Village of Alsip Committee met Oct. 25.

Here are the minutes provided by the committee:

Mayor Ryan called the meeting to order at 7:34p.m. Clerk Harding called the roll with the following in attendance: Trustees Dalzell, McLawhorn, Murphy, Juarez, Perretta and Mayor Ryan. Trustee Nava- Esparza was absent.

MAYOR' S REPORT: Mayor Ryan presented: 1) Request to approve a new 5- year agreement with Republic Services for scavenger services. There are options that residents can rent extra garbage/ recycle cans for $3/ month. Discussed adding the once- a-month e- waste (tv, computer; anything with a chord) to our contract. It would be about $1.15/ month per household. Mayor Ryan gave a copy of both contracts that turned in bids to Attorney Joe Cainkar and he said that Republic Services was better priced with the same; if not more services than we currently have with them. Ernie Lopez with Republic Services came forward to answer questions and explained how e- waste would work. Resident would need to call for a special pick up of those materials and they' d be able to track that they are only doing one pick up per month per residence.

Roll # 1 Consensus to add E- waste to our contract with Republic Services: Voting "aye": Trustees Dalzell, Juarez, McLawhorn, Murphy, and Perretta. Consensus carried 5-0.

2) Had a zoom call with CEDA and they are getting a$ 15 million grant from the federal government to offer assistance to those in need to pay their delinquent water bills. Residence of Cook County can apply and would have to qualify but could get a one- time payment of up to $1,500. 3) Met with Rodger Early about the construction on 119th and Pulaski. Checkers will become the home for a Sonic, they are putting up the canopy now and should be done by Thanksgiving with construction. There are 3 parties interested in the Bakers Square location, a bid went out on Friday but Rodger has not heard back on it yet. Quality Snack Foods got their final approval. 4) Mayor would like Board consideration to update the procurement policy currently in place. He is proposing to raise item A from $3,500 to $5,000, item B to read $5,001- $15,000, item C from $500-$20,000 to $3,500-$20,000 plus 3 bids. Mayor will write this up and present for vote at next week's meeting. Would also change wording from "appropriated" to "budgeted".

CLERK' S REPORT: Clerk Harding presented: 1) Presentation of the October 18, 2021 Board Meeting Minutes. 2) Read aloud an email received from Chuck Geraci of the CERT team he sent to thank the Office Manager and Deputy Clerk' s in the Clerk' s office for all of their help and hard work.

PUBLIC FORM: Nobody came forward.

FINANCE AND INFORMATIONAL TECHNOLOGY REPORT: Trustee McLawhorn presented: 1) List of payroll and accounts payable. 2) Presentation of September Bank Balances. 3) Review of October Finance Report. 4) Review of Electronic Invoice Approval Schedule. Mayor commented that the electronic time sheet system looks good. Joyce Tucker stated it will go live November 1st

FIRE DEPARTMENT REPORT: Trustee Murphy presented: 1) Recap of quotes for the cabinets at Station 1. The quotes were provided. Brother' s Leal $13,400, Ball Design Co. $23,233, and Tri Star Cabinets $15,307 for silver maple and $16,486 for Hickory. Will put on agenda for next week to vote on this. 2) Discussion of Fire Engine bid. Chief Styczynski will recap the bid for a new fire engine. Engine would be ready in 440 days so approximately December 2022 or January 2023. Will put on agenda next week to vote on this. 3) Discussion of proposed ordinance. Chief Styczynski will discuss the creation of a new ordinance regarding storage of Lithium-ion batteries. Chief will work on this as the fires from these batteries cannot be put out with water. They are seeing more and more fires due to people improperly storing them. 4) Discussion of new hire. Chief Styczynski will give an update on the new hire. He was sworn in today; he will work days for 3 weeks then will go on shift. He lives in Oak Lawn and was with Chicago Ridge Fire Dep't for 3 years.

POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1) Request to approve an application for requests for Stop Signs. Mayor is working on a process that if you want a stop sign there are documents that need to be filled out and approvals from neighbors, etc. It will be a process to get an approval for a stop sign. 2) Chief Miller read aloud a thank you letter from Chamber of Commerce thanking the Police Dep't and all the volunteers that helped with the build a bed. They made 20 twin bed frames. At the Fire Dep't open house, Miranda Urban had a lemonade stand set up raising money for first responders. She raised $208 and came by the Dep't to donate to the first responders. 3) Mayor plans to meet with the HOA at Deer Park complexes to discuss parking for snow. Possibly using guest parking for residents to park. They cannot expand the parking lot due to the underground wires.

PUBLIC WORKS AND BOAT LAUNCH REPORT: Trustee Juarez presented: 1) Request to purchase one new 2022 Ford F350 pickup truck with snowplow from Roesch Ford 303 W. Grand Ave. Bensenville, IL. through the Suburban Purchasing Cooperative in an amount not to exceed $45,000. This was budgeted for. 2) Mayor Ryan spoke to Will Dolan and as of October 13t1i we were approved for funding through CMAP and MPO for the resurfacing on Pulaski to Kedzie.

SEWER AND WATER: Trustee Perretta presented: 1) Request authorization to purchase water meters and F1exNet radios at a cost not to exceed $27,248 00. As with many other things, the chip shortage is affecting the water meters.

BUILDING AND HEALTH REPORT: Trustee Perretta presented: 1) No report.

HUMAN RESOURCES AND INSURANCE: Trustee Murphy presented: 1) No report.

REPORTS OF SPECIAL COMMITTEES

ECONOMIC DEVELOPMENT: Trustee Murphy presented: 1) No report. Rodger stated that Gas N Wash is moving along in construction and Firewater BBQ is waiting on Cook County Permits.

VILLAGE PROPERTIES: Trustee McLawhorn presented: 1) No report. 2) The parking lot resurfacing will begin October 26th at the Village Hall and take approximately 1 week to complete. The tiles at main entrance cannot be replace with concrete due to where the footings are for the building. They will explore other options to change the tiles.

ORDINANCE AND LEGISLATION: Trustee Perretta presented: 1) No report. Mike Cainkar will have the ordinance for the garbage corrals done soon.

PLANNING & ZONING AND LICENSES: Trustee Juarez presented: 1) Presentation of a list of licenses dated October 11, 2021 through October 22, 2021.

PRESENTATIONS, PETITIONS, COMMLTNICATIONS: Reminder that the Alsip Park District is hosting their Fall Fest this Saturday October 30' from 12- 4pm at the Aquatic Center at 119th and Pulaski, next to Prairie Jr. High. The CERT team with be there to help control traffic.

UNFINISHED BUSINESS: There was none.

NEW BUSINESS: There was none.

ADJOURNMENT: Motion by Trustee McLawhorn to adjourn and; seconded by Trustee Murphy. All in favor; none opposed. Motion carried. Meeting adjourned at 8:52pm
