City of Palos Hills City Council met Dec. 2.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed, Nowak

ABSENT: Stratton

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, November 18, 2021 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed, Nowak, Price

NAY: None

ABSENT: Stratton MOTION CARRIED 6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: City Attorney Pappas provided an update on the acquisition of the three parcels from the MWRD buyout stating that we are scheduled to close on December 17th at the Hinsdale Fort Dearborn Title Company at 10:00am, 11:00am, and 12:00pm.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed read the November Building report and noted that 55 permits were issued for a total of $39,421.00 in permit fees.

Ald. Abed announced current construction projects throughout the City, including three new commercial buildings going up on Harlem Avenue: a beauty salon, a drive-thru restaurant, and a new medical center building. Additional commercial construction projects include Park and Field, a new restaurant next door to City Hall, as well an addition for Green Hills Public Library which is under review. As far as residential new construction, there are 7 new houses being built in the City.

B. CITY ADMINISTRATION:

In the absence of Ald. Stratton there was no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price stated that the Community Center has put a mailbox for letters written to Santa in the lobby. Anyone could drop off their letters in the special mailbox until the end of the day on December 17th.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell had no report this evening.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, December 2, 2021 in the amount of $348,241.83. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed, Nowak, Price, Brachman

NAY: None

ABSENT: Stratton MOTION CARRIED

Ald. Lebarre stated that there is a proposed Ordinance entitled An Ordinance Levying Taxes for General Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2021, and Ending April 30, 2022, for the City of Palos Hills, Cook County, Illinois.

City Clerk Mulderink assigned number 2021-9 to that proposed Ordinance.

Ald. Brachman MOVED to waive the reading of proposed Ordinance 2021-9. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None

ABSENT: Stratton MOTION CARRIED

Ald. Lebarre MOVED for PASSGE of Ordinance 2021-9, An Ordinance Levying Taxes for General Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2021, and Ending April 30, 2022, for the City of Palos Hills, Cook County, Illinois. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue

NAY: None

ABSENT: Stratton MOTION CARRIED

Ald. Lebarre stated that there is a second proposed Ordinance entitled An Ordinance Providing for a Budget and Appropriation for Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2021, and Ending April 30, 2022, for the City of Palos Hills, Cook County, Illinois.

City Clerk Mulderink assigned number 2021-10 to that proposed Ordinance.

Ald. Pasek MOVED to waive the reading of proposed Ordinance 2021-10. SECONDED by Ald. Abed. Upon roll call the following Ald. voted:

AYE: Kleefisch, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell

NAY: None

Ald. Upon request of Ald. Donahue, City Clerk Mulderink assigned Resolution number 655 to A Resolution Authorizing the signing of the PACE Agreement for 2022.

Ald. Brachman MOVED to waive the reading of Resolution 655. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch

NAY: None

Ald. Donahue MOVED for ADOPTION of Resolution 655. SECONDED by Ald. Abed. Upon roll call the following Ald. voted:

G. PARKS:

Ald. Nowak stated that the Winter/Spring 2022 Happenings and Recreation brochure have started being delivered to homes this week. Resident registration will begin this Monday, December 6th. If you do not receive your book by Monday, please call the Palos Hills Community Center at 430- 4500.

Ald. Nowak announced that the Santa through Palos will be taking place on Sunday, December 19th from 3:00-4:30pm. GOLF:

Ald. Pasek stated that there is a lot of work underway at the golf course.

H. PLANNING & ZONING:

Ald. Nowak MOVED to accept the recommendation from the Plan Commission and for the City Attorney to draft the Ordinance which rezones an R3 single family residence to an R5 multiple family townhome development at 8300 W. 111th Street. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed

NAY: None

ABSENT: Stratton MOTION CARRIED

I. PUBLIC SAFETY:

Ald. Kleefisch announced that three checks were received; one from Iris Martinez, Clerk of the Circuit Court, in the amount of $140.00, the second from Consolidated High School District 230 in the amount of $12,103.79, and the third from Carfax in the amount of $110.00.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening

12) MISCELLANEOUS BUSINESS: None this evening.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Pasek. SECONDED by Ald. Price. By voice vote, all voted AYE.
