PROPOSED ORDINANCE AMENDMENT

REMOTE MEETINGS

BE IT ORDAINED, by the Cook County Board of Commissioners, that Chapter 2 Administration, Article III. County Board, Division 2. Rules of Organization and Procedure, Sections 2-102, 2-106 and 2-112 of the Cook County Code is hereby amended as Follows:

Sec. 2-102. - Interpretation, force and effect. (a) Applicability. The meetings and actions of the Board, including all of its committees, shall be governed by this division. 

(b) Effect of State law. Except as otherwise specifically provided in this division, this division supersedes all provisions of Illinois statute to the extent of any conflict or inconsistency, except for statutes that, by their terms, specifically limit home rule units pursuant to Article VII, Section 6(g) or 6(h) of the 1970 Constitution of the State of Illinois. 

(c) Effective date. This division shall be in full force and effect upon adoption, and shall remain in full force and effect except as amended in accordance herewith, or until superseded by new rules adopted as part of the organization of a newly constituted Board at the commencement of a term. 

(d) Interpretation. This division shall be interpreted and applied to foster the goals and purposes set forth in Section 2-101. This division is to be construed in accordance with the customary American usage and meaning of parliamentary terms and expressions and the plain meaning of the ordinary words appearing herein. In case of ambiguous application, this division shall be applied in a manner that fosters openness, accountability and fairness in the operation of the Board. 

(e) Adoption of rules. At the commencement of a term, the Board may adopt new rules of organization and procedure by ordinance setting forth such rules in their entirety and repealing these rules. Such ordinance must be adopted by a majority of those elected. Rules so adopted shall supersede these rules. 

(f) Rules for committee meetings. The rules of procedure for all committee, subcommittee and special committee meetings shall be the same as for Board meetings, except that committees composed of less than the entire Board shall require only a majority of the committee members for a quorum.

(g) Amendment or suspension of rules. Any provision of this division may be temporarily suspended by majority vote, upon motion of any Commissioner specifying the rule to be suspended. 

(h) Remote meetings. All public meetings of the Board and its committees and subcommittees may be conducted by means of electronic, video, audio, or telephonic connection ("remote meeting") for the duration of the Illinois Gubernatorial Disaster Proclamation, including any extensions thereto, related to COVID-19 or a public health crisis. A member who desires to attend and participate in a remote public meeting shall do so by the designated electronic means. For purposes of conducting a remote meeting, the terms "written", "in writing", "document" and "copy" in these rules includes printed or electronic means, and a rule that requires an instrument to be handed to another member or the meeting Chair may be accomplished by electronic transmission.

**** Sec. 2-106. - Public Testimony at meetings of the Board, its Committees and Subcommittees.

The Board encourages public participation in the legislative process. The following rules shall apply at any meeting of the Board and its committees at which public comment or testimony is taken: 

(a) Public testimony at all meetings. Subject to the provisions herein, public testimony will be permitted at all meetings of the Board, its committees and subcommittees. Any member of the general public may address the Board or any of its committees at any remote meeting required to be open to the public under the Open Meetings Act (5 ILCS 120/1, et seq.) in writing, or orally from a remote location by means of electronic, video, audio, or telephonic connection if permitted in the meeting notice. 

(b) Authorization to speak. Authorization as a public speaker or to provide written testimony to be read into the record of a meeting of the Board, its committees and subcommittees shall be granted to those individuals who have submitted in writing, their name, municipality of residence, subject matter, and organization (if any) to the Secretary. 

(c) Public comment period. Duly authorized public speakers shall be called upon to deliver testimony at a time specified in the meeting agenda, or at the discretion of the chair, but prior to final action by the meeting body as is practicable. For remote meetings, the public comment period may be limited to written testimony which will be read into the record. 

(d) Germane subject matter encouraged. Public testimony should be germane to a specific item(s) on the meeting agenda. To preserve order and decorum and in the interest of efficiency, the presiding officer may impose subject matter limits on public comment or testimony. 

