Village of South Chicago Heights Board of Trustees met Dec. 7.

Here is the minutes provided by the board:

Regular meeting was held at the Village Hall, 3317 Chicago Road, South Chicago Heights, Illinois. Mayor Matthews called the meeting to order at 7:02 p.m. and the https://www.southchicagoheights.com/AgendaCenter/ViewFile/Minutes/_12072020-187 Pledge of Allegiance followed. Mayor Matthews requested Clerk Linan to call roll. The following were present:

APPROVAL OF MEETING MINUTES: Trustee Marrufo motioned to approve the Regular Board of Trustee meeting minutes of November 16, 2020, seconded by Trustee Bosco. There being no further discussion, the roll call vote being:

Ayes: Terry Fiorenza, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross.

Nays: None.

Abstain: Trustee Fazzini.

Absent: None.

Motion carried 5 to 0.

APPROVAL OF MEETING MINUTES: Trustee Marrufo motioned to approve the Committee of the Whole meeting minutes of November 16, 2020, seconded by Trustee Stanton. There being no further discussion, the roll call vote being:

Nays: None.

Abstain: Trustee Fazzini.

APPOINTMENT - LIEUTENANT JESSE KOZINSKI TO DEPUTY CHIEF: Mayor Matthews stated that appointments are a pleasure and deserving. Mayor Matthews congratulated Jesse (Jake) Kozinski and asked Chief Joyce to speak. Chief Joyce summarized Jake's work experience and dedication to the Village of South Chicago Heights and congratulated Jake. Trustee Ross motioned to appoint Jesse Kozinski to Deputy Chief, seconded by Trustee Stanton. There being no further discussion, the roll call vote being:

Ayes: Eugene Fazzini, Terry Fiorenze, Eric Stanton, Sally Marrufo, Tracy Bosco, John Ross & Mayor Matthews.

Nays: None.

Abstain: None.

Clerk Linan swore in Jesse (Jake) Kozinski as Deputy Chief of Police.

APPROVAL OF THE MANUAL CHECK LIST OF NOVEMBER 30, 2020: Trustee Marrufo motioned to approve the manual check list of November 30, 2020, seconded by Trustee Bosco. There being no further discussion, the roll call vote being:

APPROVAL OF THE BILL LIST OF DECEMBER 7, 2020: Trustee Marrufo motioned to approve the bill list of December 7, 2020, seconded by Trustee Fiorenza. There being no further discussion, the roll call vote being:

TRUSTEE/COMMITTEE REPORTS:

Fire Chief Vlietstra stated that there were 124 calls for fire service last month and that 28 were fire and 96 were ambulance. Chief Vlietstra stated that fire alarms, regardless the cost, do save lives because without them a 12-unit building that caught fire with minimal damages in South Heights Chicago would have ended much differently.

Police Chief Joyce stated that there were 487 calls for police service. Chief Joyce summarized the Department of Justice new training certifications and mandates.

NEW BUSINESS:

APPROVAL - PITNEY BOWES LEASE AGREEMENT FOR MAILING MACHINE: Mayor Matthew asked Clerk Linan to explain. Clerk Linan stated that the old machine was over 20 years old and was not being supported by Pitney Bowes anymore. Trustee Stanton motioned to approve the proposal, seconded by Trustee Bosco. There being no further discussion, the roll call vote being:

Ayes: Eugene Fazzini, Terry Fiorenza, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross.

Nays: None.

Abstain: None.

Absent: None.

Motion carried 6 to 0.

APPROVAL - ACCESS ONE AGREEMENT FOR CIVIC SYSTEMS SERVER/SWITCH: Mayor Matthews presented the proposal and asked Administrator Gomez to explain. Administrator Gomez stated that the payment plan was detailed and that the sales tax charges were removed as well.

Trustee Fiorenze motioned to approve the agreement, seconded by Trustee Stanton. There being no further discussion, the roll call vote being:

APPROVAL - RENEWAL FOR GENERAL LIABILITY, PROPERTY & WORKERS COMPENSATION INSURANCE COVERAGE FOR 12/31/20 TO 12/31/2021: Mayor Matthews introduced Tom Weidemann from Alliant to explain our renewal general liability policy. Tom summarized coverages and stated that the overall cost went down approximately $9,000.00. Mayor Matthews asked the Board if anyone had any questions. Trustee Ross motioned to approve the general liability renewal, seconded by Trustee Stanton. There being no further discussion, the roll call vote being:

Ayes: Eugene Fazzini, Terry Fiorenze, Eric Stanton, Sally Marrufo, Tracy Bosco, & John Ross.

ORDINANCE 2020-ORD-35: AN ORDINANCE LEVYING TAXES FOR ALL CORPORATE PURPOSES FOR THE VILLAGE OF SOUTH CHICAGO HEIGHTS, COOK COUNTY. ILLINOIS FOR THE FISCAL YEAR JANUARY 1, 2021 TO DECEMBER 31, 2021: Mayor Matthews presented the ordinance and asked Treasurer Dolasinski to explain. Treasurer Dolasinski stated that 2.3% percent increase this year which is less than the 5% cap therefore a truth and tax hearing is not required. Trustee Marrufo motioned to approve the ordinance, seconded by Trustee Stanton.

RESOLUTION 2020-R-25: A RESOLUTION OF THE VILLAGE OF SOUTH CHICAGO HEIGHTS, COOK COUNTY, ILLINOIS, AUTHORIZING AND APPROVING THE EXECUTION OF THE CONTRACT BETWEEN THE VILLAGE AND SPARTAN FIRE, LLC FOR THE PURCHASE OF A 2021 SPARTAN CUSTOM 2,250 GPM SIDE MOUNT PUMPER: Mayor Matthews presented the resolution and asked Chief Vlietstra to explain. Chief Vlietstra explained that this grant has a cost sharing and the Village's cost is $28,571.43. Chief Vlietstra explained that they submitted a fund increase in the grant and further explained that this engine still needed to be outfitted with additional equipment. Trustee Fazzini motioned to approve the resolution, seconded by Trustee Fiorenze.

MAYOR'S REPORT: Mayor Matthews read a thank you note from Teske family thanking the Village for the flowers. Mayor Matthews read a thank you note from Susan Sobota thanking the Bloom National Honor Society students for their help picking up leaves.
