City of Hometown City Council met Sept. 27.

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey at 7:00 P.M.
Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Frank Finnegan
Roll Call: Roll call indicated that the following were present: Aldermen Zak, Banasiak, Finnegan, Barnhouse, Kurysz, Walsh, Beyer, Smith, Grochowski and Reynolds.
Also present: Elizabeth Attard, City Attorney, Bonnie Gesiakowski, Director of Public Health and Safety and James Forbes, Building Commissioner.

Moved by Alderman Beyer seconded by Alderman Walsh to approve as published the Journal of September 13, 2022 regular City Council Meeting.

Office of the Mayor
Mayor Casey stated we have a Public Hearing.
Motion made by Alderman Beyer, seconded by Alderman Banasiak to adjourn the regular meeting temporarily for the purpose of the Public Hearing on Ordinance No.9-2022.
Voice vote was 10-0 to adjourn temporarily at 7:02 p.m.
Mayor Casey announced the Public Hearing is opened according to the published notice of August 30, 2022 on Ordinance No.9-2022.
Mayor asked are there any comments from the audience on Ordinance No.9-2022.
Mayor stated there were no questions.
Mayor announced the Public Hearing is closed on Ordinance No.9-2022.
Motion made by Alderman Beyer, Seconded by Alderman Banasiak, that the adjourned regular meeting be re-opened at 7:04 p.m.
Mayor Casey stated this has been going between City Attorney Joseph Cainkar, myself and the Cannabis representative. The consumption of alcohol has been removed and we can revisit it in a year if things go as they should. Some of the language was changed, they are not happy with that. On Home Rule, the judge has it, there has been no narrative issued. At the IML conference we met someone interested in the Go Puff space. He would open a restaurant and distillery of rum, vodka and whiskey. He also wants a unit to open a coffee/donut shop in the Shopping Center. The empty lot owner paved his portion of the parking lot and it looks nice, he is not sure what he wants on the empty lot, he is looking for a broker. The new owners of the Shopping Center want to fill the empty units.
BP has been sold, there are two males that own it now. Alderman Grochowski asked what kind of restaurant would be going in the Go Puff unit, would it be a sit down? Mayor Casey stated yes a sit down, it is piped for a kitchen. Alderman Grochowski asked if the unit is up to code, Mayor Casey responded yes, it is all sprinklered. The new Car Wash is going well. The new streets are doing well.
Office of the City Clerk:
City Clerk Mary Jo C. Hacker reported the free shredding event processed 34 cars, all of the approved shredding for City Hall and the Police Department. The event was a success.
Office of the Treasurer:
City Treasurer Salvatore was absent.
REPORTS FROM CITY APPOINTED OFFICIAL
City Attorney: Elizabeth Attard had no report.
Police: Louis Dominguez, Chief of Police was not present. Mayor Casey reported Nate did well at the Special Olympics fundraising race, he took 1st in his heat, then he was hit and spun out in the final. Great Team effort, they raised a lot of money. It was an all-day event and many police attended on their own time. A resident posted on a Hometown page on social media what a great event it was, then comes a former employee of the Police Department saying, they knew nothing about it. Thank you to Chief Dominguez for his constant posting regarding the race on the Hometown pages to keep people informed and help raise the large amount of money that was raised by Hometown.
Public Works: Mark Trlak, Director was not present.
Public Health & Safety: Director Bonnie Gesiakowski asked residents to clean up their property, get debris off the ground.

Accounts Payable and Payroll September 27, 2022
Moved by Alderman Beyer, seconded by Alderman Banasiak to approve for payment the accounts payable vouchers in the amount of $80,463.83 payroll vouchers in and the amount of $65,359.86 for a total expenditure of $145,823.69.

Alderman Frank Finnegan, Chairman, stated they had a very successful lock down drill at Hometown School today.

Library: Alderman Grochowski, Liaison reported the next Library Board meeting will be held Tuesday October 4, 2022.
Legislation: Alderman Christopher Beyer had no report.
Fire Department: Mayor Casey, Liaison, report they are moving along.
Personnel Review: Mayor Kevin Casey, Chairman had no report.
PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN
Ord. No. 8-2022: Moved By Alderman Beyer, Seconded by Alderman Finnegan to Approve Ordinance No. 8- 2022, an Ordinance Amending Chapter 11, Licenses, Article 2, Alcoholic Liquor Dealers, by Amending Section 11.35 Classification; Fees, and Section 11.37 Number of Licenses, of the Municipal Code of the City of Hometown.
On the question, Mayor Casey stated this is strict, they are already very regulated. They have a business just like this in Mundelein. Alderman Banasik asked when they plan to open. Mayor Casey stated it will be a long time, they must upgrade the building to the tune of 3 million dollars plus to upgrade. Customers must be 21 to enter the building.

CITIZEN’S HEARING: Jan Forney of 8765 S. Kilbourn reported the 5th Bike Ride will be Sunday, meeting at the Church parking Lot at 5:45 pm. They pass out ice cream afterwards. Jan thanked the Hometown Police Department for the squad that follows in the rear of the group.