(e) Time limit for public speakers. During their testimony, each public speaker may have up to Written public testimony or oral testimony will be limited to three minutes. The Secretary will keep track of the time and advise when the time for public testimony has expired. Responses to inquiries of the public speaker by the presiding officer or members shall not count towards any time limit. With leave, the presiding officer or members may extend a public speaker's time as desired. 

(f) Prohibited behavior for public speakers. Public speaker or written testimony shall not include the use vulgar, abusive or otherwise inappropriate language when addressing the Board; failure to act appropriately; failure to speak to an item that is germane to the meeting, or failure to adhere to the time requirements may result in expulsion from the meeting and/or disqualify the person from providing future testimony. 

(g) Disruptions of meetings prohibited. Disruptions of meetings are prohibited. Disruptions include, but are not limited to: 

(1) Speech or testimony by an individual after expiration of the time allotted for the speaker's public comment or testimony; 

(2) Speech or testimony by an individual that is not germane to a specific item or items on the meeting agenda; 

(3) Speech or testimony by an individual who has not been recognized by the presiding officer for public comment or testimony, who is speaking in a volume louder than a low, conversational level appropriate for communication between persons seated next to each other in the chamber, or whose speech is audible by others; or 

(4) Holding or placing a banner or sign during a meeting in a way that may endanger other individuals or that obstructs the free passage or view of others attending or viewing the meeting. 

(5) Verbal comments and testimony must be conducted in respectful speech with no personal attacks. 

(6) If an individual engages in disruption of the meeting, including, but not limited to, any of the actions described above, the presiding officer may: rule the individual out of order, direct the individual to cease the activity and impose other reasonable conditions for the individual's continued presence at the meeting. If the individual does not immediately comply with the presiding officer's order, the presiding officer may direct the removal of the individual from the meeting. Unless otherwise ordered by the presiding officer, any individual ordered to be removed from a meeting is excluded from returning to that meeting, unless the decision of the presiding officer is overruled by a majority vote of those members in attendance. Any two members may place before the body the question of whether to permit the individual to return to the same meeting. 

(7) If an individual is removed either from two or more committee meetings within a 15-day period or from two or more consecutive meetings of the Board, the Board President or Committee Chairperson may exclude the individual from participation in public comment or testimony periods at future Board or committee meetings. 

a. The Board President or Committee Chairperson shall notify the individual in writing of the type of exclusion, the specific reasons for the exclusion and the specific terms and length of the exclusion. 

b. The notice of exclusion shall advise that the individual may submit written comments to the Clerk for distribution to the Board members at future public comment or testimony periods. 

c. The notice of exclusion shall be filed with the Clerk, who shall post it on the door to the Board chambers and on the Board's web page, provide a copy of the notice to Board members and mail the notice to the individual's last known address, if any. The notice is effective when posted. The exclusion order shall remain posted on the door to the chambers for the duration of the exclusion period. 

(8) In determining the scope and length of an individual's exclusion, the Board President or Committee Chairperson may consider the seriousness of the disruptions to the orderly conduct of the meeting, the number of disruptions in which the individual participated and other reasons deemed relevant by the President or Committee Chairperson. 

a. The Board President or Committee Chairperson may issue an exclusion from future participation in public comment or testimony periods for up to 28 calendar days. 

b. At the next regular meeting of the Board, following the filing and posting of the exclusion notice, the exclusion order may be overruled or modified by a majority vote of those Commissioners in attendance. Any two members may place before the body the question of whether to overrule or modify the exclusion decision. 

(9) Any individual excluded from participation in future public comment or testimony periods may appeal the exclusion by submitting a written appeal to the Clerk within five calendar days after the exclusion notice is posted. The Clerk shall distribute copies of the appeal to all Board members. The Board shall consider the appeal at the next regularly scheduled Board meeting if any two members place it before the body. The individual's exclusion from public comment or testimony periods shall remain in effect during the Board's consideration of the appeal.

**** Sec. 2-112. - Commissions. 

a) The County Board shall have the authority by ordinance or resolution to create Commissions to address issues related or relevant to a Standing Committee of the County Board. 

(b) The Chair or Vice-Chair of the applicable Standing Committee relevant to the Commission must serve as the Chair of the Commission. 

