City of Palos Hills City Council Met Aug. 5.

Here is the agenda provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: Brachman

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, July 15, 2021 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

NAY: None

ABSENT: Brachman

ABSTAIN: Price MOTION CARRIED 6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Prior to the Open Forum, Mayor Bennett announced the retirement of Lieutenant Scotty Becker after 41 years of service, thanked him for his dedication and awarded him with a plaque of recognition.

At this time, Mayor Bennett announced and welcomed the City’s new Patrol Officer, Darius Boykin, and administered the Oath of Office.

Mayor Bennett, the meeting is open to the public for any comments or questions.

Sam, property owner of 9017 W. 111th Street, asked Mayor Bennett and City Council members if he could bring in the plans for a development at that property address. Mayor Bennett stated that he should bring the plans for review with the Building Commissioner.

There were no further comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: City Attorney Pappas announced that the Deed conveying the racquet club property to the City of Palos Hills has been recorded.

Mayor Bennett suggested to City Council that we acquire an appraisal on that property. 1

Mayor Bennett entertained a motion to authorize the City Attorney to arrange for reappraisal of the property. SO MOVED by Ald. Stratton. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None

ABSENT: Brachman

MOTION CARRIED

City Attorney Pappas recommended that we obtain two appraisals, and use the same appraisers as we had for the three homes previously appraised for the MWRD buyout. Mayor Bennett stated that the Chair will recognize that for the record as the intent of the previous motion.

Ald. Stratton asked if the entryway to the racquetball club has been cleared up. Mayor Bennett confirmed that the twenty five foot right of way is part of the property.

Ald. Nowak thanked City Attorney Pappas for all of his hard work on this.

Ald. Kleefisch asked City Attorney Pappas if the signed agreement regarding the MWRD properties from MWRD has been returned. City Attorney Pappas stated that it has not yet been returned signed by them.

C. MAYOR: Mayor Bennett stated that he has distributed a memo regarding a recommendation for an appointment to fill the vacancy on the Police Pension Board.

Mayor Bennett entertained a motion to appoint Jennifer Frankowitz to serve in that role. SO MOVED by Ald. Kleefisch. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Lebarre

NAY: None

ABSENT: Brachman

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed read the July 2021 Building report and noted that 67 permits were issued for a total of $28,061.00 in permit fees.

Ald. Abed announced that he and Commissioner Lesnicki will have a meeting on August 19th at 5:30pm regarding the permitting process so that he can communicate that with the residents.

B. CITY ADMINISTRATION:

Ald. Stratton stated that there was an empty home at 10505 S. 82nd Court for years that has been demolished. The property’s grass and weeds have not been maintained.

Ald. Stratton MOVED to have the City’s landscaping company, Touch of Class, cut the weeds and grass and recommends that the City lien the property. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Lebarre, Donahue

NAY: None

ABSENT: Brachman

MOTION CARRIED

C. COMMUNITY RESOURCES:

Ald. Price stated that if anyone has any nominations for the Beautification Awards to submit them to Commissioner Violante ASAP.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell read a Hills Chamber report which included the announcement of the grand re opening of A Center for Martial Arts located at 10717 S. Roberts Road on Saturday, August 7th at 10:00am. The Hills Chamber was grateful to be included at National Night Out; members made a monetary donation which allowed the opportunity to pass out 200 backpacks filled with school supplies to the children in the Community. Relay for Life of central Cook County will be holding their annual relay event to raise money for cancer research August 7th from 7:00-9:00pm at Conrady.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, August 5, 2021 in the amount of $263,559.63. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Lebarre, Donahue, O’Connell

NAY: None

ABSENT: Brachman

MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

G. PARKS:

Ald. Nowak announced that summer day camp ended on Friday, July 30th. Thank you to coordinator Ed Jung and his wonderful staff for making day camp a huge success. The fall recreation brochure will be mailed out the week of August 16th.

Ald. Nowak added that the Recreation department in cooperation with Green Hills Public Library will be hosting the movie Raya and the Last Dragon on Friday, August 13th at Town Square Park. Before the movie there will an acoustic performance by Raj Soni; the event will begin at 6:00pm and the local Boy Scout troop will be there selling concessions.

GOLF:

Ald. Pasek provided a Golf Course update relaying that the course is looking good considering the dry conditions. The irrigation system is working properly now with the help from Public Works after vacuuming out the wet wells underneath the pump station.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch read the Palos Hills Police Department Activity Report for July 2021 and noted that we issued 72 traffic tickets, 68 parking tickets, there were 19 misdemeanor complaints and 6 felony complaints, no criminal homicides, no robberies, no aggravated assault and batteries, no burglaries, 4 thefts, 3 motor vehicle thefts, and the CID Division handled a total of 25 cases.

Ald. Kleefisch reported that we received a check from Carfax in the amount of $100.00.

J. PUBLIC WORKS/SEWER & WATER:

In the absence of Ald. Brachman there was no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: Ald. Kleefisch stated that he and Commissioner Violante will be setting a date for awarding the winners of the Beautification Awards.

12) MISCELLANEOUS BUSINESS: None this evening.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton . SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:29p.m.
