City of Palos Heights Roads & Construction Committee Met May 11.

CALL TO ORDER
Chairman Clifford called the Roads & Construction Committee to order at 6:30 p.m. In attendance were Alderman Basso, Alderman Begley, and Alderman Lewandowski. Also in attendance were: Public Works Director Adam Jasinski, Aurimas Spucys from Morris Engineering and Recording Secretary Margaret Carey.
APPROVAL OF MINUTES
Chairman Clifford moved to approve the minutes of the Roads & Construction Committee meeting held on March 9, 2021, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
DIRECTORS REPORT
APPROVAL TO AWARD THE 2021 ROAD PROGRAM
Director Jasinski sought approval to award the 2021 Road Program – Resurfacing Section 21-00000-01GM to M&J Asphalt Paving Co. for their low bid of $440,961.32. The Committee discussed.

APPROVAL TO DRAFT AN IGA WITH THE VILLAGE OF PALOS PARK – ROAD RESURFACING
Director Jasinski explained that 123rd Place will be included in the Resurfacing Road Program. The street extends into Palos Park. The Village recently voted in agreement to reimburse the City of Palos Heights to resurface that road. Alderman Clifford made a motion to approve directing our City Attorney to draft an IGA with the Village of Palos Park to reimburse the City of Palos Heights for the resurfacing of 123rd Place, seconded by Alderman Basso. On a voice vote, the motion passed unanimously. AGENDA
APPROVAL TO COMMIT $2,000 FOR CAWS WATERSHED GROUP
Director Jasinski explained that he is seeking approval to commit $2,000 towards the formation and management of the Chicago Area Waterway System (CAWS) group as required by the Pollution Control Board. The group will include approximately 20 municipalities. The goal of CAWS is to limit the chloride runoff into the waterway. This is caused by salt used on the roads. Jasinski noted that he has already made changes to reduce the amount of salt we put on our City streets. Alderman Clifford made a motion to approve committing $2,000 towards the formation and management of the Chicago Area Waterway. System, seconded by Alderman Begley. 123rd STREET RECONSTRUCTION PROJECT UPDATE
Director Jasinski reported that NICOR has already started working. They are a bit early. He attended a preconstruction meeting this morning and the project is set to begin June 1st. Residents directly affected will receive a hand delivered notice. The City will also post updates to the website and social media.
MORRIS ENGINEERING
UPDATES BY CITY ENGINEER
Aurimas Spucys indicated he will be the point person for the 123rd Street project. A detour route and other signage will be posted. The preliminary schedule includes storm sewer improvements from June – August. The roadway reconstruction will take place August – October and will involve full street closure. The project is anticipated to be complete by the end of October. November 30th is the end of construction season.
APPROVAL OF INVOICE PAYMENTS TO MORRIS ENGINEERING
Mr. Spucys presented the invoices totaling $22,451.06. Chairman Clifford moved to approve the Morris Engineering invoices totaling $22,451.06, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