(c) Commissions shall be temporary in nature and shall not exceed 12 months in duration unless otherwise approved by the Board. 

(d) Commissions shall be staffed by the Chair of the Commission with existing resources. 

(e) Other than Commissioners and County employees, Commission members may not serve on more than one Commission with concurrent terms. 

(f) Commissions shall issue their reports or findings to the applicable Standing Committee. 

(g) The authorizing ordinance or resolution for a Commission shall explicitly state:

(1) The purpose for which the Commission is being created; 

(2) The Standing Committee to which the Commission is applicable; 

(3) The number of members of the Commission and method by which they will be selected or appointed; 

(4) The Chair or Vice-Chair of the applicable Standing Committee shall be the Chair of the Commission; 

(5) The date by which the work of the Commission will be completed, which shall not exceed 12 months in duration, unless otherwise approved by the County Board; 

(6) The length of service of the members of the Commission; 

7) The frequency the Commission shall meet which shall not be more than one time per month; 

(8) That meetings of the Commission will be open to the public and comply with the requirements of the Open Meetings Act and Freedom of Information Act. All public meetings of a Commission may be conducted by means of electronic, video, audio, or telephonic connection ("remote meeting") for the duration of the Illinois Gubernatorial Disaster Proclamation, including any extensions thereto, related to COVID-19 or a public health crisis. A member who desires to attend and participate in a remote public meeting shall do so by the designated electronic means. Any member of the general public may address the a Commission at any remote meeting required to be open to the public under the Open Meetings Act (5 ILCS 120/1, et seq.) in writing, or orally from a remote location by means of electronic, video, audio, or telephonic connection if permitted in the meeting notice.

**** BE IT FURTHER ORDAINED, by the Cook County Board of Commissioners, that Chapter 2 Administration, Article VI. Boards, Commissions and Committees, Division 1. Generally, Section 2-470 of the Cook County Code is hereby amended as Follows:

Sec. 2-470. - Required notice of meetings. 

To comply with the Open Meetings Act, every Board, Commission, Advisory Committee, or Task Force created by this Board shall post notice of its meetings with the Secretary to the Cook County Board of Commissioners. All public meetings of a Board, Commission, Advisory Committee, or Task Force created by this Board may be conducted by means of electronic, video, audio, or telephonic connection ("remote meeting") for the duration of the Illinois Gubernatorial Disaster Proclamation, including any extensions thereto, related to COVID-19 or a public health crisis. A member who desires to attend and participate in a remote public meeting shall do so by the designated electronic means. Any member of the general public may address the body at any remote meeting required to be open to the public under the Open Meetings Act (5 ILCS 120/1, et seq.) in writing, or orally from a remote location by means of electronic, video, audio, or telephonic connection if permitted in the meeting notice.

PROPOSED RESOLUTION

ANNUAL CALENDAR OF REGULAR COUNTY BOARD MEETINGS AND CONSENT CALENDAR MEETINGS FOR CALENDAR YEAR 2020 (Amending Resolution 19-6267)

WHEREAS, in accordance with Chapter 2, Article III, Division 2, Section 2-107, the Cook County Board of Commissioners shall hold regular meetings pursuant to an annual calendar adopted by resolution of the Board; and

WHEREAS, in accordance with Section 2.03 of the Illinois Open Meetings Act, every public body shall give public notice of the schedule of regular meetings at the beginning of each calendar or fiscal year and shall state the regular dates, times and places of such meetings; and

WHEREAS, President Preckwinkle issued Executive Order 2020-3 and, as amended by Executive Order 2020-5, cancelled all Cook County Board of Commissioner meetings for the month of March; and

WHEREAS, in accordance with Governor Pritzker’s Executive Order 2020-07 (March 16, 2020), various provisions of the Open Meetings Act have been suspended for public bodies to meet and conduct business without being physically present in order to comply with social distancing; and

WHEREAS, this body approved Resolution 19-6267, Annual Calendar of Regular County Board Meetings and Consent Calendar Meetings for Calendar Year 2020.

