Village of East Hazel Crest Village Board met Dec. 8.

Here are the minutes provided by the board:

Regular Meeting of the President and Board of Trustees - Wed., 12/08/21 at 7 pm

Officials: Mayor Thomas A. Brown, Administrator Lazuka and Clerk Minnis

Roll Call: Trustees Forte, Keams, Johnson, Ewan, & Ortiz present; Tr.Wideman was absent.

Also present: PD Chief Janich, FD Dpty Mills, PW King & J. White, H. Keams, P. Newton, Carol Cook, Joann Murry, S.Slobowski, and Calumet City Alderman Monet Wilson.

Invocation & Pledge. Silent invocation followed by the Pledge of Allegiance to the Flag.

Minutes: Trustees Keams and Forte made the motions to approve the minutes of the 11/10/21 regular meeting. All trustees present were in favor; Tr. Wideman was absent . Mtn. carried.

Reports of Village Officials:

Mayor's Report:

1) LEVY ORDINANCE 21-05. Mayor Brown presented the LEVY ORDINANCE for 2021-2022. After a brief discussion, Trustees Keams and Johnson made the motions to adopt Ord. 21-05. Roll Call: All trustees present voted aye to adopt Ord.21-05; Tr. Wideman was absent. Mtn. carried.

Mayor Brown spoke of the East Hazel Crest/Homewood Casino License Application being approved by the Illinois State Gaming Board earlier today. Ground breaking is expected to begin in Spring, 2022. Congratulations!

2) 11, Municipal League has mandated a Mandatory Vaccinations Policy for all municipalities in the State that applies to all new hire. After a brief discussion, Trustees Johnson and Ortiz made the motions to adopt the Mandatory Vaccination POLICY, Roll Call: Trustees Ewan, Ortiz, Forte, Keams and Johnson voted aye; Tr. Wideman was absent., Mtn,. carried.

Mayor Brown acknowledged the presence of Calumet City Alderman Monet Wilson. Alderman Wilson addressed the President and Board of Trustees on behalf of the President and Board of Aldermen of the City of Calumet City with congratulations on being awarded the Casino License.

Clerk: Clerk Minnis informed those present that 2022 Village Tags have been available since December l" at the discounted price of $25.00; after December 31st the price is $30.00.

Administrator's Report:

1) Part-time investigator PD. Administrator Lazuka asked Sergeant M. Tuley to speak to the issue of hiring a part-time investigator. Mike spoke of paying a full time officer overtime to do investigations when it is financially prudent to hire a part time investigator. Trustees Ortiz and Forte made the motions to hire a part-time investigator. All trustees present voted aye; Tr. Wideman was absent. Mtn. carried,.

2) Up date on mini dump. There is no add'l. info on getting a new dump truck; but we've researched making repairs to the one we have and it'll cost approximately $10,000.00. After a brief discussion, Trustees Keams and Forte made the motions to approve the repairs to the truck we have. Roll Call: All trustees present voted aye; Tr. Wideman was absent. Mtn. carried.

3) Day Care Windows. The State Fire Marshall recently made an inspection of the Day Care at 1900 W. 174th St. Fire Windows were required. Larsen Const. will be coming out to give us prices for four (4) openings that are required at the price of $16,800,00. The Day Care operator will pay for ½ the cost. Trustees Johnson and Ewan made the motions to approve our share of $8,400. Roll Call: all trustees present voted aye; Tr. Wideman was absent. Mtn. carried.

4) Approval for repairs to roof in 1900 Bldg. Bids were obtained for the repairs as follows:

-Solaris Roofing Solutions, Inc. $31,200.00

-Sealtight Exteriors, Inc. $24,475.00

-Calderone Roofing $23,200.00

Trustees Johnson and Ortiz made the motions to approve the bid proposal of Calderone Roofing in the amount of $23,200.00. Roll Call: all trustees vote aye ; Tr. Wideman was absent. Mtn. Carried.

OPEN TO VISITORS: Trustees Ortiz and Johnson made the motions to open this segment of the meeting to the public. All trustees present were in favor; Tr. Wideman was absent. Mtn.carried. Time 7:30 pm

C. Cook commended Public Works employees for making pot hole repairs.

CLOSE TO VISITORS

There being no other input from those present Trustees. Ortiz and Johnson made the motions to close this segment of the meeting. All trustees present were in favor; Tr. Wideman was absent. Mtn. carried. Time 7:32 pm.

COMMITTEE REPORTS

Streets: Tr. Forte spoke of commercial vehicles being parked in residential areas. Tr. Keams spoke of 'junk' in residential parking areas.

The Police Dept. will look into these complaints.

Finance/License: Tr. Johnson and Tr. Kearns made the motions to approve payment of all bills on the Claims Sheets dated l l /24/21 in the amount of $86,957.00 and the bills on Claims sheets dated 12/08/21 in the amount of $34,638.55 for a total of $121,595.55. Roll Call: all trustees present voted aye; Tr. Wideman was absent.. Motions carried.

SIGNS: Tr. Kearns had nothing to report.

HEALTH/SAFETY/PERSONNEL; No report by Tr. Ewan.

WATER/SEWERS; Tr. Wideman was absent.

POLICE/FIRE: Tr. Ortiz .read the Nov., 2021 report of the EH CPD.

This report will be on file in the Clerk's office .

OLD BUSINESS - none

NEW BUSINESS: Mayor Brown thanked the Administrator and Board for their Assistance in obtaining the CASINO licensing. He said the Poarch Indians have spent $3,500,000.00 in efforts to get the East Hazel Crest/Homewood Casino.

They will have their own security for the two 2-storey hotels. He spoke of gaming machines and how much money they generate.

Trustee Johnson thanked the Mayor and Administrator for their efforts in securing the Casino for East Hazel Crest/Homewood.

Adjournment: Trustees Ortiz and Ewan made the motions to adjourn. All trustees present were in favor; Tr. Wideman was absent. Mtn. carried. Time: 7:48 pm
