City of Palos Hills City Council met Sept. 1.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak

ABSENT: Abed

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, August 18, 2022 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price NAY: None ABSENT: Abed MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

In the absence of Ald. Abed, Ald. Price presented and read the Building Department report for the month of August 2022 as follows: Total permits 72, total permit fees $159,920.00, total security deposits received $18,100.00, total security deposits refunded $250.00, and total water and sewer permit fees $26,000.00.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price announced that the Recreation department is seeking volunteers for the Haunted Hills of Palos event on the weekend of October 28th.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell had no report this evening.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, September 1, 2022 in the amount of $291,373.98. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted: AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price, Brachman NAY: None ABSENT: Abed MOTION CARRIED

Ald. Lebarre reported the phone calls he’s been receiving concerning the garbage enclosure in the plaza at 107th and Roberts Road. Commissioner Lesnicki stated that the landlord provided an estimated timeframe for when he will get the repairs completed for the garbage enclosure as well as the front façade.

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

Upon request of Ald. Brachman, City Clerk Mulderink assigned Resolution number 663 to A Resolution Approving An Intergovernmental Agreement Between The City of Palos Hills And The County of Cook Relative To Participation In The 2022 Invest In Cook Program For The Cal-Sag Trail Bike And Walking Path Extension Project.

After the reading of Resolution 663, Ald. Brachman MOVED for ADOPTION of same. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted: AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price, Brachman, Lebarre NAY: None ABSENT: Abed MOTION CARRIED

G. PARKS:

Ald. Nowak reported that preschool began this week; the 4 and 5 year old class has 11 students, and the 3 and 4 year class has 10 students. Last week also began the 2 year old program that currently has a total of 16 children. Many programs for both kids and adults are filling up.

GOLF:

Ald. Pasek had no report this evening.

H. PLANNING & ZONING:

Ald. Nowak stated that everyone received the Plan Commission Hearing minutes for the driving school at 8134 W. 111th Street. Ald. Nowak MOVED to accept the recommendation of the Plan Commission to approve and grant a special use to Excel Driving School and for the City Attorney to draw the Ordinance granting a special use. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted: AYE: O’Connell, Kleefisch, Stratton, Pasek, Nowak, Price, Brachman, Lebarre, Donahue NAY: None ABSENT: Abed MOTION CARRIED

I. PUBLIC SAFETY:

Ald. Kleefisch stated that a check was received from Carfax in the amount of $115.00.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Ald. Nowak commented that she is receiving a lot of complaints about the unsolicited newspapers that are encased in red plastic sleeves as they are always littered on driveways and calling to opt out is difficult as they request personal information such as email addresses, phone numbers, etc. City Attorney Cainkar will look into this to see what can be done.

Ald. Kleefisch announced that the Beautification Awards are going to be presented on Saturday, October 8th at the Community Resource Center.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:12p.m.