NOW, THEREFORE, BE IT RESOLVED by the Cook County Board of Commissioners, Illinois (the “Board”) that the 2020 annual calendar Resolution 19-6267 has been changed or is amended as follows:

1. WHEREAS, Midwest Moving and Storage, located in Elk Grove Village, Illinois, desires to donate furniture, specifically 250 workstations, to Cook County for use by the Cook County Department of Facilities Management; and

WHEREAS, Midwest Moving has agreed to transfer the furniture free and clear of all encumbrances and without any reimbursement; and

TO SECURE AN ALLOCATION OF VOLUME CAP AND RELATED PRIVATE ACTIVITY FINANCING AUTHORITY

WHEREAS, the Federal Tax Reform Act of 1986, as amended, imposes a limit on the aggregate amount of tax exempt private activity financing authority, also known as “volume cap”, that can be authorized by a State; and

WHEREAS, the State of Illinois has adopted procedures for the allocation of volume cap pursuant to the Illinois Private Activity Bond Allocation Act, 30ILCS 345, also known as the “Illinois Allocation Act”; and

WHEREAS, the Governor’s Office is the entity charged with authority to allocate volume cap among the political subdivisions within the State of Illinois; and

WHEREAS, the current limit on the aggregate amount of volume cap that a State can issue, adjusted for inflation for calendar year 2020, is $105.00 multiplied by the State’s population; and

WHEREAS, the current limit on the aggregate amount of volume cap that the State of Illinois can issue, adjusted for inflation for calendar year 2020, is $105.00 multiplied by the State’s population of 12,671,821 which equals $1,330,541,205.00; and

WHEREAS, the current limit on the aggregate amount of volume cap that the State of Illinois can issue to Home Rule units is $ 853,480,740.00; and

WHEREAS, Cook County is a Home Rule unit pursuant to Article VII, Section 6 of the Illinois State Constitution; and

WHEREAS, Cook County, as a Home Rule county, may be allocated an amount of volume cap equal to $105.00 multiplied by the population of its unincorporated area that is approximately 102,420 which equals $10,754,100; and

WHEREAS, Cook County, may secure its volume cap allocation and related bonding and other finance authority via a formal request to the State beginning on the first business day on or after June 1, 2020; and

WHEREAS, said requests will be processed by the State on a first come, first served basis; and

WHEREAS, a Resolution from the Cook County Board of Commissioners is required to secure and request said allocation and authority.

NOW, THEREFORE, BE IT RESOLVED, that the President and Board of Commissioners supports this initiative to secure volume cap for future financing of affordable housing developments and economic development initiatives in suburban Cook County; and

BE IT FURTHER RESOVLED, that the President and the Board of Commissioners seeks to secure the relevant volume cap and related bonding and other finance authority as available; and

BE IT FURTHER RESOVLED, that the President and the Board of Commissioners authorizes the Chief Financial Officer, the Bureau Chief of Economic Development, or their designees to execute, on behalf of the County of Cook, any and all documents necessary to implement this Resolution vis à vis the State of Illinois in accordance with specified instructions and deadlines; and

BE IT FURTHER RESOVLED, that the President and Board of Commissioners confirms and agrees that upon receipt of State approval, the County will (1) use the volume cap only within its jurisdiction, (2) comply with all applicable Federal, State, and Local rules and requirements, (3) prepare and submit related reports to the State as required and (4) will not transfer or reallocate this allocation to any other Home Rule or non Home Rule jurisdiction; and

BE IT FURTHER RESOLVED, this Resolution shall be effective as of the date of its adoption.

Summary: The Cook County Board of Commissioner approved $2 Million for FY20 Census efforts. The Cook County Census Commission is expected to approve up to $2 Million in census outreach grants which will exceed the $1 Million amount that the Board authorized when the Census Outreach program was approved by the Board on 9/26/2019.

