City of Palos Hills City Council Met April 15.

Here is the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, April 1, 2021 as presented. SECONDED by Ald. Marrotta. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

Resident Anna Biedrzycki of 7801 W. 99th Street spoke about her concerns regarding the traffic on 99th Street mentioning that there is ongoing disregard for the speed limit and continuous use of her residential street by semi-trucks. Ms. Biedrzycki asked Mayor Bennett if there was a statement made about the tragic accident that occurred on Sunday at 107th Street and 88th Avenue. Mayor Bennett stated that there is an ongoing investigation that will likely last months.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: In the absence of City Attorney Pappas there was no report this evening.

C. MAYOR: Mayor Bennett entertained a motion to go into Executive Session at the end of the meeting to discuss the Salary Ordinance involving personnel. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Lebarre, Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None MOTION CARRIED

Mayor Bennett stated that the 2021/2022 Budget and Salary Ordinances will be presented this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Price read the March 2021 Building report and noted that 58 permits were issued for a total of $26,302.00 in permit fees.

Ald. Price announced that a Building and Licensing Committee meeting has been scheduled for May 6, 2021 at 5:30pm.

B. CITY ADMINISTRATION/GOLF:

Ald. Marrotta addressed resident Ms. Biedrzycki regarding her concerns shared earlier and advised that he will discuss this matter with the Police Chief.

C. COMMUNITY RESOURCES:

Ald. Nowak announced that the City will be holding a Shred Day on Saturday, April 24th from 9:00-11:00am at the Community Center. We ask that you bring a maximum of two boxes.

Ald. Nowak read the Arbor Day Proclamation for the City of Palos Hills.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell stated that Economic Development Committee is working with Channel 4 in order to promote local businesses.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, April 15, 2021 in the amount of $593,810.53. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Marrotta, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None MOTION CARRIED

Ald. Lebarre stated that he has the Salary Ordinance and will move for passage of the same at the next meeting.

Ald. Lebarre mentioned that he has received a lot of gratitude from residents for the great job done by all City employees.

F. LEGISLATION & ORDINANCES:

Ald. Abed had no report this evening.

G. PARKS:

Ald. Stratton stated that the Summer Recreation brochure is being delivered to residents this week. Resident registration begins Monday, April 19th, and non-resident registration begins Monday, April 26th.

Ald. Stratton relayed that construction continues on the new playground at Bennett Park; the poured-in play surface will be installed next week. A new climbing apparatus has been installed on the eastern portion of Bennett Park – the equipment looks like bee honeycombs and has already been popular with kids since being installed. Bennett Lake has been recently stocked with baby fish, we ask that no fishing take place at the Lake so that the fish can grow.

H. PLANNING & ZONING:

Ald. Nowak clarified the request made for a Special Use hearing for the property at 10454 S. Harlem Avenue at the prior City Council meeting; the Special Use for that property is for a three unit shopping center with a drive thru window. There is no martial arts studio proposed for that location.

Ald. Nowak stated that the Plan Commission met and their recommendation is that City Council approves the classification of a legal 2 flat to a legal 3 flat for 10608 S. 83rd Court.

Ald. Nowak MOVED for City Attorney Pappas to draft an Ordinance classifying of a legal 2 flat to a legal 3 flat at 10608 S. 83rd Court in Palos Hills. SECONDED by Ald. Stratton.

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Marrotta

NAY: None MOTION CARRIED

I. PUBLIC SAFETY:

Ald. Kleefisch read the Palos Hills Police Department Monthly Activity Report for March 2021 and noted that we issued 182 traffic tickets, 211 parking tickets, there were 23 misdemeanor complaints and 1 felony complaint, no criminal homicides, no robberies, 1 aggravated assault and battery, no burglaries, 3 thefts, no motor vehicle thefts, and the CID division handled a total of 16 cases.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman provided an update on the Cook County Roberts Road resurfacing project stating that the concrete subcontractor has gone out of business. Cook County is getting quotes from other DBE concrete companies to finish the project; this development will cause the project to be delayed past the expected completion date of June 18th. At this time the duration of the delay is unknown. Asphalt ramps will be installed early next week at all driveway and roadway aprons off of Roberts Road to alleviate the sharp drop-offs due to the grinding this week.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: Ald. Brachman asked for Police Chief Cucio to look into the traffic issue earlier mentioned by resident Ms. Biedrzycki.

Mayor Bennett stated that those that were elected will be sworn in at the next City Council meeting.

12) MISCELLANEOUS BUSINESS: Mayor Bennett, the City Council voted to go into Executive Session. We will come back out and close the meeting.

The City Council went into Executive Session at 7:24pm.

The City Council returned from Executive Session at 7:36pm.

Mayor Bennett, the purpose of going into Executive Session was to discuss personnel.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:38p.m.
