City of Palos Hills City Council met April 7.
Here are the minutes provided by the council:
1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.
2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.
3) ROLL CALL: Upon roll call the following Aldermen responded:
PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak
ABSENT: None
4) QUORUM: Mayor Bennett declared a quorum was present.
5) READING OF THE PREVIOUS MEETING MINUTES:
Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, March 17, 2022 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:
AYE: Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price
NAY: None
ABSTAIN: Donahue

7) CITIZENS HEARING:
Mayor Bennett, the meeting is open to the public for any comments or questions.
The property owner, Artur Luberda, of 7820 W. 102nd Street approached City Council with the request of being allowed to build on his lot as he has now been approved by FEMA and Landmark has finished the plans. Mayor Bennett advised him to bring his plans before the building Commissioner as he would need to review them before allowing him to build on the lot.
There were no further comments or questions from the public; the public portion of the meeting was closed.
Mayor Bennett recognized Bob Mankowske who retired in February 2022 after 35 years of service with the Police Department.
At this time Mayor Bennett administered the Oath of Office to Ewa A. Klimas to the Office of Patrol Officer.
8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:
A. CITY CLERK: No report this evening.
B. CITY ATTORNEY: City Attorney Pappas reported that the final parcel that an exemption was requested for, the Horseman’s trail, has been granted by the Board of Review. The three recent purchases made with MWRD have not yet been granted an exemption, but all paperwork has been filed.
C. MAYOR: No report this evening.
9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:
A. BUILDING & LICENSING:
Ald. Abed presented and read the Building Department report for the month of March 2022 as follows: Total permits issued 46, total permit fees $16,692.00, and total security deposits received $1,850.00.
Mayor Bennett confirmed with Commissioner Lesnicki the resident’s name who had spoken during the citizen’s portion. Commissioner Lesnicki stated that the resident has come into compliance with the previous violations.
B. CITY ADMINISTRATION:
Ald. Stratton MOVED for consideration of An Ordinance Providing For A Stop Sign At The Intersection of 104th Street And 81st Avenue. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

C. COMMUNITY RESOURCES:

D. ECONOMIC DEVELOPMENT:
Ald. O’Connell thanked Commissioner Lesnicki for his Building reports and updates.
Ald. O’Connell read the Hills Chamber report extending their thanks to the City of Palos Hills Police for being an important part of their recent business and community expo. Additionally, Hills Chamber thanks Ald. Lebarre, Ald. Stratton, Ald. Brachman, and Ald. Kleefisch for stopping by and supporting the annual community event. The Hills Chamber is hosting an Easter food drive at Elsie’s Pantry on Wednesday, April 13th from 9:00am-noon, residents will be able to drive through and we will unload their cars. Drop-off boxes have been placed in various locations throughout Palos Hills and Hickory Hills; if you wish to donate, there is a box located in City Hall. Lastly, the Chamber will be hosting a “Welcome New Members” networking luncheon to be held on Thursday, April 21st at Prime Time; the guest speakers will be Palos Hills Police Chief Cucio, and Hickory Hills Police Chief Hobart. If you wish to attend, please check your emails and RSVP no later than April 19th.
Mayor Bennett reported that there have been inquiries on the purchase of the racquetball club property. There is an existing appraisal of the property, but City Attorney Pappas recommends obtaining a second appraisal. After the second appraisal is acquired, City Council would need to vote on advertising the property for sale.
E. FINANCE:
Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, April 7, 2022 in the amount of $387,699.02. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

Ald. Lebarre announced that the Budget hearings will continue on April 21, 2022 starting at 5:00pm.
F. LEGISLATION & ORDINANCES:
Ald. Donahue MOVED for City Attorney Pappas to draft an Ordinance to amend the shed section of the building code to include the restriction of constructing sheds or side-buildings within ten feet of the house or garage. SECONDED by Ald. Kleefisch.

Commissioner Violante reminded all about the Easter egg hunt on Saturday, April 9th at 12:00 noon following brunch with the Easter bunny at 10:00am.
GOLF:

H. PLANNING & ZONING:

I. PUBLIC SAFETY:
Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of March 2022 as follows: 219 traffic tickets were issued, 157 parking tickets, 26 misdemeanor complaints and 2 felony complaints, there were no criminal homicides, robberies, or aggravated assault and batteries; there was 1 burglary, there were 5 thefts, there was 1 motor vehicle theft, no arsons, and our CID Division handled a total of 21 cases.
Ald. Kleefisch announced that three checks were received; the first was from Consolidated High School District 230 in the amount of $12,103.79, the second was from Iris Martinez, Clerk of the Circuit Court, in the amount of $140.00, and the last was from Carfax in the amount of $75.00
J. PUBLIC WORKS/SEWER & WATER:
Ald. Brachman had no report this evening.
10) REPORTS OF SPECIAL COMMITTEES: None this evening.
11) UNFINISHED BUSINESS: Ald. Kleefisch reported that he and Ald. O’Connell toured the City’s business districts and they will be sharing some notes with City Council soon. Ald. Kleefisch also reported that he will have the letter drafted for businesses pertaining to maintenance at the next City Council meeting.
12) MISCELLANEOUS BUSINESS: None this evening.
13) ADJORNMENT:
No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.
