City of Palos Hills City Council met Feb. 3.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, January 20, 2022 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price NAY: None MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

At this time Mayor Bennett recognized, honored, and swore in two Police Officers for promotions; Anthony Carroccio to the office of Deputy Chief and Patrick Ryan to the office of Sergeant.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: In the absence of City Attorney Pappas there was no report this evening.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed presented and read the Building Department report for the month of January 2022 as follows: Total permits issued 31, total permit fees $11,148.00, total security deposits received $1,650.00, total security deposits refunded $1,550.00, and total water & sewer permit fees $2,200.00.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price announced that Congresswoman Marie Newman held a small senior forum on Tuesday, January 25th to discuss some issues effecting local senior citizens. If any resident would like an opportunity to have a one on one meeting with our Congresswoman or her staff you can contact the Chicago office at 773-948-6223. There is also a satellite office in Bridgeview and her staff will be at the Palos Hills Community Center on first Wednesdays from 10:00am-2:00pm.

Ald. Price added that the Palos Hills Community Center has a short list of individuals who will plow driveways and sidewalks.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced the licensing of two new businesses: Forceful Trans Inc, a dispatch and administration office located at 9838 S. Roberts Rd. – Suite 4; and El Chaparro Mexican Food #2 located at 10301 S. Roberts Rd. which is open Monday-Saturday from 10:00am-8:00pm.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, February 3, 2022 in the amount of $332,574.45. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman NAY: None MOTION CARRIED

Ald. Lebarre announced the Field of Honor program put together by the Kiwanis Lions Club and the Sertoma Club. The event is dedicated to honoring Veterans and Active Duty military and will take place on September 10th at Bennett Park.

F. LEGISLATION & ORDINANCES:

Ald. Donahue MOVED to have City Attorney Pappas draft an amendment to Ordinance 775 An Ordinance Regulating Automatic Amusement Devices, under section 10 paragraph 4 to change the allowed zoning district from B-2 and B-3 to M-1 only. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre NAY: None MOTION CARRIED

Ald. Donahue MOVED for consideration of An Ordinance Providing For Stop Signs At The Intersection Of 99th Street And 86th Avenue. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue NAY: None MOTION CARRIED

City Clerk Mulderink assigned number 2022-1 to that proposed Ordinance.

After the reading of proposed Ordinance number 2022-1 entitled An Ordinance Providing For Stop Signs At The Intersection Of 99th Street And 86th Avenue, Ald. Donahue MOVED for its PASSAGE of same. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell NAY: None MOTION CARRIED

G. PARKS:

Ald. Nowak announced that the Resource and Recreation Department will be hosting an open house for the 2022/2023 playschool year on Monday, February 21st from 10:00am-noon. For more information call 430-4500.

GOLF:

Ald. Pasek reported that Superintendent Frazier has been working on machinery and finishing up the bathroom renovation. The Golf One web page is in the designing stages and should be up in about one month.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of January 2022 as follows: 143 traffic tickets were issued, 142 parking tickets, there were 11 misdemeanor complaints and 2 felony complaints, there was 1 robbery and 1 aggravated assault and battery, 1 burglary, no thefts or motor vehicle thefts, no arsons, and our C.I.D. Division handled a total of 28 cases.

Ald. Kleefisch announced that two checks were received; the first was from Carfax in the amount of $95.00, and the second was from Consolidated High School District 230 in the amount of $12,103.79.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman provided a Public Works update and noted,

· Crews have repaired 16 water breaks and 2 fire hydrants in January

· A ticket trailer for the Parks department’s events is being built

· Mayor Bennett has been presented with a new ground lease agreement with PI Tower for the revised location of a new cell tower at Krasowski Park; the terms are for a 5 year lease with an annual rent of $20,400.00. A map of the new location has been distributed indicating the new and old locations

· There was an accumulation of 10” of snow yesterday, February 2nd which has adversely impacted trash pickup. Due to the inclement weather here and at the landfills in Indiana trash service has been suspended this week

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Ald. Pasek surfaced the concept of displaying a flag to reflect the City’s support of the Police. After some discussion, it was concluded that Ald. Pasek will speak with Police Chief Cucio about this notion.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Kleefisch. By voice vote, all voted AYE.

The Meeting adjourned at 7:41 p.m.
