Village of South Chicago Heights Board of Trustees Met October 19

Village of South Chicago Heights Board of Trustees met Oct. 19.

Here is the minutes provided by the board:

Regular meeting was held at the Village Hall, 3317 Chicago Road, South Chicago Heights, Illinois. Mayor Matthews called the meeting to order at 7:00 p.m. and the Pledge of Allegiance followed. Mayor Matthews requested Deputy Clerk Gomez to call roll. The following were present:

Matt Welch, Attorney

Sally Marrufo, Trustee

Tracy Bosco, Trustee 

Terry Fiorenzo, Trustee 

Eric Stanton, Trustee 

Eugene Fazzini, Trustee 

Mark Martin, Public Works

Chad Vlietstra, Fire Chief 

John Dolasinski, Treasurer 

Nora Gomez, Village Administrator 

Nick Goncher, Bldg. Director 

William Joyce, Police Chief 

Jesse Kozinski, Lieutenant

Clerk Catherine Linan and Trustee John Ross were absent.

Mayor Matthews called for a moment of silence for the passing of former Trustee Don Cull and Trustee Ross's mother, Evelyn R. Ross.

APPROVAL OF MEETING MINUTES: Trustee Marrufo motioned to approve the Regular Board of Trustee meeting minutes of October 5, 2020, seconded by Trustee Stanton. There being no further discussion, the roll call vote being: 

Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, & Tracy Bosco. 

Nays: None. 

Abstain: None. 

Absent: Ross. 

Motion carried 5 to 0.

APPOINTMENT: Prior to appointment Mayor Matthews read a resignation letter from Ms. Kathy Dujsik. Fire and Police Board of Commissioner: Tashina Johnson was sworn in and appointed.

PUBLIC COMMENT: None

APPROVAL OF THE BILL LIST OF OCTOBER 19, 2020: Trustee Bosco motioned to approve the bill list of October 19, 2020 seconded, by Trustee Marrufo. There being no further discussion, the roll call vote being: 

Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, & Tracy Bosco. 

Nays: None. 

Abstain: None. 

Absent: Ross. 

Motion carried 5 to 0.

TRUSTEE/COMMITTEE REPORTS:

Administrator Gomez reports this past weekend and the upcoming weekend the Village in collaboration with Bloom Trail High School NHS students will servicing 5 homes each day by raking leaves and bagging them for our seniors. Several seniors have expressed much gratitude for the help. Each NHS student will earn required community service hours.

Treasurer Dolasinski ensued in discussion regarding the 2020 preliminary tax levy interoffice memo provided.

Fire Chief Vlietstra announced and invited members of the board to the open house this Friday from 3p-5p for a retirement gathering for Deputy Chief Bruce Ziegle.

Police Chief Joyce discussed 2020 STEP grant funds received and stated additional funds are expected in 2021.

Lieutenant Kozinski reports police call reports during October 1st through October 15th. On November 5th ed 3 officers will be honored by the South Suburban Association Chief and Police for a Life Savings Award. Lastly, October 13th through October 15th the Police department will be serviced for a COVID disinfected cleaning.

APPROVAL - BAXTER & WOODMAN PROPOSAL FOR ITEP GRANT APPLICATION ASSISTANCE: Mayor Matthews explained what the approval request was for and that this would benefit the Village. Trustee Marrufo motioned to approve the proposal, seconded, by Trustee Bosco. There being no further discussion, the roll call vote being: 

Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, & Tracy Bosco. 

Nays: None. 

Abstain: None. 

Absent: Ross. 

Motion carried 5 to 0.

RESOLUTION 2020-R-20: A RESOLUTION OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS, COOK COUNTY, ILLINOIS, AUTHORIZING THE VILLAGE TO SUBMIT AN APPLICATION TO THE ILLINOIS DEPARTMENT OF TRANSFORTATION FOR AN ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM PROJECT: Mayor Matthews presented the resolution. Mayor explained what the Intergovernmental Agreement was for and that this would benefit the Village. Trustee Marrufo motioned to approve the resolution, seconded, by Trustee Fiorenzo. There being no further discussion, the roll call vote being: 

Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, & Tracy Bosco. 

Nays: None. 

Abstain: None. 

Absent: Ross. 

Motion carried 5 to 0.

RESOLUTION 2020-R-21: A RESOLUTION OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS, COOK COUNTY, ILLINOIS, AUTHORIZING AN APPROVING THE EXECUTION OF THE PROPOSAL BETWEEN THE VILLAGE AND E. ARIEL ROOFING SOLUTIONS, LLC FOR THE PURCHASE & INSTALLATION OF A NEW ROOF ON THE ANNEX BUILDING AT 2729 JACKSON AVENUE: Mayor Matthews presented the resolution. Mayor explained what the Intergovernmental Agreement was for and that this would benefit the Village. Trustee Stanton motioned to approve the resolution, seconded, by Trustee Fazzini. There being no further discussion, the roll call vote being: 

Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, & Tracy Bosco. 

Nays: None. 

Abstain: None. 

Absent: Ross. 

Motion carried 5 to 0.

APPROVAL - BRANIFF MAINTENANCE AGREEMENT FOR OUTDOOR WARNING SIREN: Mayor Matthews presented the approval request. Trustee Fazzini motioned to approve the agreement, seconded, by Trustee Fiorenzo. There being no further discussion, the roll call vote being: 

Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, & Tracy Bosco. 

Nays: None. 

Abstain: None. 

Absent: Ross. 

Motion carried 5 to 0.

BUSINESS LICENSE Mayor Matthews presented General Business License Application for Expedient Freight, LLC. and FM Cuts LLC.

MAYOR'S REPORT: 

None

ADJOURNMENT: With nothing further to discuss, Trustee Stanton motioned to adjourn the Regular meeting, seconded by Trustee Fiorenzo. On a voice vote, all ayes, no nays; the motion so ordered. Meeting adjourned at 7:42 p.m.
