Village of Alsip Village Committee met June 29.

Here is the agenda provided by the committee:

A. Mayor Ryan

1) Presentation by James Marcanio requesting video and gaming for Jokers Wild Café. 

2) Discussion regarding Cook County 6B tax incentive programs, after the recent re- assessment by Assessor Fritz Kaegi’s office, putting additional financial burdens on industrial properties. 

3) Discussion regarding honorary street designation requested by Lighthouse Church of All Nations for Pastor Dan Willis and additional honorary street designations for former Alsip Mayor Arnie Andrews, former Alsip Trustee & Police & Fire Commissioner Jack Carlson and another honorary street designation for former Alsip Trustee, Police & Fire Commissioner and Civil Defense Director Frank Hiter. 

4) Discussion regarding the implementation of the Paylocity Acroprint 217 FOB timekeeping system with includes a remote sign-in timesheet process for exempt personnel. 

5) Discussion regarding the Village Garage Sale fees, where one permit per household would be offered at no charge this year because of COVID-19 and the suspension of the Village Wide Garage Sale. 

6) Discussion of suspending the annual Holiday on Pulaski event because of COVID-19, as no deposits have been offered to date.

A. Finance and Information Technology, Trustee McLawhorn

1) List of payroll and accounts payable.

B. Fire, Trustee Murphy

1) Discussion of installing security cameras at Fire Station #1. 

2) Discussion of changing ambulance billing companies.

C. Police and Traffic Safety, Trustee Dalzell

D. Public Works and Boat Launch, Trustee Juarez

1) Presentation of the Public Works Department May 2020 Monthly Activity Report. 

2) Request to purchase one SPH 3.0 Hot Asphalt Trailer from Bonnell Industries for an amount not to exceed $43,233.00. This item is being purchased through Sourcewell awarded contracts and has been appropriated within 2020-2021 budget. 

3) The 2020 MFT street resurfacing program is to begin June 29th through July 31st, 2020. This will be for Jean and Joalyce Streets and Hamlin Avenue from 119th Street to 120th Street. Crack filling along 122nd Street from Cicero to Central and Central from 122nd Street to 115th Street is expected to begin in August 2020.

E. Sewer and Water, Trustee Nava-Esparza

F. Building and Health, Trustee Zielinski

1) Presentation of the Building Department May 2020 Monthly Activity Report. 

2) Request to allow at least four (4) Alsip businesses to make installment payments for 90 days for Video Gaming Licensing (approximately $3000.00 per establishment), as COVID-19 hampered their ability to make said payments when due 5/1/2020. This will only being offered this calendar year.

G. Human Resources and Insurance, Trustee Murphy

1) The Village Hall will be closed Friday, July 3, 2020 in observance of Independence Day.

2) Due to COVID-19 the CHC is recommending the Village mandate remote wellness this year at a private physician or a LabCorp draw site.

6. SPECIAL COMMITTEE REPORTS

A. Economic Development, Trustee Nava-Esparza

1) Discussion and request to advertise the hiring of an Economic Development intern. 2) Report that a deposit was made to Studio K for the purchase of their parking lot, where it will serve as part of the new Firewater BBQ & Brew development at 11638-58 S. Pulaski Road.

B. Village Properties, Trustee McLawhorn

C. Ordinance and Legislation, Trustee Zielinski

1) Discussion to approve AN ORDINANCE AMENDING CHAPTER 18, TAXATION, ARTICLE VI, REAL ESTATE TRANSFER TAX, SECTION 18-107, TAX STAMPS, OF THE MUNICIPAL CODE OF THE VILLAGE OF ALSIP.

D. Planning & Zoning and Licenses, Trustee Juarez

1) Presentation by Impel Union 12500 S. Cicero regarding a Special-Use Permit after purchasing the property located at 12400 S. Cicero. 

2) Presentation of a list of licenses dated June 8, 2020 through June 26, 2020. 

3) Discussion to approve Case #2020-06-S-200 Special Use I-1 to I-2 Industrial Special Use for truck repair and storage at 12400 S. Cicero, Alsip, IL 60803. There was a Public Hearing on June 10th, 2020 with a vote of 0-7 not in favor of. 

4) Discussion to approve Case #2020-06-S-300 I-2 Industrial to I-2 Industrial Special Use to conduct truck and trailer repair at 3843 W. 128th Place, Alsip, IL. There was a Public Hearing on June 10th, 2020 with a vote of 7-0 in favor of.

1) Updates on the Alsip Complete Count Committee (CCC) Census Outreach.
