City of Country Club Hills City Council met Oct. 14.

Here is the minutes provided by the council:

1. A regular meeting of the City Council, City of Country Club Hills, County of Cook, State of Illinois, was held in the City Hall, 4200 w. 183rd Street at 7:00pm The meeting was called to order by the Honorable James W. Ford, Mayor.

A. The Pledge of Allegiance was given by all those in attendance.

2. THOSE ON ROLL ALL ANSWERING PRESENT WERE:

Alderman Lockett, Davis, Glispie, Evans, Spivey and Mayor Ford

Also present were: Deputy City Clerk Danielle Moss, City Treasurer Deborah McIlvain, and Tiffany Nelson-Jarowski.

3. Invocation was presented by EDC Commissioner Jeanne Betton

Approval of Minutes –

1. Regular City Council Meeting Administrative Meeting

2. September 23, 2019 October 7, 2019

Alderman Lockett moved for Council approval of the minutes of the Regular Meeting of September 23, 2019 and of the Administrative Meeting of October 7, 2019.

Second – Alderwoman Evans

Motion carried via voice vote.

5. Communications and Reports by the Mayor:

Mayor Ford mentioned to the residences that the 183rd Street intersection is on its way. Hopefully it will be done soon. Utilities are being moved to pave way for it. Also, a letter was given to each Alderman and Fire Department from a young lady who was very excited about the activities from the Fire Department Open House.

A. Motion to move forward on Cannabis

Alderman Lockett moved for Council approval to move forward on Cannabis. It will be sent to Zoning board and public hearing.

C. Motion - Intergovernmental Agreement with Country Club Hills and the Comptroller's Local Debt Recovery Program.

Alderman Lockett moved for Council approval of motion of Intergovernmental Agreement with Country Club Hills and the Comptroller's Local Debt Recovery Program. A program where the City will work with the Comptroller's Office to help recover some of the debt that is owed to the City.

Alderman Lockett moved for Council approval of October 14th vouchers in the amount of $886,656.93. Payments will be disbursed when funds are available.

A. Approval - Water Department Lien Admn fee increase Alderman Davis moved for Council approval of Water Department lien administrative fee from $100.00 to $175.00 per increase in fees by Cook County Recorder of Deeds effective May 20, 2019.

Alderman Lockett moved that the floor be opened to the public.

The following individuals addressed the Council:

Leora Bell, Country Club Hills - Ms. Bell said she had several things to address. First she stated that the errors on Ordinance 0.11.19 were not typo errors on page 2 were grammatical errors and on page 4 a cut and paste problem. Ms. Bell had various discussions about LAUBE plan. She mentioned about the tax payers on property taxes on vacant property in TIF area. Ms. Bell wanted to know why the taxpayers of Country Club Hills are responsible for paying property taxes on vacant parcels over in the TIF area. Dating back to 2014 residents have paid $228,680.99. She needs to know what they're paying for.

Alderman Lockett moved that the floor be closed to the public.

Aldermanic Reports

Alderman Spivey – No Report

Alderman Evans – Ward 3 meeting on Oct. 24th at 6:30pm at Fire Station #2 on 175th st. Sgt. Prater will be there to talk with the residents about safety

Alderman Glispie – Ald. Glispie thanked the Fire Department for the Open House. He encouraged everyone to get involve with all the departments. Find out what they're doing. He gave a special recognition for Mr. Shipp a resident of Country Club Hills, who has been picking up the garbage on 175th – 178th St.

Alderwoman Lockett – Ald. Lockett stated that his cousin was killed on Oct 4th in a traffic accident. The vehicle went under a truck. Letter of thanks for residents, Council, Fire Department, and Community for the event on Oct. 12th. He also stated that his son, Vincent Jr. has been ordained as a minister. Word of advice to check on parents to prevent fire from dryers. And protect the kids during Halloween.

Alderman Davis – Ald. Davis stated that moving the Cannabis to draft an ordinance is a great opportunity for our town. 5th Ward constituents to meet. New locations will be at the City's facility on October 16th 6-7pm.

Alderman Lockett asked for a moment of silence for Victor Watt’s mother who passed away.

- Mayor Ford also gave his condolences to Victor and Ald. Lockett.
