Cook County Complete Count Census Commission met Jan. 13.

Here is the minutes provided by the commission:

Present: Chairman Moore, Vice Chair Anaya, Vice Chair Deer, Banerji, Everett, Ford, Flores, Garcia, Kang, Logan, McMorris, Samuel, and Wilbon (13)

Absent: Vice Chair Arroyo, Jr., Garrett, Gonzalez, Lightford, Lumpkin, and Valentin (6)

PUBLIC TESTIMONY

Chairman Moore asked the Secretary to the Board to call upon the registered public speakers, in accordance with Cook County Code.

No registered public speakers.

COMMISSION MINUTES

Approval of the minutes from the meeting of 12/23/19.

A motion was made by Commissioner Banerji, seconded by Commissioner McMorris, to approve the meeting minutes. The motion carried by the following vote:

Ayes: Chairman Moore, Vice Chair Anaya, Vice Chair Deer, Banerji, Everett, Flores, Ford, Garcia, Kang, Logan, McMorris, Samuel, and Wilbon (13)

Absent: Vice Chair Arroyo, Jr., Garrett, Gonzalez, Lightford, Lumpkin, and Valentin (6)

Update from The William Everett Group, Census 2020 Program Administrator

• Chaka Kureva, Practice Director, Management Consulting, The William Everett Group

o Application Evaluation and Rubric Updates

• Amendments to revised application

• Address hard-to-count gaps

• Populations at risk of being undercounted

• Other funding

• Attachments included – 1. Map; 2. FAQs; 3. Form to submit proclamations

• Updated Evaluation Rubric

• Additional points for demographic coverage in Hard to Count gap areas per round 1 funding

• Additional points for geographic coverage in Hard to Count gap areas per round 1 funding

• Additional points for coverage in districts that have a high number of HTC tracts with proportionally low amount of round 1 funding

• Revised application deadline is February 3, 2020

• Grant Seeker Webinar will be hosted on January 23, 2020

o Census Budget Update

• Round 1 expended and committed funding is $1,588,217 to date

• The remaining Round 2 funds of $334,667 will be awarded dependent on the actions approved by the Cook County Complete Count Census Commission to address remaining HTC gaps.

o Project Updates

• District Plans

• Distributed 17 district plans to the Commissioners and their staffs

• Scheduling one on one implementation sessions with each commissioner

• Census Champions

• Recruited 170 champions to date

• Created a recruitment flyer and a census engagement toolkit with flyers, FAQs and talking points

• Advertising, press and social media

• Developed media buy plan

• Begin social media paid campaign in January and radio, print and billboard campaign in February – May

• Grantee Management

• Approved 69 agencies for funding

• Distributed project planning documents to grantees for completion

• Scheduled 7 orientation training sessions for current grantees

• Created reporting and monitoring mechanism

A motion was made by Vice Chair Deer, seconded by Commissioner Logan, to adjourn the meeting. The motion carried by the following vote:

Ayes: Chairman Moore, Vice Chair Anaya, Vice Chair Deer, Banerji, Everett, Ford, Flores, Garcia, Kang, Logan, McMorris, Samuel, and Wilbon (13)
