentworth Ave. regarding signs for dog waste and vacant property.

Pledge of Allegiance The City Council of the City of Calumet City met in the City Council Chambers at 7:46 p.m. in a regular meeting on October 24, 2019 with Mayor Michelle Markiewicz Qualkinbush, present and presiding.

Alderman: Navarrete, Swibes, Tillman, Williams, Gardner, Patton, Smith.

Absent: 0 Alderman: None

Also present was City Clerk Figgs, City Treasurer Tarka, City Attorney Mike Smith, Police Chief Fletcher, Fire Chief Bachert, Economic Director Joe Wiszowaty, Inspectional Services Director Sheryl Tillman, Mayor's Assistant Bonato and City Administrator William Murray.

There being a quorum present, the meeting was called to order.

Approval of minutes Alderman Williams moved, seconded by Alderman Tillman, to approve the October 10, 2019 Regular City Council Meeting minutes as presented.

Finance Alderman Swibes had no report.

Public Safety Alderman Patton had no report.

Public Utilities Alderman Williams had no report.

Ord. and Res. Alderman Tillman had no report.

H.E.W Alderman Gardner had no report.

Permits and Licenses Alderman Smith had no report.

Public Works Alderman Navarrete had no report.

City Council Reports

Mayor Michelle Qualkinbush Mayor Michelle advised of City Council Committee appointments for informational purposes and no action was necessary on this. (See attached 2A)

City Treasurer Tarka City Treasurer Tarka reported that field work with auditors was finished today and they are on schedule to complete FY19 by the end of the year.

Ald. Navarrete-1st Ward Alderman Navarrete thanked the City Chamber of Commerce and library for support of Burnham Revitalization Program. Alderman Navarrete reported there will be a 7p.m. Town Hall Meeting November 20, 2019 at the VFW hall located on 664 Hirsch.

Ald. Swibes-2nd Ward Alderman Swibes informed residents of her phone number 708-891-8192. Alderman Swibes introduced herself and offered to speak with a resident after the council meeting regarding concerns.

Ald. Tillman-3rd Ward Alderman Tillman informed residents there will be a Town Hall meeting on November 4, 2019 at 6:30p.m. 2025 Dolton Rd., where there will be a discussion on sustainable storm water to address flooding in the area. The 3rd Ward newsletter will be mailed out soon.

Ald. Williams-4th Ward Alderman Williams gave honor to GOD. Alderman Williams thanked residents, sponsors, Mayor Michelle, and alderman for support of the Sweetest Day event held at Bernadine Manor where a good time was had by all. Alderman Williams informed residents of the annual trunk or treat October 31, 2019 4:30p.m. at 1255 Superior where they are also looking for volunteers to decorate their cars.

Alderman Gardner – 5th Ward Alderman Gardner encouraged 5th Ward residents to please continue to come out to the Crime Watch Meetings at 6:30p.m. every 3rd Monday monthly at 24 State St. Police and Fire Training Facility. Alderman Gardner reminded residents to be looking out for the 5th Ward Newsletter.

Ald. Patton - 6th Ward Alderman Patton reported the 6th Ward sidewalk repair list has been submitted to the City Engineer. Alderman Patton informed residents to call his office at 708 891-8196 if they would like their sidewalks repaired and he will put them on the list.

Ald. Smith-7th Ward Alderman Smith informed resident there will be a document shredding and electronics recycling event sponsored by Alderman Smith, 34th State Representative Nick Smith, Alderman Swibes, and Alderman Williams at the Public Safety Training Center 24 State St. on November 16, 2019. Alderman Smith informed residents to call his office 708-891-8197 or email asmith@calumetcity.org to request holiday baskets. Alderman Smith encouraged residents to please continue to report suspicious activity and vacant properties to the ward office.

Accept and place on file Alderman Gardner moved, seconded by Alderman Smith, to approve the communications and place on file.

#1: Approve Professional Engineering Services for the IEPA loan

Approve Professional Engineering Services Lead Service for the IEPA loan for and Line Replacements in the amount of $40,000; authorize City Treasurer to payment in 4 installments of $10,000 from the upgrade of water and sewer account # 03036-55126.

Approve Items #1 Alderman Smith moved, seconded by Alderman Williams, to approve new business item #1 as presented.

Approve payment to Meats by Linz Inc. in the amount of $42,358.40 as part of the real estate sharing agreement and authorize the City Treasurer to remit payment. Payment should be made from TIF#1.

#2 Amend motion on August 8, 2019 to authorize payment to PRS Consulting. LTD

Amend motion on August 8, 2019 and authorize the payment to PRS Consulting, LTD in the amount of $2,700.00; authorize the City Treasurer to remit payment from account # 30107-52125.

#3: Approve awarding removal of asbestos bid to Alliance Environmental Control to lowest bidder for 225 Gold Coast Lane in the amount of $159,780.00

Approve awarding removal of asbestos bid to Alliance Environmental Control., the lowest bidder for 225 Gold Coast Lane in the amount of $159,780.00 per bid opening held on October 22, 2019, in the council chambers; authorize the City Treasurer to remit payment from account # 12507-52645. The following companies submitted a bid: M & O Environmental Company, Shawn Brown Enterprises, and Alliance Environmental Control.

#5: Approve payroll

Approve payroll ($806,435.86).

Approve Emergency payments ($1,650.00).

An Ordinance Amending Chapter 90 of the Municipal Code of the City of Calumet City, Cook County, Illinois

Be it Ordained by the Mayor and City Council of the City of Calumet City, Cook County, Illinois, by and through its home rule powers, as follows:

Section 1. That Section 90-317 (Handicapped parking) of Article V (Stopping, Standing and Parking] of Chapter 90 [Traffic and Vehicles) of the Municipal Code of Calumet City, Illinois, is hereby amended by deleting the following language in subsection G (Signed areas), as follows:

Section 2. The Commissioner of Streets and Alleys is hereby authorized and directed to remove such signs in accordance with the terms and conditions of this Ordinance.

Section 3. If any section, paragraph, clause or provision of this Ordinance shall be held invalid, the invalidity thereof shall not affect any other provision of this Ordinance.

Section 4. All ordinances, resolutions, motions or orders in conflict with this Ordinance are hereby repealed to the extent of such conflict.

Section 5. This Ordinance shall be in full force and effect upon its passage, approval and publication as provided by law.

Be it Ordained by the Mayor and City Council of the City of Calumet City, Cook County, Illinois, by and through its home rule powers, as follows:

Unfinished Business

VFW Spaghetti Dinner Alderman Navarrete informed the residents of the VFW Spaghetti Dinner next Thursday at 4:30 p.m.

VFW Renovation Alderman Navarrete informed residents that TF Vocational Center students participated in renovating the VFW with materials supplied by The Home Depot and encouraged residents to stop in to see it.

Alderman Patton Statement Re: Southland Live Casino Project

Alderman Patton went on record saying: "Last Friday the City Council voted 6-0 in favor of a resolution in support of the Southland Live Casino Project proposed in Calumet City. Unfortunately, I was traveling on business and unable to attend that meeting. Although I was unable to cast my vote on that resolution, I wanted to make sure I was on the record as 100 percent in support of this project. In my 7 years before working in the administration and sitting on this council, I have waited for this day for a very long time.”
