City of Palos Hills City Council met June 3
Here is the minutes provided by the council:
1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.
2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.
3) ROLL CALL: Upon roll call the following Aldermen responded:
PRESENT: Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak
ABSENT: None
4) QUORUM: Mayor Bennett declared a quorum was present.
5) READING OF THE PREVIOUS MEETING MINUTES:
Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, May 20, 2021 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: AYE: Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price
NAY: None MOTION CARRIED
6) CITIZENS PETITION: None this evening.
7) CITIZENS HEARING:
Mayor Bennett, the meeting is open to the public for any comments or questions.
Resident Sandy Szczygiel, of 9517 S. 89th Ave, raised concerns that she and other residents have surrounding the safety at neighborhood parks in Palos Hills; these being rough-housing and inappropriate behavior by older children around smaller children, and wanted to know what can be done to resolve these issues.
Mayor Bennett stated that people should call the City to inform us of specific times these situations occur.
There were no other comments or questions from the public; the public portion of the meeting was closed.
8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:
A. CITY CLERK: No report this evening.
B. CITY ATTORNEY: City Attorney Pappas stated that he has a Special Use Ordinance for the martial arts studio at 10717 S. Roberts Road up for consideration this evening.
C. MAYOR: Mayor Bennett read the 2021 Proclamation Declaring The First Friday In June To Be National Gun Violence Awareness Day.
9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:
A. BUILDING & LICENSING:
Ald. Price had no report this evening.
B. CITY ADMINISTRATION/GOLF:
No report this evening.
C. COMMUNITY RESOURCES:
Ald. Nowak reported that the PATSE bus program which provides programs to seniors and those with disabilities who reside and travel within Palos Township is always accepting new riders. This bus program operates Monday through Friday 9:00am-2:00pm. For more information please call 430-3822.
D. ECONOMIC DEVELOPMENT:
Ald. O’Connell provided an update from the Hills Chamber as follows:
o The Hills Chamber Expo was a huge success considering the rainy weather throughout the event
o The Hills Chamber Annual State of the Mayors will be held on December 1, 2021 in conjunction with the Chamber Holiday Dinner – location still to be determined
o The Hills Chamber is looking to have the Chief of Police from Palos Hills and from Hickory Hills speak at one of their luncheons before the end of the year
o In person networking luncheons will be held at the end of June
o The Hills Chamber will be at the Green Hills Library on June 4th and again on July 1st at their COVID vaccination clinic selling plastic sleeve protectors for vaccination cards – protectors are $1.00 each; if anyone is interested in purchasing a protector they can contact the Chamber at 708-233-6860 or email
o The Hills Chamber will be a part of this year’s Friendship Fest on Saturday and Sunday from open until 8:00pm and will be sponsoring the pony rides
E. FINANCE:
Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, June 3, 2021 in the amount of $364,892.28. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted: AYE: Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman NAY: None MOTION CARRIED
Ald. Lebarre stated as discussed at Committee, the grass at the property address of 10020 S. 86th Court has grown completely out of control and the resident is deceased. Ald. Lebarre MOVED to have the grass cut and lien the property. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted: AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre NAY: None

Ald. Lebarre thanked Cook County Commissioner Sean Morrison’s office for his quick response to have warning signs placed at 80th Avenue and 99th Street for the two bus stops.
F. LEGISLATION & ORDINANCES:
Ald. Abed had no report this evening.
G. PARKS:
Ald. Stratton relayed that the Resource and Recreation Department is still accepting registrations for day camp; camp is offered in two week sessions and run Monday through Friday from 9:30am – 4:00pm. The department is offering a full day camp as well as shorter day tot-camp that runs Monday through Thursday.
Ald. Stratton stated that the Recreation Department in cooperation with the Green Hills Public Library district will be having a free movie in the park at the Bennett Park amphitheater on Friday, June 18th at 7:00pm; the movie shown will be Onward, make sure to bring chairs and blankets.
Ald. Stratton announced that the Grand Opening of the new Public Works facility and Bennett Park will be taking place on Saturday, June 19th from 10:00am-2:00pm. There will be tours of the new building, face painters, and an acoustic music performance – there will also be free hot dogs while supplies last.
