Bloom Township High School District 206 Board of Education met June 21.

Roll Call
Board members present were Ms. King, Ms. Everett, Ms. Palombi, Mr. Drake, Mr. Angell, and Mr. Rossi. Mr. Murphy was present via phone.
Administrators present were Dr. Navarre, Mr. Okrasinski, Dr. Williams, Mrs. Johnson, Mr. Reda, Ms. Keene, Ms. Joubert, Dr. Horak and Mrs. Gonzalez. Also present was Mr. Wong (school board attorney) via telephone.

B. IHSA Updates
a. Dr. Navarre informed the board that the guidelines have been revisited since the state is now in phase 5. Spectators limitations have been removed, masks are no longer required for medium-low risk sports. Additionally, Dr. Navarre informed the board that none of the spring sports required quarantine during the season.
C. Summer School
a. 81 students in Bridge program focusing on incoming freshman in the areas of reading and math

Approval of the Consent Agenda
Mr. Drake asked the Board for a motion to approve the consent agenda. Ms. Palombi moved and Ms. Everett seconded. Upon roll call, all Board members voted “Aye." Motion carried 7-0.

a. Imprest Fund
Ms. Everett moved and Ms. Palombi seconded approving an Imprest Fund to be reestablished in the amount of $50,000 for the 2021-2022 school year for the use of the following accounts: Revolving funds for bookstores, school fee refunds, school lunch fees, employee reimbursements, athletics, and other similarly related accounts.
b. Principal Outreach Activity Accounts
Mr. Angell moved and Mr. Rossi seconded approving the request to subsidize the Principal’s Student Outreach Activity Accounts for the total amount of $60,000 for Bloom, Bloom Trail and Alternative School for the 2021-2022 school year.
c. CLIC
Mr. Angell moved and Ms. King seconded approving the renewal of Liability and Workers Compensation with Collective Liability Insurance Cooperative (CLIC) for the 2021-2022 school year.
d. 2020-2021 Calendar Amendment
Ms. King moved and Ms. Everett seconded approving the amendment to the 2020-2021 school calendar to show that the days of May 27, 28, June 1, 2, and 3, 2021 listed as “emergency” days have been deleted. School opened on August 11, 2020 and ended on May 26, 2021. There are 176 pupil attendance days, 4 Institute Days, and 1 Parent/Teacher conference day making a total of 181 days.
e. Appointment
Ms. Everett moved and Mr. Drake seconded approving the 2021-2024 employment contract with Dr. Jerry Anderson to fill the position of Principal for Bloom High School effective July 01, 2021.
f. Salary Increases
Mr. Angell moved and Ms. King seconded approving the proposed salary increases for the 2021-2022 school year for the following personnel:
a. Supervisors b. NJROTC Instructors
c. Technology Employees d. Administrators
e. Support Staff f. Security Employees.
g. Audit—GW & Associcates
Mr. Angell moved and Ms. Palombi seconded approving GW & Associates to conduct the 2020-2021 Annual Financial Audit.
h. Contract—Learning Lens
Mr. Angell moved and Ms. Palombi seconded approving the Learning Lens contract in the amount of $9,975 paid through grant funds
i. Contract—College Board Pre-AP
Ms. King moved and Ms. Everett seconded approving the College Board Pre-AP Program contract in the amount of $20,525.50 paid through grant funds.
j. Contract—Edgenuity
Mr. Angell moved and Ms. Everett seconded approving the Edgenuity contract in the amount of $45,000 paid through grant funds.
Public Participation
Mr. Neubauer addressed the board in regards to the Foundation. He informed the board that the golf outing was scheduled for that Friday. He also announced that the foundation endowment was up over $500,000. The foundation has put over $1M back to the students.
Closed Session
At 6:11 p.m., Mr. Angell moved and Ms. Palombi seconded to convene to closed session for the following reasons: the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, negotiations, the closed session minutes and litigation. Upon roll call, all Board members voted “Aye.” Motion carried 7-0.
Return to Open Session
At 6:27 p.m., Mr. Rossi moved and Ms. Palombi seconded that the Board reconvene to open session. Upon roll call, all Board members voted “Aye.” Motion carried 7-0.
Ms. King moved and Ms. Everett seconded approving the minutes of the Closed Session meeting of May 27, 2021. Mr. Rossi and Mr. Angell abstained from the vote.
Ms. King moved and Mr. Rossi seconded approving the motion to rescind the Dr. Lenell Navarre's 2019-2024 Superintendent Employment Contract.
Mr. Angell moved and Ms. Everett seconded recognizing that Dr. Lenell Navarre has attained his performance goals as set forth in Paragraph F.2. of his 2019-2024 Superintendent Employment Contract and as required by Section 10-23.8 of the Illinois School Code.
Mr. Rossi asked Dr. Navarre about fulltime summer school. Dr. Navarre explained that the time is a little longer due to asynchronous learning. It’s equivalent to a full day of school.
Mr. Rossi asked if we were feeding the students. Dr. Navrre informed the board that the district is feeding the students. 300+ students being fed both hot and cold lunches outside of school while 400 kids are in school daily and being fed.
Mr. Angell moved and Mr. Drake seconded approving the 2021-2026 Superintendent Employment Contract for Dr. Lenell Navarre.
Adjournment
Mr. Angell moved and Ms. Palombi seconded that the meeting be adjourned. Upon roll call, all Board members voted “Aye.” Motion carried 7-0. There being no further business to come before the Board at this time, Mr. Drake declared the meeting adjourned at 6:34 p.m.
