City of Palos Hills City Council Met Jan. 21.

Here is the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m. 

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak 

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, January 7, 2021 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: 

AYE: Brachman, Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price 

NAY: None          MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: 

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: In the absence of City Attorney Pappas there was no report this evening.

C. MAYOR: Mayor Bennett provided an update on the drive though COVID testing that took place at the Public Works facility on Saturday stating that it was a success and that Roseland Community Hospital was very pleased with the testing location and how the operation turned out. They are interested in potentially having another event in the near future.

Mayor Bennett thanked the people in the community who helped those displaced by the fire that took place on Christmas day. Ald. Mike Lebarre in conjunction with the Kiwanis Club has been instrumental in securing donations to be disbursed to the displaced residents. Mayor Bennett recognized residents Shari Shmidt and Michelle McDougall for the outstanding work they did independently and with the City to assist the fire victims.

8) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Price had no report this evening.

B. CITY ADMINISTRATION/GOLF:

Ald. Marrotta provided a brief update on the Golf course stating that winter service on the machine carts is underway; all carts and equipment are in good shape.

Ald. Marrotta asked when Council will meeting in person again. Mayor Bennett stated possibly the second meeting in February, but will assess once we closer approach.

C. COMMUNITY RESOURCES:

Ald. Nowak had no report this evening.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced that Hum Hum Chicken has been issued their business license; they are a carry-out only restaurant located at 10412 S. Harlem Avenue and are open every day from 11:00am – 12:00 midnight.

Ald. O’Connell stated that she and Ald. Nowak have been receiving a lot of phone calls from senior residents regarding fraudulent mail they’re receiving. Police Chief Cucio stated that it’s extremely difficult to locate an actual offender due to where it’s coming from i.e., overseas.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, January 21, 2021 in the amount of $936,939.28. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted: 

AYE: Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman 

NAY: None          MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Abed had no report this evening.

G. PARKS:

Ald. Stratton had no report this evening.

Ald. Stratton stated that typically Executive Session minutes are reviewed twice a year which would have been January; however, there have not been any Executive Sessions in the last six months therefore there is nothing to review.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch read the Palos Hills Police Department Monthly Activity Report for December 2020 and noted that we issued 214 traffic tickets, 381 parking tickets, there were 19 misdemeanor complaints, 4 felony complaints, no criminal homicides, no robberies, no aggravated assault and batteries, no burglaries, 2 thefts, no motor vehicle thefts, and the CID division handled a total of 47 cases.

Ald. Kleefisch stated that two checks were received; one from Northwest Collectors Incorporated in the amount of $5,775.25, and the other from Iris Martinez, Clerk of the Circuit Court, in the amount of $650.00.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman provided a Public Works update as follows:

· Crews have finished removing Christmas decorations throughout the City of Palos Hills 

· Fortunately this winter has been fairly light which has allowed some projects to commence in addition to our normal winter emergency type of work

· At the old Public Works building and Pumphouse crews are removing a retaining wall and prepping the property for new asphalt and grass this summer

· A tree removal crew has been working throughout town cutting down dead trees. The logs are available to residents free of charge off the dead end of Sunny Creek Dr. west of Roberts Rd.

· Multiple water breaks and two hydrants have been repaired in the last couple weeks 

· Although we have not had any large snow storms, trucks have been out for a multitude of small winter weather events recently

· The ice rink at Glacier Park is back open to the public after closing for several weeks due to vandalism to the ice

· Finally, the COVID testing event at the new Public Works building last Saturday was a resounding success. The Roseland Community Hospital staff were professional and allowed Public Works employees to access the garage for snow plow trucks during the testing event with minimal difficulty

Ald. Brachman MOVED for consideration of An Ordinance Authorizing Disposal By Way Of Electronic Recycling Of Personal Property Owned By The City Of Palos Hills, IL. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre 

NAY: None          MOTION CARRIED

City Clerk Mulderink assigned Ordinance number 2021-1

After the reading of proposed Ordinance 2021-1entitled An Ordinance Authorizing Disposal By Way Of Electronic Recycling Of Personal Property Owned By The City Of Palos Hills, IL. Ald. Brachman MOVED for its PASSAGE of same. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Marrotta 

NAY: None          MOTION CARRIED

9) REPORTS OF SPECIAL COMMITTEES: None this evening.

10) UNFINISHED BUSINESS: None this evening.

11) MISCELLANEOUS BUSINESS: Ald. Pasek asked if there was any information from the 2020 Census. Mayor Bennett advised it would be approximately another year before all that data is compiled, but it will be shared once it’s available.

12) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.
