City of Palos Hills City Council met June 17.

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.
2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.
3) ROLL CALL: Upon roll call the following Aldermen responded:
PRESENT: Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak ABSENT: None
4) QUORUM: Mayor Bennett declared a quorum was present.
5) READING OF THE PREVIOUS MEETING MINUTES:
Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, June 3, 2021 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

6) CITIZENS PETITION: None this evening.
7) CITIZENS HEARING:
Mayor Bennett, the meeting is open to the public for any comments or questions.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:
A. CITY CLERK: No report this evening.
B. CITY ATTORNEY: No report at this time.
C. MAYOR: Mayor Bennett entertained a motion for the recommendation of appointing Peter Donahue to the vacancy as Fourth Ward Alderman. SO MOVED by Ald. Stratton. SECONDED by Ald. Kleefisch. Upon roll call the following Ald. voted:

At this time City Attorney Pappas administered the Oath of Office to Office of 4th Ward Alderman Peter Donahue.
Mayor Bennett announced the retirement of Lieutenant Warren Becker after 41 years and with the movement in ranks there is a position to fill in as Lieutenant as well as Sergeant.
Mayor Bennett then announced the promotion of Traci Bachelder to Lieutenant and recognized the twenty years that she has been on the Palos Hills Police force.
At this time Mayor Bennett administered the Oath of Office to Traci Bachelder to the Office of Lieutenant.
Mayor Bennett announced the promotion of Sergeant to Anthony Carroccio and recognized his work accomplished during the time of being on the Palos Hills Police force.
At this time Mayor Bennett administered the Oath of Office to Anthony Carroccio to the Office of Sergeant.
Mayor Bennett recognized local Pastor, Don King, of New Beginnings Church for his service to the Community.
9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:
A. BUILDING & LICENSING:
Ald. Price read the May 2021 Building report and noted that 98 permits were issued for a total of $23,352.00.
B. CITY ADMINISTRATION/GOLF:
No report this evening.
C. COMMUNITY RESOURCES:
Ald. Nowak reminded all that Friendship Fest is taking place from July 8th through July 11th at Moraine Valley Community College, and Mega Passes are currently being sold at the Community Center which give individuals admission to the carnival for the entire weekend and are $40.00 if purchased before noon on July 8th, and $50.00 after noon on July 8th. If you’re interested contact the Community Center at 430-4500 or stop in at 8455 W. 103rd Street.
D. ECONOMIC DEVELOPMENT:
Ald. O’Connell had no report this evening.
E. FINANCE:

Ald. Kleefisch stated that we received three checks; two checks from Iris Martinez, Clerk of the Circuit Court, one in the amount of $140.00 and the other in the amount of $165.00, and the third check from St. Constantine & Helen Greek Orthodox Church in the amount of $310.45
J. PUBLIC WORKS/SEWER & WATER:
Upon request of Ald. Brachman , City Clerk Mulderink assigned Resolution number 652 to A Resolution for Improvement Under the Illinois Highway Code (Section Number 21-00034-00-PV).

City Attorney Pappas reminded all that the City signed an agreement with MWRD to purchase three homes in the flood plain. City Attorney Pappas stated that this agreement required us to obtain two appraisals for each of the homes; the agreement mandated that if there was a difference in the amount of the two appraisals that we would offer the owner the average of the two appraisals. With respect to 7941 W. 100th Place, the average is $277,500.00. With respect to 7817 W. 102nd Street, the average is $227,500.00. With respect to the 7905 property both appraisals came in the same at $260,000.00. The total amount is $765,000.00 and that is below the maximum amount specified in the MWRD agreement.
Ald. Brachman MOVED to approve those amounts and send out the offer letters to the three owners requesting that they accept or reject the offer. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

City Attorney Pappas announced that on June 7, 2021 Judge Carroll agreed to enter an Order giving the City title to the Racquetball Club. Once a certified copy of the transcript of the proceedings is received the Order will be signed.

11) UNFINISHED BUSINESS: Ald. Pasek stated that there will be a Golf Committee meeting on July 15, 2021 at 5:30pm at City Hall.
Mayor Bennett entertained a motion to go into Executive Session to discuss personnel. SO MOVED by Ald. Price. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:
