City of Palos Hills City Council met April 18

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed

ABSENT: Nowak

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, April 4, 2024 as presented. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Price

NAY: None

ABSTAIN: Brachman

ABSENT: Nowak MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

A resident from the Riviera Regal II condo association approached City Council to address concerns that the residents have with an AT&T box that is in need of a new cover. Commissioner Oeffling responded that he will reach out to the state and AT&T.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: Mayor Bennett announced that Oak Ridge will be holding their Blue Ribbon celebration on May 15th from 5:00-7:00pm at Sorrick.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES

BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price reminded all that the PATSE bus takes those 60 and older who reside in Palos Township to stores, doctor and hair appointments in Palos Township. For more information, call 708-430-3822.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced that Round 4 Gym will be having their grand opening on Monday, April 22nd at 4:00pm, and Palos Pantry is anticipating being open by the end of the month.

Ald. O’Connell reminded all that the Hills Farmers Market is opening June 7th and will be open 8am-1pm on Fridays.

Ald. O’Connell announced that three new businesses have been issued their business licenses: Honey Bee Boba, Onyx Food Delivery, and Republic of Print.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, April 18,2024 in the amount of $469,148.86. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Price, Brachman

NAY: None

ABSENT: Nowak MOTION CARRIED

Ald. Lebarre MOVED to adopt the 2024/2025 Budget. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Price, Brachman, Lebarre

NAY: None

ABSENT: Nowak MOTION CARRIED

Ald. Lebarre MOVED for consideration of An Ordinance Relating To Compensation For City Officers & Employees. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Price, Brachman, Lebarre, Donahue

NAY: None

ABSENT: Nowak MOTION CARRIED

City Clerk Mulderink assigned number 2024-8 to that proposed Ordinance.

Ald. Brachman MOVED to waive the reading of proposed Ordinance 2024-8. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Price, Brachman, Lebarre, Donahue, O’Connell

NAY: None

ABSENT: Nowak MOTION CARRIED

Ald. Lebarre MOVED for PASSAGE of Ordinance 2024-8, An Ordinance Relating To Compensation For City Officers & Employees. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Abed, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch

NAY: None

ABSENT: Nowak MOTION CARRIED

Mayor Bennett recognized Administrative Officer Manager Jeanine Mallary for the amount of work that was involved due to the delay with the contract with the Police union.

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

G. PARKS:

In the absence of Ald. Nowak, Ald. Price read a Parks update: Summer brochures have been delivered to residents. Registration for residents has been occurring throughout the week, registration for non-residents begins on Monday, April 22nd. The Resource and Recreation meeting scheduled for Thursday, May 16th has been cancelled.

GOLF:

Ald. Pasek reminded all that the Golf meeting that was scheduled for Thursday, May 2nd has been cancelled.

H. PLANNING & ZONING:

In the absence of Ald. Nowak there was no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of March 2024 as follows: 247 traffic tickets were issued, 109 parking tickets, 11 misdemeanor complaints and 3 felony complaints, there were no criminal homicides, there were no robberies, there were no aggravated assault and batteries; there were 3 burglaries, there was 1 theft, there were no motor vehicle thefts, there were no arsons, and our CID Division handled a total of 19 cases.

Ald. Kleefisch mentioned that he will be asking for the Christmas light renovation to be on the next meeting’s agenda to be brought forward for a vote.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: Ald. Abed thanked Commissioner Violante and Commissioner Oeffling for putting up the soccer goals at Volunteer Park and Glacier Park.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Ald. Pasek asked for the Ordinance officer to remove the campaign signs that are on 111th Street and a few that are still on 99th Place.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton.

SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:16p.m.
