City of Blue Island City Council met Oct. 27.

CALL TO ORDER

The regular meeting of the City Council of the City of Blue Island Held Remotely at 7:00 p.m. by Mayor Vargas as permitted by Executive Order 2020-07 signed by Illinois Governor J.B. Pritzker on March 16, 2020 in response to the COVID-19 pandemic.

JOURNAL OF PROCEEDINGS:

Motion by Ald. Carr, second by Ald. Zylman to approve the Regular City Council Minutes from October 13, 2020.

Ayes: 11 Hawley, Fahrenwald, Hill, Mech, Carr, Zylman, Klinker, Johnson, Alexander, Cazares, Donahue

Nays: 0

Absent: 3 Stevo*, Bilotto, Rita

Abstention: 0 Cazares

There being Eleven (11) Affirmative Votes, the Mayor declared the motion carried.

PUBLIC COMMENT:

Carol DiPace-Greene thanked the Council for voting to approve overdue Advanced Life Support Services for the City of Blue Island. She further asked that Aldermen repeal the 20% water rate increase. Ms. Greene stated that there are missing Committee Minutes on the website. Carol thanked all that gave to the October Mask Giveaway and stated that the next Together #BlueIslandStrong distribution of Face Masks, Gloves Hand Sanitizer and Food at Eisenhower High School, Saturday, November 21, 2020, 10:30am - 12:30pm “while supplies last.”

REPORT OF CITY OFFICIALS

MAYOR:

Mayor Vargas introduced Anna Wassenaar, Director of the Blue Island Public Library, to give the annual report of the Library to the City Council.

Mayor Vargas read a proclamation recognizing Deborah Beasley for her years of her service as she retires from the Blue Island Public Library

Motion by Ald. Carr, seconded by Ald. Zylman to approve the Proclamation honoring Deborah Beasley

Ayes: 11 Hawley, Fahrenwald, Hill, Mech, Zylman, Klinker, Stevo, Johnson, Alexander, Cazares, Donahue

Absent: 3 Carr*, Bilotto, Rita

There being Eleven (11) Affirmative Votes, the Mayor declared the motion carried.

Mayor Vargas announced new Mitigation taking effect in Region 10 of the Restore Illinois Plan this evening.

Cook County President Toni Preckwinkle will be coming to Blue Island for a groundbreaking ceremony for the remediation of the site at 119th & Vincennes

Southwest Conference of Mayors approved funding for Division Street resurfacing between Broadway and Canal as well as the Engineering Study for the return of Western Avenue to two-way.

Mayor Vargas congratulated Jim McGeever on the announcement of his retirement from the Police Department effective October 30, 2020.

Mayor Vargas announced that Police Chief Rzab will be retiring on January 8, 2021.

He also thanked all the volunteers who continue to clean up Blue Island streets

The month of November is upon us and Mayor Vargas reminded citizens to Shop Local, Shop Blue Island.

Motion by Ald. Donahue, second by Ald. Zylman to approve Payroll for October 16, 2020 for $505,804.18.

Motion by Ald. Donahue, second by Ald. Carr to approve Accounts Payable for October 28, 2020 for $111,839.86.

Alderman Stevo asked that Montana Welch be removed from the Accounts Payable - there was no second. Roll Call taken

Resolution No. 2020-044 A Resolution Authorizing Participation of the City of Blue Island in the Illinois Transportation Enhancement Program and Committing Funds to Pay for the City's Share of Preliminary Engineering, Design and Construction Expenses.

Motion by Ald. Donahue, second by Ald. Cazares to approve Resolution No. 2020-044.

Resolution No. 2020-045 A Resolution Approving and Authorizing a Contract with Hanover Insurance Company for Commercial Property Insurance for 2020-2021 to insure the Real Property and Business Personal Property of the City.

Motion by Ald. Donahue, second by Ald. Carr to approve Resolution No. 2020-045.

JUDICIARY COMMITTEE - Next Meeting November 10, 2020

ALDERMANIC ANNOUNCEMENTS/COMMENTS

Alderman Fahrenwald asked that all Aldermen be allowed to talk at Committee meetings and asked that staff bring items to the Committees in a timely manner so that if a rebid needs to be done there is time for that to be done.

Alderman Zylman asked that if there are any personal conflicts amongst Aldermen that it gets worked out prior to the Council meeting.
