City of Palos Hills City Council met January 2

City of Palos Hills City Council met Jan. 2.

Here is the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:07 p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Moore, Nowak 

ABSENT: Lebarre

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated December 19, 2019 as presented. SECONDED by Ald. Moore. Upon roll call the following Ald. voted:

AYE: Brachman, Kleefisch, Stratton, Pasek, Moore, Price

 NAY: None 

ABSTAIN: Marrotta, O’Connell, Nowak 

ABSENT: Lebarre 

MOTION CARRIED

6) CITIZENS PETITION: None this evening

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no other comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: In the absence of City Attorney Pappas there was no report this evening.

C. MAYOR: Mayor Bennett stated that there will be an Executive Session after the Council meeting to go over Executive Session Minutes.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN: A. BUILDING & LICENSING:

Ald. Price read the December 2019 building report and noted that 35 permits were issued for a total of $22,473.00 in permit fees.

The building department is currently reviewing the architectural drawings for Thornton’s gas station as well as Toasted Chicken.

B. CITY ADMINISTRATION/GOLF:

Ald. Moore stated that he will be scheduling a golf meeting in two weeks.

C. COMMUNITY RESOURCES:

Ald. Nowak announced that the Resource and Recreation department will be hosting an AARP driver safety course on Thursday, February 6th and Friday, February 7th from 9:00AM to 1:00 PM both days at the Community Center. The cost is $15 for AARP members and $20 for non-members.

The Community Center will be hosting a blood pressure screening on Wednesday, February 12th from 11:15AM to 12:15PM. The screening will be done by Health Advocates Home Care, no reservations are required.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell had no report this evening.

E. FINANCE:

In the absence of Ald. Lebarre, Ald. Brachman MOVED to authorize the expenditure of a Vendor Warrant dated January 2, 2020 in the amount of $380,395.21. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Moore, Nowak, Price, Brachman 

NAY: None 

ABSENT: Lebarre 

MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Marrotta announced that he will be holding a Legislation & Ordinance meeting at on January 16, 2020 at 5:30 p.m.

G. PARKS:

Ald. Stratton announced that Resource and Recreation Department will be hosting the Prince of Heart Mother-Son event on Friday, February 7th at the Community Center 6:30-8:30PM. The event will include light dinner and dancing. The cost per couple is $30.00.

H. PLANNING & ZONING:

Ald. Nowak requested that the following be put on the agenda for the next meeting: Alpha Carrier Experts Special Use Permit and Special Use for cannabis.

I. PUBLIC SAFETY:

Ald. Kleefisch had no report this evening.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman provided a Public Works update as follows:

Foundation should be completed this week. Precast walls are on schedule to be delivered on January 13th and should take approximately two weeks to erect. Crews have completed the new salt and dirt storage building which is double the size of the previous storage shed, and crews are also transporting concrete blocks to the new yard to construct material bins for stones, pipes, etc.

At the next City Council meeting on January 16th, Commissioner Oeffling will submit for approval the new water rate for 2020; the rate will take into account any water rate changes by Oak Lawn and Chicago along with operating cost changes in the sewer & water department.

Ald. Brachman asked for the water rate change to be put on the agenda for the next meeting.

10)REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS:

Ald. Marrotta MOVED to have City Attorney Pappas draft an ordinance for the 3 cent Motor Fuel Tax increase for the City. SECONDED by Ald. Moore. Upon roll call the following Ald. voted:

AYE: Marrotta, O’Connell, Moore, Nowak, Price, Brachman 

NAY: Kleefisch, Stratton, Pasek 

ABSENT: Lebarre MOTION CARRIED

12) MISCELLANEOUS BUSINESS:

Mayor Bennett announced that Council voted at a prior meeting to go into Executive Session and that they will come back out to close the meeting.

The City Council went into Executive Session at 7:16 p.m. The City Council returned from Executive Session at 7:20 p.m.

Mayor Bennett, the purpose of going into Executive Session was to review Executive Session Minutes and the Council will have to decide to release or not to release those minutes.

Ald. Stratton, MOVED to retain and not release 2 Executive Session minutes discussing pending litigation on August 1, 2019 and August 15, 2019 and MOVED to release November 21, 2019. SECONDED by Ald. Marrotta. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Moore, Nowak, Price, Brachman, Marrotta 

NAY: None 

ABSENT: Lebarre 

MOTION CARRIED

13)ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald.Stratton SECONDED by Ald.Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:22 p.m.
