APPROVAL OF MINUTES OF THE REGULAR COUNCIL MEETING HELD ON

JANUARY 27, 2020: Commissioner _____ moved, seconded by Commissioner ______, to approve the minutes of the Regular Council Meeting held on January 27, 2020 as presented.

BOARD, COMMISSION AND COMMITTEE RECOMMENDATIONS:

ZBA RECOMMENDATION TO ADOPT AN ORDINANCE APPROVING A SIDE YARD SETBACK VARIATION FOR 12518 S. PAWNEE ROAD: Zoning Board of Appeals met on Wednesday, January 8, 2020 to consider a request from the homeowners of 12518 S. Pawnee Road for a 4.5 foot variation from the 27.00 foot minimum relative to the construction of an addition to the existing single-family residence. The 32’ x 49’5” addition is for an indoor swimming pool. During the public hearing, the neighbor directly south of the subject property expressed concerns about the impact that construction would have on a grove of mature oak trees that span the common property line of the two properties.

Zoning Board of Appeals voted (4-0) to recommend approval of the requested 4.5 foot variation from the 27.00 foot minimum relative to the construction of an addition to the existing single-family residence at 12518 S. Pawnee Road for the south side yard setback, subject to the condition that, in constructing the addition to the existing single-family residence, the owner(s) and any contractors used by said owner(s) work with Village staff to further refine the tree inventory and arborist tree preservation recommendations during the building permit process.

APPROVE AMENDMENT TO CHAPTER 1222-OFFICIAL VILLAGE COMPREHENSIVE PLAN, TO REVISE THE COMPREHENSIVE PLN AND TO INCORPORATE THE WESTERN GROWTH AREA MASTER PLAN A AN OFFICIAL DOCUMENT SUBJECT TO THE CONDITION THAT THE MAPS ON PAGES 13, 15, AND 45 BE AMENDED TOA ACCURATELY REFLECT THE EXISTING AND PROPOSED LAND USES AND TO DIRECT STAFF TO PREPARE AN ORDINANCE AMENDING SAID COMPREHENSIVE PLAN TO INCORPORATE THE WESTERN GROWTH AREA MASTER PLAN AS AN OFFICIAL DOCUMENT:

COMMISSIONER OF PUBLIC WORKS AND STREETS/RECREATION & PARKS, NICOLE MILOVICH-WALTERS: Commissioner Milovich-Walters was not in attendance this evening.

COMMISSIONER OF BUILDING & PUBLIC PROPERTY, G. DARRYL REED:

LANDSCAPERS: Residents are reminded that landscapers hired to work on their property need to be registered with the Village prior to work being done. The two (2) page registration form needs to be completed, a Certificate of Insurance provided, and a registration fee paid.

BUILDING DEPARTMENT REPORT: Commissioner Reed reported the Building Department issued twelve (12) permits from January 27, 2020 – February 5, 2020 resulting in $16,173.02 in permit fees. Six (6) inspections were completed during this time period. No occupancy permits were issued.

COMMISSIONER OF PUBLIC HEALTH AND SAFETY, DANIEL POLK:

POLICE ACTIVITY REPORT: Commissioner Polk reported the Police Department received 1,993 calls for service from January 27, 2020 through February 9, 2020. Palos Park Police also issued 25 adjudication tickets, 14 traffic tickets, 44 written warnings, 30 verbal warnings, completed 15 case reports, arrested 3 adults, 0 juveniles, 1 impound, 16 senior checks, 25 citizen assists and 22 community contact hours.

POLICE FORUM: A Police Forum will be held Thursday, February 13, 2020 at 1:00 p.m. at the Kaptur Administrative Center. The forum is another way for police to reach out and look to find ways to strengthen the relationship between law enforcement and the community. COFFEE WITH A COP: Wednesday, February 19, 2020 at the Plush Horse, 12301 S. 86th Avenue from 8:00 a.m. – 10:00 a.m. Mayor Mahoney will also be on hand.

MENTAL HEALTH FIRST AID RETRAINING: It was announced that all Palos Park Police Officers will participate in a refresher course on how to safely interact with people experiencing a mental health or addiction related emergency. The course will help the officers identify, understand, and respond to signs of addiction and metal illnesses.

COMMISSIONER OF ACCOUNTS AND FINANCES, JAMES PAVLATOS: Commissioner Pavlatos had no formal report this evening.
