City of Palos Hills City Council Met July 15.

Here are the minutes provided by the council:

1) CALL TO ORDER: In the absence of Mayor Bennett, City Clerk Mulderink called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: City Clerk Mulderink led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: Price

4) QUORUM: City Clerk Mulderink declared a quorum was present.

City Clerk Mulderink announced that Mayor Bennett is not present this evening, so a nomination from the Aldermen is needed.

Ald. Kleefisch MOVED to nominate Ald. Stratton to sit as Mayor Pro Tem this evening. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed, Nowak

NAY: None

ABSTAIN: Stratton

ABSENT: Price

MOTION CARRIED

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, July 1, 2021 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Brachman

NAY: None

ABSENT: Price

MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Pro Tem Stratton opened the meeting to the public for any comments or questions.

Richard Affinito of 10642 Tod Drive addressed City Council with regards to the denial of his driveway permit request. After some discussion it was concluded with no changes to the City Council’s prior vote on the matter.

Michael Pizur of 11120 Possum Drive addressed City Council and complimented City Council, the Police Department and all City employees who made the Friendship Fest a success.

There were no further comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: Mayor Pro Tem Stratton relayed Mayor Bennett’s report. Mayor Bennett would like to thank Parks and Recreation, Public Works, Police Department, staff and volunteers for another wonderful Friendship Fest. The fireworks were postponed due to the possibility of thunderstorms and right now they’re planned for Saturday, September 4th. More information will be forthcoming.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

In the absence of Ald. Price, Ald. Nowak provided a Community Resources update stating that The Resource Department is holding its Beautification Contest again this summer. If you have a neighbor or business you would like to nominate please stop by the Palos Hills Community Center for a nomination form. The Beautification Program is an excellent way to recognize those residents and businesses who work hard to maintain beautiful lawns and landscapes. We are proud of this program and look forward to our Awards Program in September.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell had no report this evening.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, July 15, 2021 in the amount of $573,932.67. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Brachman, Lebarre

NAY: None

ABSENT: Price

MOTION CARRIED

Ald. Lebarre reported that there is a piece of property at 9747 S. 90th Avenue that our Ordinance Officer is working hard to try and get the owners to comply and cut their grass - to no avail. Ald. Lebarre MOVED to have the lawn cut and lien the property. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Brachman, Lebarre, Donahue

NAY: None

ABSENT: Price

MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

G. PARKS:

Ald. Nowak announced that the Resource and Recreation Department would like to thank everyone who attended this year’s Friendship Fest. It was great to see the Community coming together again. The Department would also like to extend a huge thank you to staff from Public Works and the Police Department for all your assistance. The Fest cannot run without these Departments. We would also like to thank Mayor Bennett and the City Council for supporting this event. We are hoping for better weather next year.

Ald. Nowak reminded all that the Recreation Department will be co-hosting National Night Out on Tuesday, August 3rd from 6:00-8:00pm at Town Square. Not only can you celebrate first responders, but you can get your face painted, play in an inflatable, and listen to music provided by a DJ. This fee event is co-sponsored with the Palos Hills Police Department, Green Hills Public Library District, and North Palos Fire Protection District.

GOLF:

Ald. Pasek reported that the Golf Committee had a meeting this evening. Room rentals for parties were reviewed, and all agreed that $75.00/hour would be the new rental rate. There was discussion of having vendors for food such as Valley, Durbin’s, and other restaurants in town. Additionally, bathroom remodels will need to take place this winter.

H. PLANNING & ZONING:

Ald. Nowak announced that a date has been set for the continuation hearing concerning a side variance and garage at 9938 S. 86th Ave. The Zoning Board public hearing will take place in person on Tuesday, July 27, 2021 at 7:00pm.

I. PUBLIC SAFETY:

Ald. Kleefisch read the Palos Hills Police Department Activity Report for June 2021 and noted that we issued 96 traffic tickets, 115 parking tickets, there were 17 misdemeanor complaints and 8 felony complaints, no criminal homicides, 1 rape, no robberies, no aggravated assault and batteries, 1 burglary, 5 thefts, 2 motor vehicle thefts, and the CID Division handled a total of 26 cases.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman provided a Public Works update as follows:

· Cook County has resolved its labor strike and is back at work on Roberts Road. Contractor crews were sent to other job sites during the 18 day strike and the county does not expect the entirety of K-5 and all its subcontractors to be back on site until next week

· Bid opening for the 2021 street overlay project is scheduled for August 10th. All work will be complete before Thanksgiving. Water main work is continuing on Sun Valley Drive; 104th Street is complete. Playground mulch is being delivered next week and will be installed at all the neighborhood playgrounds this month.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: None this evening.

13) ADJORNMENT:

No further business, Mayor Pro Tem Stratton entertained a motion to adjourn. SO MOVED by Ald. Kleefisch. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:21 p.m.
