City of Palos Hills City Council met Nov. 18.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: Brachman

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, November 4, 2021 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None

ABSENT: Brachman MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: City Attorney Pappas stated that the closings for the three parcels involving MWRD is going to take place on December 17, 2021.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price announced that the Community Center will be collecting hats, mittens, and scarves for homeless children and adults beginning December 1, 2021. Individuals can also donate items for homeless pets such as leashes, collars, and toys. Items can be dropped off until January 1, 2022.

Ald. Price thanked everyone that participated in and attended the Veterans ceremony last Thursday; a special thank you is extended to Congresswoman, Marie Newman, who spoke at the event.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced that DFA Insurance Agency operating as an Allstate Insurance provider registered with the City and are now operating at 11018 Southwest Highway; they are open Monday-Friday 9:00am-6:00pm and on Saturdays by appointment only.

Ald. O’Connell relayed a report from the Hills Chamber as follows: Please don’t forget to RSVP for the December 1st Hills Chamber holiday party by Tuesday, November 23rd. Don’t forget that next Saturday, November 27th, is small business Saturday; please share on social media and encourage your constituents to shop, eat, and enjoy local this holiday season. Save the date for January 20th at Xando Café for the Hills Chamber network luncheon- guest speakers will be Chief Cucio and Chief Hobart.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, November 18, 2021 in the amount of $439,287.17. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None

ABSENT: Brachman MOTION CARRIED

Ald. Lebarre presented the Appropriation and Levy Ordinances for 2021/2022 which will be brought to a vote at the next City Council meeting December 2, 2021.

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

G. PARKS:

Ald. Nowak announced that the Recreation department will be hosting their dinner with Santa on Thursday, December 9th. The event takes place from 6:00-8:00pm at the Palos Hills Community Center. For further information please call the Recreation department at 430-4500.

GOLF:

Ald. Pasek had no report this evening.

H. PLANNING & ZONING:

Ald. Nowak stated that the Plan Commission minutes were distributed concerning 8300 W. 111th Street and will be voted on at the next City Council meeting December 2, 2021.

I. PUBLIC SAFETY:

Ald. Kleefisch reported that we received two checks. One from Iris Martinez, Clerk of the Circuit Court, in the amount of $817.85, and the other from Carfax in the amount of $95.00.

J. PUBLIC WORKS/SEWER & WATER:

In the absence of Ald. Brachman, Ald. Kleefisch provided a Public Works update as follows:

· Crews have completed asphalt and concrete triphazard restoration work for the season

· Crews have prepped all snow equipment ahead of the winter season

· Compass Minerals was the low bidder on salt at $56 a ton. The bid was obtained through CMS (Illinois Central Management Services)

· Crews have already repaired multiple water main breaks

· Crews are repairing hydrants that the North Palos Fire Department tested this fall and are in need of maintenance

· Crews are working on our annual water valve exercising program. We expect to finish half of the 1,000 valves in town this winter

· Crews have started installing Christmas decorations at City buildings, town square, City signs, and on streetlights

· The ice rink has been flooded and is ready for winter

· Crews are working on our yearly tree removals (we have about 50 this year), with tree trimming scheduled for January. Chipper service has finished for the year

· Hey Engineering is working on the FEMA grant for the MWRD Roberts Road drainage project. We were preapproved two weeks ago. All the paperwork will be sent in by 12/15 and we should know in January whether or not we received the grant

· Lindahl has finished all paving, concrete, and sod work pertaining to this year’s MFT street overlay project. The road edge stone work should be completed within the next week

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: City Attorney Pappas stated that he will be reviewing the PACE renewal contract, and with approval will prepare a Resolution for the next City Council meeting.

12) MISCELLANEOUS BUSINESS: Ald. Lebarre stated that a resident contacted Commissioner Lesnicki as they are looking to have a variance put on their existing driveway, but has no further information at this time.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:12p.m.
