Village of Steger Village Board met Nov. 1.

Here are the minutes provided by the board:

The Board of Trustees convened in regular session at 7:00 P.M., in the Municipal Building of the Village of Steger and via Teleconference that was made available to all residents. Mayor Peterson led all in attendance in the Pledge of Allegiance to the flag.

Mayor Peterson called for the roll. The following Trustees were present, Thurmond, Kozy, Trotier, Joyce and Perchinski. Mayor Peterson was present. Trustee Lopez was absent.

Also present: Director of Public Infrastructure Dave Toepper, Deputy Fire Chief James Baines, EMA Chief Tom Johnston and Community Center Director Diana Rossi. Police Chief Kevin Shaughnessy was present via ZOOM. Village Administrator Mary Jo Seehausen was absent.

AWARDS, HONORS AND SPECIAL RECOGNITION

Halloween Decorating Winners were announced by chairperson Alice Peterson. 1st Place: 3220 Peoria St.

2nd Place: 3005 Phillips

3rd Place: 3040 Hopkins

MINUTES

Trustee Joyce made a motion to approve the minutes of the October 18th Regular Meeting with additions regarding Transit Shelter trash issues. Trustee Thurmond seconded the motion. Voice vote; all ayes. Motion carried.

Village Administrator Mary Jo Seehausen No Report.

Director of Public Infrastructure Dave Toepper No Report. Trustee Perchinski questioned if J J Fish had met their October 31st requirements. Mr. Toepper stated that Village Administrator Seehausen is following up.

Deputy Fire Chief James Baines No Report.

Police Chief Kevin Shaughnessy No Report.

EMA Chief Tom Johnston EMA monitored Halloween with no incidents. Steger EMA will be represented at the funeral for Jeffery Schoeling.

Community Center Director Diana Rossi No Report.

MAYORS REPORT Mayor Peterson thanked everyone who helped with the Halloween Bonfire. It all went really well and the turnout was great. He also thanked Kiwanis and the American Legion for their contribution to the success of the event.

VILLAGE CLERK No Report.

TRUSTEES’ REPORTS

Trustee Thurmond Regarding the Community Service project regarding the new Welcome to Steger signs, I am waiting to hear from Jason Stevenson regarding scouts helping out. We are trying to get done before the weather changes. The water treatment information I provided is being reviewed for possible addition to the village website. I attended a school board meeting Thursday to show that we want to work together for the sake of the kids. We do need to get the agreement done for the sake of sports programs. Mayor Peterson stated that he is working on this.

Trustee Trotier I was also at the event yesterday and everything went great. We gave out over 500 hot dogs. Thank you to all the volunteers. For future reference the food and toy drive will be coming up soon, so look out for more information on that.

Trustee Perchinski Our EMA Director has not gotten his budget packet yet. K-Mart building is getting closer to closing on the deal. The Mayor and I met with the developer and since the grocery store wants to build their own outlot building, the developer has decided to make it more attractive to kids and adding an indoor go-cart track. It is also my hope that the Village Board will look at the option of becoming a Home Rule entity. There are so many things we miss out on such as tonight South Chicago Heights is voting on an ordinance that will give them a penny for every push on gambling machines. Mayor Peterson added that the Village of Steger looked into the revenue from gaming, but it is only for Home Rule communities. The mayor also stated that is only one of many benefits we might have through the change.

Trustee Kozy No Report.

BILLS

Trustee Joyce made a motion to approve the bills listed when funds available with one correction to Community Center. Trustee Perchinski seconded the motion.

Trustee Thurmond asked if clearer copies of the payments can be made available to board members. He said the apparent smudging makes some number hard to read. Trustee Thurmond then questioned if trees removed were in the parkway. Dave Toepper stated that they were.

Roll was called. The following Trustees voted aye; Thurmond, Kozy, Trotier, Joyce and Perchinski. Mayor Peterson Voted Aye. Motion carried.

CORRESPONDENCE None

UNFINISHED BUSINESS

Trustee Joyce made a motion to table ORDINANCE NO. 1262: AN ORDINANCE APPROVING AN AMENDMENT TO SECTIONS 2 AND 4 OF THE COMPREHENSIVE AMENDMENT TO THE ZONING ORDINANCE OF THE VILLAGE OF STEGER, ILLINOIS. Trustee Thurmond seconded the motion.

Trustee Joyce stated his concern that these changes go beyond the scope intended of high intensity window frame lighting in businesses that are the issue. As presented the ordinance would prohibit neon signs that are not as problematic and could affect business advertising efforts. Trustees Joyce, Thurmond and Perchinski will research this issue further and present findings at a future meeting.

Voice vote; all ayes. Motion carried.

NEW BUSINESS:

Being none:

Trustee Perchinski made a motion at 7:19 pm to adjourn to Executive Session for the purposes of discussion of the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body pursuant to 5 ILCS 120/2(1). Trustee Joyce seconded the motion. Roll was called. The following Trustees voted aye; Thurmond, Kozy, Trotier, Joyce and Perchinski. Mayor Peterson Voted Aye. Motion carried.

Trustee Joyce made a motion at 7:49 pm to reconvene the regular session of the Steger Village

Board meeting. Trustee Perchinski seconded the motion. Roll was called. The following Trustees voted aye; Thurmond, Kozy, Trotier, Joyce and Perchinski. Mayor Peterson Voted Aye. Motion carried.

Being no further business:

Trustee Joyce made a motion to adjourn the meeting. Trustee Perchinski seconded the motion. Voice vote; all ayes. Motion carried.

Meeting adjourned at 7:50 pm.
