City of Hickory Hills City Council Met August 27

City of Hickory Hills City Council met Aug. 27.

Here is the minutes provided by the council:

PLEDGE OF ALLEGIANCE

Mayor Howley lead the pledge of allegiance.

ROLL CALL

Upon roll call, the following were present:

Alderman Zimmerman was absent. There being a quorum, the meeting was called to order.There being a quorum present, the meeting was called to order.

OPEN TO THE PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, aye. So approved.

JX Enterprises

9620 S. 76TH Avenue

Representatives from JX Enterprises introduced themselves and noted they are taking over PACCAR Leasing. At this time, Alderman Purtill presented the business certificate application for approval. This is a truck leasing operation. No objections were noted.

CLOSE TO THE PUBLIC

Alderman Fonte moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Waight moved to approve the minutes of the regularly scheduled meeting of August 13, 2020 as printed subject to deletions or corrections. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley expressed the Council’s condolences to the Justice Police Department for the loss of one of their officers. Mayor Howley read a letter from Justice Police Chief, Kraig McDermott expressing his appreciation for the compassion and professionalism that the Hickory Hills Police Chief Charles Hobart and the Hickory Hills Police Department showed during an unexpected death of one of their officers. He noted they made a difficult time a little easier. They thanked everyone who assisted them.

CITY TREASURER

Treasurer Vodicka presented the Treasurer’s Report dated July 31, 2020 for approval. Alderman McHugh moved to approve the Treasurer’s Report dated July 31, 2020. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

CITY ATTORNEY

Ord. 20-15 – Attorney Cainkar presented Ordinance #20-15, an ordinance approving an intergovernmental and sub recipient agreement with the County of Cook, Illinois, for Coronavirus Relief Funds in the allocation amount of $333,091.40. Alderman McHugh moved to approve Ordinance #20-15. Alderman Ferrero second. Attorney Cainkar noted the City may not receive the total amount however, we will submit our expenditures. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

CITY ENGINEER

Mr. Spolar presented Invoice #3381 from Riccio Construction Company for work done on the 97th Place Water Main Improvement, pay estimate #2, final in the amount of $34,289.00. Alderman Waight moved to approve Invoice #3381 in the amount of $34,289.00 to Riccio Construction Company. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the second half of August 2020 in the amount of $403,434.66. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

STANDING COMMITTEES

Kman/Finance

Alderman Kman reported he and Treasurer Vodicka have met with the Employee Insurance Committee and reviewed the insurance renewal options. No objections were noted and the City will move forward with the Blue Cross Blue Shield option. The City will also bundle its dental and life insurance with Blue Cross Blue Shield for a substantial savings on the premium.

Stachnik/Public Safety

No report submitted.

Zimmerman/Public Works

Alderman Zimmerman was absent.

Director Lehr reported Public Works has acquired quotes to seal coat Prairie Pond’s walking path. The lowest bid was from Rose Paving for $5,479.17. This is slightly higher than the $5,000.00 that was budgeted. She will proceed with the seal coating of the path unless there is an expressed concern. No objections or concerns were noted.

Director Lehr noted the Roberts Road contractor is working on curb work north of 95th Street and patch work in the areas ground down south of 95th Street. They are planning on starting the temporary signals on Monday, August 31st.

McHugh/Bldg./Facilities

Alderman McHugh announced the Community Center will remain closed through September. He noted the Hickory Hills Blood Drive will be held on Sunday, August 30th at the Community Center.

Purtill/Laws & Ordinances

Alderman Purtill presented a business certificate application for Hickory Hills Nutrition located at 8075 W. 95th Street. Mr. Carter Hicks is the owner and he will sell nutritional items. No objections were noted.

Fonte/Health & Environmental Control

No report submitted.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported she is working with Director Lehr on ordering some new Christmas decorations.

The City will receive a 20% discount if ordered before the end of August.

Waight/Chamber Business Development

No report submitted.

UNFINISHED BUSINESS

Building Commissioner Moirano reported Ricky Rockets has started the foundation. Mr. Moirano also gave an update on new construction in the area.

NEW BUSINESS

None.

ADJOURNMENT

Alderman Ferrero moved to adjourn the meeting until the next regular or specially called meeting. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