Ald. Stratton reported that there is a vacant house in the 2nd Ward with property address of 10324 S. 81st Avenue which is not being maintained. Ald. Stratton MOVED for the City to maintain and then lien the property. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted: AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre NAY: None MOTION CARRIED
H. PLANNING & ZONING:
Ald. Nowak MOVED to have City Attorney Pappas draw up an Ordinance for a Special Use Permit to allow a drive-thru window on a new building with a restaurant at 10454 S. Harlem Avenue. SECONDED by Ald. Pasek.
Ald. Kleefisch asked if the Plan Commission minutes need to be approved by Council.
Mayor Bennett stated that’s part of the motion; it’s a recommendation from the Plan Commission.
Ald. Kleefisch asked if the 8 foot fence requirement will be included in the Ordinance. Mayor Bennett stated if Council wants, then yes.
Ald. Kleefisch also requested shielded lights.
Mayor Bennett, the Chair will recognize that as part of the original motion, and for City Attorney Pappas to include that in the drawing of the Ordinance. I. PUBLIC SAFETY:
Ald. Kleefisch read the Palos Hills Police Department Activity Report for May 2021 and noted that we issued 159 traffic tickets, 144 parking tickets, there were 11 misdemeanor complaint and 1 felony complaint, no criminal homicides, 1 rape, no robberies, no aggravated assault and batteries, 2 burglaries, 3 thefts, and 1 motor vehicle theft, and the CID Division handled a total of 33 cases.
Ald. Kleefisch reported that we received a check from Carfax in the amount of $140.00.
Ald. Kleefisch announced that the City of Palos Hills’ National Night Out will be August 3, 2021 from 6:00-8:00pm at Town Square Park 8455 W. 103rd Street.
Ald. Kleefisch MOVED to approve a fence request at 10447 S. 75th Avenue. The owners are requesting to extend their fence to the south lot line, but not to exceed the front property line. SECONDED by Ald. Price. Upon roll call the following Ald. voted: AYE: Nowak, Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed NAY: None MOTION CARRIED
Mayor Bennett resurfaced the concerns expressed during the Open Forum at the beginning of the meeting. Mayor Bennett stated that we will pick up monitoring of that park once it is determined that there are specific times that these incidents occur.
J. PUBLIC WORKS/SEWER & WATER:
Ald. Brachman provided a Public Works update as follows:
· The new substantial completion date for Roberts Roads is now July 8, 2021 with all five lanes open
· Ancillary work on traffic signals and sidewalks is scheduled to be finished a month later with the side work to be done in September
· Public Works crews have begun a water main replacement project in conjunction with this year’s street paving project. The water main work will continue throughout the month of June. Replacement locations are as follows: 600 feet on 104th Street between 90th Avenue and 89th Avenue, 600 feet on Sun Valley Drive running west from 84th Avenue, 500 feet in the Riviera between Cour Madeleine and Cour Leroux, 100 feet on 76th Avenue just south of Southwest Highway
· The 2020 CCR – Consumer Confidence Report has been uploaded to the City website and the URL has been disseminated to all water bill paying customers via notice in the water bill. The CCR is required to be completed annually by the Illinois Environmental Protection Agency and is a summary of all water testing conducted throughout the previous year
· 2021 MFT Street Overlay Program – The Public Works department has developed this year’s Street Overlay Program, the budget for the program is $1,000,000.00 includes over half a mile of sidewalk replacement. The bid opening is expected within the next several weeks with construction primarily during the months of July and August
10) REPORTS OF SPECIAL COMMITTEES: Mayor Bennett announced that the Friendship Fest passes will be available for purchase once received from printing. The passes are $40.00 for unlimited carnival rides for the duration of the Fest.
11) UNFINISHED BUSINESS: None this evening.
12) MISCELLANEOUS BUSINESS: Ald. Lebarre and Ald. Pasek thanked everyone who stopped by the Memorial Day Tribute this weekend.
13) ADJORNMENT:
No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.
