Country Club Hills City Council met Sept. 23.

Here is the agenda provided by the council:

1. A regular meeting of the City Council, City of Country Club Hills, County of Cook, State of Illinois, was held in the City Hall, 4200 w. 183rd Street at 7:03pm The meeting was called to order by the Honorable James W. Ford, Mayor.

A. The Pledge of Allegiance was given by all those in attendance.

2. THOSE ON ROLL ALL ANSWERING PRESENT WERE:

Alderman Lockett, Davis, Glispie, Evans, Spivey and Mayor Ford

Also present were: City Clerk, Patricia D. Hutson, City Treasurer Deborah McIlvain, Hon. Judge Michael Stuttley served as parliamentarian and Tiffany Nelson-Jarowski.

3. Invocation was not presented.

4. Journal of Proceedings;

A. Approval of Minutes –

1. Regular City Council Meeting - September 9, 2019

Alderman Lockett moved for Council approval of the minutes of the Regular Meeting of September 9, 2019.

Second – Alderman Glispie

Motion carried via voice vote

5. Communications and Reports by the Mayor:

A. Mayor Ford shared information on the Hillcrest H.S. 5K Run scheduled October 5th which is a scholarship benefit. Mayor also shared there will be a Rich Township tax appeal held at the theater pavilion October 3rd at 6:30pm by the Housing Commission and Cook County Assessor’s Office and the Village of Hazel Crest will hold their open house for new Municipal Center on 183rd St. 12pm-2pm September 28th.

4. City Clerk’s Report

City Clerk, Patricia D. Hutson shared information on upcoming events i.e. State Rep Debbie Meyers-Martin’s 1st Annual Women’s Health and Resource Fair Sept. 28th 11:00am-2pm, Branch Pick-up South October 12th and North October 19th.

5. City Collector’s Report

City Collector, Patricia D. Hutson presented the Collector’s Report for the end of the month of August resulting in a total of $4,049,507.11

6. City Treasurer’s Report

City Treasurer, Debbie McIlvain presented the Treasurer’s Report for month August whereas the revenues exceeded the expenses by $2,299,063.75.

7. Committee Reports

I. Finance - Alderman Lockett, Chairman

(Committee Meeting October 10, 2019)

A. Approval of Vouchers –

Alderman Lockett moved for Council approval of September 23rd vouchers in the amount of $475,383.58 payments will be disbursed when funds are available.

8. Public Portion of Meeting

Alderman Lockett moved that the floor be opened to the public.

The following individuals addressed the Council:

• Leora Bell, Country Club Hills – Ms. Bell shared her printed copies of information regarding a correction on the enterprise zone clarification on Ordinance O-11-19 and inquired as to how we plan to correct this.

• Hosea Gray, Country Club Hills – Mr. Gray shared his concerns about the Logistic Park Project and why the start date was shared and the project has not started because it was not cleared by IDOT. He inquired as to the new start date and how will residents be updated on the progress. Also, he inquired as to how the 3% increase for water billing will be used? And when the new meters were installed they were noted as being more accurate and if there were was a revenue increase how was it used? The Logi-Park is anticipated to provide a $29million refund back to the company. How will these funds be distributed?

Alderman Lockett moved that the floor be closed to the public.

9. Aldermanic Reports

Alderman Davis – Ald. Davis responded to Mr. Gray’s concern about the 3% increase for water. He shared the increase will be held in an interest earning reserve fund as the City will make a decision in 2024 As to whether the city will continue to purchase water from Oak Lawn or look into alternative purchasing option.

Alderman Lockett – Ald. Lockett shared his response to Mr. Gray’s concern about the 3% increase for water that increase was by ordinance and Oak Lawn and the City of Chicago pass along their increases as well. He also shared Mrs. Miller the wife of the former Mayor of Markham passed away and he asked everyone to keep the Miller family in prayer

Alderwoman Evans – Ald. Evans responded to Mr. Gray’s concern about the taxes for the LogiPark Project. The plan is structured whereas the more they earn the more they pay back and there is a cutoff point of 10 years for the $29million. If their revenues increase they will be able to pay off the amount sooner rather than later. Ald. Evans thanked Ms. Bell for bring the ordinance error to our attention.

Alderman Spivey – Ald. Spivey thanked the residents and viewers of Country Club Hills. He thanked Jerry Townsend for taking care if trees in the 4th ward along with the engineers that assisted in the recent street and driveway repairs as well. He shared the recent success of the October 14th HBCU Classis football game for which he sponsored students from SD#160 and his recent Golf Clinic with students from SD#160 as well. Lastly, Ald Spivey thanked Dwone Ross for his assistance.

Mayor Ford - Mayor Ford thanked all who were present for the Multicultural Festival/Resident’s Day held September 21st at the Theater Campus. It was a great event and great time had by all. Mayor thanked staff and everyone who assisted and participated. Mayor also shared if no buildings are built there will be no $29million.

Motion to adjourn was made by Alderman Lockett.