In the contract with The William Everett Group (TWEG) that was executed in October 2019, the Program Administrator was provided a budget of $1 Million to allocate to agencies doing census outreach efforts, i.e., Local Government Complete Count Commissions (LGCCC’s) and Local Complete Count Committees (LCCC’s). As a result of the additional $2 Million funding being allocated in FY20 for census efforts, there have been significantly more LGCCC’s and LCCC’s awarded funding than was originally anticipated in TWEG’s contract. In order to effectively manage this level of grantees and oversee their census outreach programs and activities, more staffing is required by the Program Administrator. Therefore, the Bureau is requesting the approval of an additional $125,000.00 for additional staffing for the management and oversight of the increased number of grantees.

In this amendment, it is requested that TWEG’s contract be amended as follows:

$922,883.50 for grant payments by TWEG to LGCCC’s and LCCCC’s. These funds will be derived from the Bureau of Economic Development’s FY20 Census budget that was approved by the Board. There will be no impact to the budget from this increase.

$125,000.00 for program management and day-to-day support for LGCCC’s and LCCC’s. This additional funding was identified from additional resources in the County’s corporate fund appropriation.

IN MEMORIAM OF CARL EMERSON WALTON

WHEREAS, Carl Emerson Walton was born on October 8, 1918 in Yazoo County, Mississippi. He was one of eight children raised by his parents Rev. James L. Walton, Sr. and Rosa Stuckey-Walton; and

WHEREAS, Carl received his education from Piney Wood Institute, MS. He grew up gardening and selling food to support his family, so it wasn’t uncommon for him to find work at Garner Seed Company where he sold and delivered garden materials; and

WHEREAS, Carl and his brothers were known for their harmonious gospel quartet. The Walton Brothers traveled and performed all throughout the United States. Various singing greats like Sam Cook, Rev. Sam Scales, Rev. Fred Weathers, Rev. Barrett and Jessie Brown sang with them for a short time. The Walton Brothers became the first group to sing live on the Isabel Joseph Johnson’s WHFC Sunday morning broadcast, currently known as WVON; and

WHEREAS, Carl dedicated is life and served his in the Armed Forces during World War II and was honorably discharged in 1944; and

WHEREAS, Carl enrolled in a plumbing program where he learned the trade specialty plumbing. He would later work as both a box handler and a courier for Erie Lackawana Railroad, currently known as Amtrak, where he retired after 30 years of dedicated service; and

WHEREAS, Carl departed this life on February 23, 2020 at the age of 101; and

WHEREAS, Carl leaves to cherish his memories, his loving wife of 47 years, Geralene Walton; six children, Carl Walton Jr., Barbara Deer (Dennis), Carol Walton, Carlos, Williams, Felecia Williams, Betty Garner; 17 grandchildren, and a host of nieces, nephews, cousins and friends. One daughter (May Helen Walter), Brothers Rev. J.L. Walton, Jr., Robert Walton, Rufus Walton, Marion Walton and Alma Dickerson all preceded him in death; and

WHEREAS, Margie Pritchard Medellin was called home to be with the Lord on February 22, 2020; and

WHEREAS, Margie Pritchard Medellin was born in Sardis, Mississippi to Lillian Willingham Pritchard and Howard Pritchard on October 24, 1943. She was the fifth of seven children who graduated from Douglass High School in Memphis, Tennessee: and

WHEREAS, after graduating from high school, Margie Pritchard Medellin moved to Chicago, Illinois to pursue a career in music. Shortly after moving to Chicago, she would meet and marry George Medellin, Jr. in 1961. Margie Pritchard Medellin would go on to begin a long and successful career at Marshall Field & Company; and

WHEREAS, Margie Pritchard Medellin retired from Marshall Fields & Company and, in the years after her retirement, was committed to civic service as an election judge with the Chicago Board of Elections. She went on to volunteer for political campaigns, and, in particular, the campaign of former United States Senator Barack Obama who would be elected as the 44th President of the United States. Margie would be recognized for her outstanding volunteer and service on the campaign; and

WHEREAS, Margie Pritchard Medellin was known as loving and dedicated wife to George Medellin, Jr. for 50 years, mother, and dedicated public servant. She is survived by her sister, Faye I. Pritchard, her brother, Dwight Pritchard, her son, George Medellin, III, her daughter, Lisa Medellin, two grandchildren, and a host of nieces, nephews, cousins, and friends; and

