City of Palos Hills City Council met Sept. 5.

Here is the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Nowak ABSENT: Marrotta, Moore

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READINGOFTHEPREVIOUSMEETINGMINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, August 15, 2019 as presented. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price 

NAY: None

ABSENT: Marrotta, Moore 

MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENSHEARING:

Mayor Bennett opened the meeting to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: A. CITY CLERK: None this evening.

B. CITY ATTORNEY: City Attorney Pappas just noted that everyone should have a copy, for their consideration, of the ordinance regarding the nursing home and the amendment to the original ordinance.

C. MAYOR: Mayor Bennett entertained a motion for the recommendation, from the Administration Office Manager, to make Jennifer Ryan full time as Deputy City Clerk. SO MOVED by Ald. Brachman. SECONDED by Ald. O’Connell.

Ald. Stratton asked if it was posted.

Mayor Bennett responded stating that it is a small office and the Administrative Manager used her discretion and promoted within. Upon roll call the following Ald. voted:

AYE: Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price, Brachman

NAY: None

ABSENT: Marrotta, Moore 

MOTION CARRIED

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Price MOVED to amend the current Building Code, Section 15.04.045, to require a building permit for window and exterior door replacements. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Pasek, Nowak, Price, Brachman, Lebarre

NAY: Stratton

ABSENT: Marrotta, Moore 

MOTION CARRIED

City Clerk Mulderink asked for clarification that this motion was to (in-audible).

Commissioner Hardison said yes.

B. CITYADMINISTRATION/GOLF:

In the absence of Ald. Moore there was no report this evening.

C. COMMUNITYRESOURCES:

Ald. Nowak had no report this evening.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced that Strange Brew has opened at Moraine Valley College and

Terminal GR has opened at 10710 South Roberts Road. Both submitted all paperwork and have been issued their business licenses.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, September 5, 2019, in the amount of $384,412.22. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price, Brachman, Lebarre 

NAY: None

ABSENT: Marrotta, Moore 

MOTION CARRIED

F. LEGISLATION & ORDINANCES:

In the absence of Ald. Marrotta there was no report this evening.

G. PARKS:

Ald. Stratton reminded everyone that there will be a joint Park and Community Resource meeting on Thursday, September 19th at 5:30 p.m. at City Hall.

H. PLANNING & ZONING:

Ald. Nowak MOVED to have the City Attorney to draw an ordinance allowing the lot split at 10150 South 81st Avenue. Each of the two lots are equal at 10,280 square feet; the minimum required lot size is 10,000 square feet. Each lot meets all setbacks and yard requirements as well as access requirements. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Nowak, Price, Brachman, Lebarre, O’Connell 

NAY: None

ABSENT: Marrotta, Moore

I. PUBLIC SAFETY:

Ald. Kleefisch announced that a check was received from St. Constantine & Helen Greek Orthodox Church in the amount of $460.00.

Everyone should have received a copy of the memo from Chief Madigan concerning the request from North Palos Fire Protection District to restrict parking on Interlochen Drive across from the entrance to the Green Hills Library. In addition to the request by North Palos Fire Protection District it would also help to make no parking on both sides of the driveway into the library for 15 feet in each direction. Existing conditions at this location make it difficult to get fire equipment in and out of the entrance to library on Interlochen Drive. After some consideration, City Council decided to revisit this topic in two weeks at the next meeting for further discussion.

Ald. Kleefisch MOVED to authorize the City Attorney to draft an ordinance indicating residential parking only on 80th Court from 107th Street North to such a distance determined by Public Works. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Nowak, Price, Brachman, Lebarre, O’Connell, Kleefisch 

NAY: None

ABSENT: Marrotta, Moore 

MOTION CARRIED

Mayor Bennett announced that Palos Hills is ranked as one of the safest cities in the entire state of Illinois. Palos Hills has one of the lowest crime rates amongst 1,300 communities.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman MOVED for CONSIDERATION for An Ordinance Amending Ordinance 2016-2 Which Amended Ordinance 2013-2 Granting Special Use To Operate A Nursing Home Facility At 10426 South Roberts Road, Palos Hills, Illinois. SECONDED by Ald. Kleefisch. Upon roll call the following Ald. voted:

AYE: Pasek, Nowak, Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton. 

NAY: None

ABSENT: Marrotta, Moore 

MOTION CARRIED

City Clerk Mulderink assigned 2019-11 to that proposed ordinance.

After the reading of proposed Ordinance Number 2019-11, entitled An Ordinance Amending Ordinance 2016-2 Which Amended Ordinance 2013-2 Granting A Special Use To Operate A Nursing Home Facility At 10426 South Roberts Road, Palos Hills, Illinois. Ald. Brachman MOVED for its PASSAGE of same. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Nowak, Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek 

NAY: None

ABSENT: Marrotta, Moore 

MOTION CARRIED

10) REPORTS OF SPECIAL COMMITTEES: None this evening. 

11)UNFINISHED BUSINESS: None this evening.

12)MISCELLANEOUS BUSINESS: None this evening.

13)ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:17 p.m.
