Village of South Chicago Heights Board of Trustees met Sept. 21.

Regular meeting was held at the Village Hall, 3317 Chicago Road, South Chicago Heights, Illinois. Mayor Terry Matthews called the meeting to order at 7:00 p.m. and the Pledge of Allegiance followed. Mayor Matthews requested Village Clerk Linan to call roll. The following were present:

APPROVAL OF REGULAR MEETING MINUTES: Trustee Marrufo motioned to approve the Regular Board of Trustee meeting minutes of September 8, 2020, seconded by Trustee Bosco. There being no further discussion, the roll call vote being:
Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross.
Nays: None.
Abstain: None.
Absent: None.
Motion carried 6 to 0.
APPROVAL OF COMMITTEE OF THE WHOLE MEETING MINUTES: Trustee Marrufo motioned to approve the Committee of the Whole meeting minutes of September 8, 2020, seconded by Trustee Fiorenzo. There being no further discussion, the roll call vote being:
Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross.
Nays: None.
Abstain: None.

Motion carried 6 to 0.
PUBLIC COMMENT: Mrs. Vickie Werich of 245 Maple addressed the Board with her concerns about a sink hole in her front yard from an old water main break and an ordinance about parking the correct direction on the street. Vickie stated that parking should go with the flow of traffic and large commercial vehicles. Mayor Matthews stated that he also had concerns with commercial parking and asked the police department to address.
Joe Portiera owner of 3221 Commercial Avenue addressed the Board by reading a letter about being a landlord in South Chicago Heights during this time of COVID-19 pandemic and rate hikes and the rental inspection being unconstitutional. Mayor Matthews stated that two trustees are landlords as well and that the residents of this community voted for Home Rule because of the Crime Free Program. Nick Kalolires owner of 3229 Commercial addressed the Board about waiving the business license fee because of the pandemic. Mayor Matthews stated that 50% of the housing is rental property and the Village could not waive the fees. Mayor Matthews stated that the Village did not charge any late fees, water penalties, and did not shut anyone's water off during this time.
APPOINTMENT: FULL-TIME POLICE OFFICER: MIKE DEMITH: Mayor Matthews stated Mike has been a part-time police officer with the Village for many years and glad to have him as full-time and asked Chief Joyce to comment. Chief Joyce summarized Mike Demith's work and experience background. Clerk Linan swore in full-time officer Mike Demith.
APPROVAL OF THE BILL LIST OF SEPTEMBER 21, 2020: Trustee Bosco motioned to approve the bill list of September 21, 2020 with one correction, to remove bill on page 4 for Municipal Collections in the amount of $7,400.05 for further review seconded, by Trustee Marrufo. There being no further discussion, the roll call vote being:
Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross.
Nays: None.

TRUSTEEICOMMITTEE REPORTS:
Trustee Marrufo announced that the last two summer concerts were held on Friday, September 11th & Sunday, September 13th and thanked the Mayor, the Village Board, Directors & staff for helping with these events and that they were both well attended.
Building Director Goncher stated that out of 148 landlords only 22 have not yet complied with the Crime Free Ordinance.
Fire Chief Vlietstra thanked Mayor Matthews and the Village Board for the annual Car Show and stated that it was well attended with 56 cars that participated this year. Fire Chief Vlietstra reminded & invited everyone again to the grant check presentation by Congresswoman Robin Kelly on 9/28/20 at 9:00 a.m.
Police Chief Joyce stated that his department added one full-time officer and that they purchased two new 2020 Ford Explorer vehicles.

APPROVAL - CANCELATION OF REMAINING 2020 VILLAGE EVENTS: Mayor Matthews stated that with the crisis of the COVID-19 pandemic still going on, he didn't see how the Village could hold a Halloween party, Senior Luncheon, and the Breakfast with Santa this year. Trustee Marrufo motioned to cancel all remaining 2020 events, seconded, by Trustee Fazzini. There being no further discussion, the roll call vote being:
Ayes: Terry Fiorenzo, Eugene Fazzini, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross.
Nays: None.

APPROVAL - PROPOSAL FOR EXCLUSIVE INTERIORS FOR CHRISTMAS DECORATING: Mayor Matthews presented the proposal and stated that this was the Christmas decoration at the Veteran's Mound only as previously discussed. Trustee Marrufo motioned to approve the proposal, seconded, by Trustee Stanton. There being no further discussion, the roll call vote being:

APPROVAL - MEADE PROPOSAL FOR INSTALLATION OF OUTLETS: Mayor Matthews presented the proposal and stated there are no outlets on the Chicago Road streetlight poles and that he would like them installed for the Christmas lighted banners. Discussion ensued regarding this being a one-time fee. Trustee Ross motioned to approve the proposal, seconded, by Trustee Fiorenzo. There being no further discussion, the roll call vote being:

BUSINESS LICENSE: Bryan Proven of Unified Steel, LLC located at 3314 Butler Avenue explained that he was buying the assets of Windy City Metals and that they would still own the building. Discussion ensued regarding the business remaining open while all the code violations were being done. Mayor Matthews explained that Bryan would have to sign an agreement and that once all the violations were corrected a business license could be issued.
MAYOR'S REPORT: Mayor Matthews announced that Auggie Barberi a life-long resident of South Chicago Heights was turning 108 years old on Friday, September 25th and wished him a happy birthday.
ADJOURNMENT: With nothing further to discuss, Trustee Stanton motioned to adjourn the Regular meeting, seconded by Trustee Bosco. On a voice vote, all ayes, no nays; the motion so ordered. Meeting adjourned at 7:55 p.m.
