City of Palos Hills City Council Met Dec. 17.

Here is the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Marrotta MOVED to approve the City Council Meeting Minutes dated, January 21, 2021 as presented. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None         MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: City Attorney Pappas stated that the City received a check from Wells Fargo for $28,550.00 to pay off the lien for the house that was demolished on Meryton Court. City Attorney announced that the final hearing for the racquetball club has been scheduled for March 9th before Judge Carroll at the Daley Center.

C. MAYOR: Mayor Bennett stated that Roseland Community Hospital reached out to organize another Covid testing date in Palos Hills at the Public Works facility. Testing date and information will be posted on the City of Palos Hills website.

Mayor Bennett asked Commissioner Violante to provide the details regarding the grant that the City was awarded. Commissioner Violante announced that we received a grant through Illinois Parks Recreation Association as well as Game Time Recreation. The total cost for the playground at Bennett Park was $256,000.00, and the City received $266,000.00 in grant money. The playground will be installed in the spring and Palos Hills will be one of the only cities and park districts in the United States that will have five National Demonstration sites for various categories, and each category will have a QR code which people will be able to scan on their phone and get demographic information. Mayor Bennett stated that the park is all encompassing for all ages.

8) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Price read the January 2021 Building report and noted that 25 permits were issued for a total of $5,868.00 in permit fees.

B. CITY ADMINISTRATION/GOLF:

Ald. Marrotta provided a brief Golf course update stating that they’re wrapping up winter maintenance, cleaning the shop, and preparing to make new tee markers next week.

Ald. Marrotta asked if there are any plans for Glacier Park, and recommended having a dog park. Mayor Bennett stated that we are restricted with what can be done with that property, but will check into it.

C. COMMUNITY RESOURCES:

Ald. Nowak announced that the PATSE bus program, which provides programs to seniors and those with disabilities who reside within Palos Township, is accepting new riders. This bus program operates Monday through Friday 9:00am-2:00pm. For more information, please call 708-430-3822.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced that there will be an Economic Development Committee meeting on Thursday, February 18, 2021 at 5:30pm via Zoom platform.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, February 4, 2021 in the amount of $221,095.06. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman 

NAY: None         MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Abed had no report this evening.

G. PARKS:

Ald. Stratton stated that the Resource and Recreation department will be hosting an open house for the 2021-2022 playschool year on Monday, February 15, 2021 from 10:00am – 12noon. For more information, please call 430-4500.

Ald. Stratton announced that the Community Center is slowly opening up for recreational programs. To find out about programs currently being offered, please call the Community Center at 430-4500.

H. PLANNING & ZONING:

Ald. Nowak stated that the Building department has received all the necessary paperwork and payment for the City Council to set a date for a Zoom meeting of the Plan Commission to consider a Special Use permit for an existing 3 flat currently classified as a 2 flat in the City to be reclassified as a legal 3 flat.

Ald. Nowak MOVED to set a Plan Commission meeting via Zoom platform for Monday, March 1, 2021 at 7:00pm for a hearing regarding 10608 S. 83rd Court. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre 

NAY: None          MOTION CARRIED

I. PUBLIC SAFETY:

Ald. Kleefisch read the Palos Hills Police Department Monthly Activity Report for January 2021 and noted that we issued 157 traffic tickets, 359 parking tickets, there were 7 misdemeanor complaints, no felony complaints, no criminal homicides, no robberies, no aggravated assault and batteries, 1 burglary, 5 thefts, no motor vehicle thefts, and the CID division handled a total of 57 cases.

Ald. Kleefisch stated that two checks were received; one from Consolidated High School District 230 in the amount of $11,772.23, and the other from Carfax in the amount of $70.00.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman provided a Public Works update as follows:

· Snow removal operations have significantly increased over the last week. Crews were in for multiple large snowfall events. The new Public Works building and adjacent yard have noticeably helped streamline the snow removal process. Hours are saved on every emergency event

· A tree trimming crew is working through chipper section #6 this month doing clearance trimming on parkway trees

· With the colder weather comes some more volatility with the water system; as a result crews have begun repairing more water main breaks over the last couple of weeks

Mayor Bennett relayed a letter received from North Palos School District 117 expressing their appreciation for the assistance from Public Works Commissioner Oeffling and operator Adam Miller for the snow removal provided at Oak Ridge Elementary School on February 3, 2021.

9) REPORTS OF SPECIAL COMMITTEES: None this evening.

10) UNFINISHED BUSINESS: None this evening.

11) MISCELLANEOUS BUSINESS: Ald. Marrotta surfaced some concerns that were previously discussed surrounding a house at 10435 S. 81st Court. Mayor Bennett stated that there are no zoning changes on record converting that house to a two flat; there would had to have been a Plan Commission hearing, and an Ordinance passed by City Council authorizing that change.

12) ADJOURNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.
