DeLuca on term limit bill: This is 'significant reform' for Illinois

A bill to restrict the number of consecutive years a legislator can serve in a General Assembly leadership role recently cleared the House with unanimous support. 

House Bill 642 amended the General Assembly Operations Act to impose limits on the House speaker, Senate president, minority leader of the House and minority leader of the Senate. State Rep. Anthony DeLuca (D-Chicago Heights remarked on the significance of the bill. 

"[HB 642] amends term limits," DeLuca said on the House floor. "No person may serve more than 10 consecutive years. There are about 62 co-sponsors. Significant reform for Illinois."

The legislation comes after former House Speaker Mike Madigan served 36 years in the role and was linked to a federal bribery case that involved ComEd. Madigan has admitted no wrongdoing, but the House moved on from him to elect a new speaker. In February, Madigan resigned from his House seat. 

The bill passed with 115 yes votes and one abstention vote. The clock will start for those legislative leaders on the second Wednesday of January 2023.

The co-sponsors include Reps. Amy Elik, Jim Durkin, Ryan Spain and Tim Butler. 

The bill has been in Senate Assignments since late April.