WHEREAS, Margie Pritchard Medellin will leave behind a remarkable legacy of service and leadership to the Cook County community; and

WHEREAS, Arnold Loeb was born in 1937 in Bucharest, Romania where his father had started a business making sausage in his mother’s kitchen; and

WHEREAS, after surviving World War II, Arnold’s family moved to the Dominican Republic in 1946. From there, his parents sent Arnold, their only child, ahead to Chicago where he had uncles; and

WHEREAS, Arnold attended the Illinois Institute of Technology and became an electrical engineer. He obtained a patent on a wind energy invention that he created. His daughters Katharine and Karen remembered flying kites with him, not realizing that this game of theirs was also part of a science experiment; and

WHEREAS, Arnold’s father followed his son to Chicago in 1957 and opened Romanian Sausage in a storefront on Kedzie Avenue, near Lawrence. Arnold eventually joined the business, which became Romanian Kosher Sausage Co., now located at Clark Street and Touhy Avenue; and

WHEREAS, Romanian Kosher Sausage remains a thriving business that employs more than 20 people. With Arnold’s passing, Karen’s husband, Richard Levin, who has worked in the business since 1980, and their son-in-law Daniel Klein have stepped up to run the business. They are the third and fourth generations to carry on the business; and

WHEREAS, Romanian Kosher Sausage is a mainstay of the Rogers Park and Clark Street business community; and

WHEREAS, Romanian Kosher Sausage Co. is known well beyond Chicago. A consistent theme of stories about Arnold came from people taking Romanian products to relatives and friends. The TSA agents at Chicago O’Hare would recognize the products and ask, “Is this Romanian?” Arnold often reported that TSA agents would come to the store to see what made this product so special. The agents came to see, and usually bought as well; and

WHEREAS, Jewish tradition calls for family members to sit shiva, the structured period of mourning, following the death of the loved one. Romanian Kosher Sausage was closed for the funeral and under certain Talmudic interpretations should have remained closed for the following six days as well. However, the rabbi determined that because it’s such a fixture in the community the store should remain open, not only for the customers, but also for the 20 employees who needed to get paid. A way was found - selling the business, symbolically, during the shiva week to Rabbi Zev Cohen; and

WHEREAS, Arnold was a scholarly man, but not severe. He loved jokes, both hearing them and always having a joke ready. He started his day, every morning of the week at schuel. If there was someone who couldn’t get there otherwise, Arnold made sure he got there. When Arnold went out of town, he would find another person to provide the ride. To Arnold, doing good works was the definition of being Jewish. He was known to be a very generous man. As an Orthodox Jew, he believed it was important to meet someone’s need before they had to ask; and

WHEREAS, Arnold is survived by his wife, Lynne Loeb, his daughters Katharine Loeb and Karen. (Richard) Levin. He was the proud grandfather of Elizabeth (Daniel), Samuel, Avi, Ariella (CJ), Rebecca and Jonah; the beloved great grandfather of Ryan, Kaylia, Madison and Oliver; fond step-father of Avi (Shira) Zimmerman; and dear step-grandfather of Eitan, Yaakov, and Tamar. He is preceded in death by his first wife, Betty Loeb.

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Cook County, on behalf of the 5.2 million residents of Cook County honors the life and contributions of Arnold Loeb., and herewith expresses its sincere gratitude for the invaluable contributions he has made to the Citizens of Cook County, Illinois; and

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be spread upon the official proceedings of this Honorable Body and that an official copy of the same be tendered to the family of Arnold Loeb.

