Village of South Chicago Heights Committee of the Whole met Sept. 21.

Here is the minutes provided by the committee:

A Committee of the Whole meeting was held at the Village Hall, 3317 Chicago Road, South Chicago Heights, Illinois. Mayor Terry Matthews called the meeting to order at 7:56 p.m. Mayor Matthews requested Village Clerk Linan to call roll. The following were present:

PUBLIC COMMENT: None.

DISCUSSION – TIF #1 & TIF #4 SPENDING: Mayor Matthews summarized the TIF 1 & 4 commitment to spending the TIF funds by 2021 and explained that he has a few proposals of some projects he would like to see completed. Mayor Matthews presented proposals for the replacement of the paver bricks around the Veteran's Mound at the Senior Center. Mayor Matthews explained the proposal and announced the cost. Administrator Gomez explained her discussion with each vendor. Discussion ensued amongst the Board about completing this project. Everyone agreed that it needs to be done. Mayor Matthews stated that this would be on the next agenda for approval. Mayor Matthews mentioned a problem with the Public Safety Building driveway apron and that it was sinking. Discussion ensued amongst the Board regarding the sanitary sewer issue and the driveway apron.

Mayor Matthews updated the Board on the finding of Mario Planera regarding the Village Hall roof.

Mayor Matthews explained that he distributed two proposals received from Engineering firm Baxter & Woodman for a 5-year Village Wide Street Maintenance and for the SCADA System. Mayor Matthews explained what the two proposals would cover for the Village.

Mayor Matthews asked Chief Joyce to explain his proposals for speed signs through-out the Village. Chief Joyce stated that the better pricing was with a company called Elan City that was associated with the IML. Chief Joyce explained that the cost would be approximately $36,000 for 12 signs but with this company, it would be approximately $29,000.00 and that it would be paid from the Asset Forfeiture Funds.

DISCUSSION – HALLOWEEN TRICK-OR TREATING: Mayor Matthews stated that because of the pandemic he wants to know how the Board feels about children trick-or-treating in the Village. Mayor Matthews expressed his concern about not being able to stop trick-or-treating. Discussion ensued amongst the Board regarding tricking-or treat and waiting to see what Governor Pritzker would do.

ADJOURNMENT: With nothing further to discuss, Trustee Stanton motioned to adjourn the Committee of the whole meeting, seconded by Trustee Bosco. On a voice vote, all ayes, no nays; the motion so ordered. Meeting adjourned at 8:30 p.m.