PROPOSED RESOLUTION

HONORING CHICAGO FOUNDATION FOR WOMEN

WHEREAS, four community leaders in Chicago’s, Marjorie Craig Benton, Sunny Fischer, Iris J. Krieg, and Lucia Woods Lindley, recognizing that only 3% of philanthropic dollars were directed to programming for women and girls, brought together a series of planning groups that laid the financial and programmatic groundwork for what would become Chicago Foundation for Women; and

WHEREAS, Chicago Foundation for Women was incorporated on March 29, 1985, to increase resources, expand opportunities, and promote positive social change for women and girls, organized around the statement of Basic Principles. The principles state that the Foundation will fund Chicago area organizations and projects that address the needs of women and girls of all economic, ethnic, and racial backgrounds and to work toward the removal of obstacles that prevent women from achieving their full potential in all aspects for their lives; and

WHEREAS, in 1986, Chicago Foundation for Women, awarded its first grants totaling $50,000 to 25 organizations serving Chicago area women and girls; and

WHEREAS, in 1988, Chicago Foundation for Women co-sponsored the ‘Setting Tomorrow’s Agenda: A Symposium on Emerging Needs of Women,” which featured feminist leader Gloria Steinem; and

WHEREAS, in 1991, Chicago Foundation for Women reached $1 million in grant awards to programs serving women and girls repeat this for as many Whereas clauses you have; and

WHEREAS, Chicago Foundation for Women understands the importance of leadership development, in 1991, the Foundation launched its Women’s Leadership Development Initiative, a proactive grantmaking program to assist projects developing and strengthening community-based women’s leadership; and

WHEREAS, Chicago Foundation for Women has been at the forefront of innovative ways of connecting to community. In 1996 the Foundation awarded its largest grant to date, a two-year $205,000 grant to Planned Parenthood/Chicago Area to develop Chicago’s first-ever pro-active media campaign in support of reproductive rights; and

WHEREAS, Chicago Foundation for Women undergoes an organizational strategic planning process in 2002, implementing new grantmaking policies; and

WHEREAS, Chicago Foundation for Women, in 2003, surpasses $10 million in grantmaking, awarding 768 grants to date; and

WHEREAS, in 2004, Chicago Foundation for Women, facilitated the creation of affinity and geographically based Leadership Councils, harnessing the giving power of local women seeking to improve the lives of women and girls in their communities; and

WHEREAS, Chicago Foundation for Women merged with the Eleanor Network in 2012, creating a strategic alliance built on the shared goal of economic security for women and girls; and

WHEREAS, Chicago Foundation for Women facilitated the creation of the North Shore Giving Circle in 2014; and

WHEREAS, in 2015, Chicago Foundation for Women adopted the mission of investing in women and girls as catalysts, building stronger communities for all, enhancing its dedication to advancing gender equity, focused on three key themes, economic security, freedom from violence, and access to health care and education; and

WHEREAS, Chicago Foundation for Women, in 2016, facilitated the creation of the Western Suburbs Giving Circle; and

WHEREAS, Chicago Foundation for Women launched the Englewood Women’s Initiative in 2017, an innovative, collaborative network of ten community organizations providing services to address immediate needs, reducing barriers to women’s economic security through a holistic approach; and

WHEREAS, Chicago Foundation for Women, works to uplift women of color to expand their leadership skills through CULTIVATE: Women of Color Leadership and Willie’s Warriors Leadership Initiative, helping to build a network of like-minded supporters, and enhance their agency; and

WHEREAS, Chicago Foundation for Women invests in the future of emerging organizations through leadership development and support in building sustainable nonprofit infrastructure through Core Concepts Coaching, providing individualized instruction to nonprofits in financial management, board development, communications, and fundraising; and

WHEREAS, Chicago Foundation for Women, in 2018, facilitated the creation of the South Side Giving Circle; and

WHEREAS, Chicago Foundation for Women, as of 2019, has awarded more than $36.8 million through over 4,000 grants since its inception, to local nonprofits and emerging organizations; and

WHEREAS, in 2020, Chicago Foundation for Women’s Six Giving Councils and Circles surpassed $1 million in grants to 122 organizations through the generosity of more than 700 members; and

WHEREAS, Chicago Foundation for Women has remained a leader as a grant maker, convener, and partner, in supporting organizations providing services for women and girls in Chicago; and

NOW, THEREFORE, BE IT RESOLVED, that the President and the Cook County Board of Commissioners, on behalf of the residents of Cook County, honor, Chicago Foundation for Women for providing 35 years of extraordinary leadership and grantmaking support to organizations serving women and girls in Cook County.
