City of Palos Heights Roads & Construction Committee met Sept. 13.

CALL TO ORDER
Chairman Clifford called the Roads & Construction Committee meeting to order at 6:34 p.m. In attendance were Alderman Clifford, Alderman Basso, Alderman Begley, Alderman Lewandowski, Public Works Director Adam Jasinski, Aurimas Spucys from Morris Engineering, and recording secretary Ashley Pala.
APPROVAL OF MINUTES
Alderman Clifford moved to approve the minutes of the Roads & Construction Committee meeting held on August 9, 2022, seconded by Basso. On a voice note, the motion passed unanimously.
DIRECTOR’S REPORT
A. 2021 MFT Update: There was a retainage held from M&J Asphalt Paving Co., Inc. to verify the sustainability over the winter season. Upon inspection, several areas prematurely failed. M&J Asphalt Paving Co. was made aware of the issues and repairs were made in August. The repairs were inspected by Morris Engineering and were found to be satisfactory. There is a request to release the retainage to M&J Asphalt Paving Co.
Alderman Clifford motioned to approve final payment to M&J Asphalt Paving Co., Inc. for the 2021 Roads Program in the amount of $23,132.50, seconded by Alderman Lewandowski. On a voice note, the motion passed unanimously. --AGENDA
B. 2022 MFT Update: All surface pavement was completed for the MFT Program. There is one outstanding item which is the landscaping work that includes the stone shoulder. The project is currently projecting at a 19% overage. The bid was significantly lower than expected which resulted in authorization of the contractor to replace the entire cul-de-sac including curb and gutter in Westgate Avenue. The improper grading was causing draining issues and damages. When the additional work was approved, the road was able to be raised to provide a proper pitch. IDOT allows up to 25% in changes involving the MFT. The requested payment is under the approved amount. The original budget for the project was $402,000.00. The City’s budget on MFT funds $504,000.00 and there is also over $100,000.00 in Vehicle Sticker Fund in case the project goes over.
Alderman Lewandowski questioned if there are concerns with the completed work being done quickly after the strike at the quarry. Director Jasinski stated that due to the relationship developed between Morris Engineering and Lindahl Brothers, that the City of Palos Heights was able to stay on top of the priority list. Engineer Spucy stated that there are proper time frames that need to be followed in regards to asphalt. That these procedures were followed and was able to be accomplished quickly due to the contractors working longer days.
Alderman Clifford motioned to approve payment to Lindahl Brothers Inc, for the 2022 Roads Program in the amount of $301,461.48, seconded by Alderman Begley. On a voice note, the motion passed unanimously. --AGENDA
C. Ridgeland Ave Medians Update: This project contained pre construction in late April with a slate to start June 1st to be completed before school started. Cook County is reimbursing Palos Heights for this work. This project came to a halt due to issues obtaining an IDOT permit. Public Works has been asking for status updates bi-weekly. As of three weeks ago, progress has been made. There was a request from the contractors to submit insurance and bonds. IDOT has received this information as Public Works is waiting on the final approval to proceed.
D. Drainage Work Update: There was a significant project involving a 36-inch diameter storm sewer that was replaced. There was 160 ft of concrete pipe that was replaced. After the roadway was opened up to complete pipe, Lindahl Brothers were able to make patch repairs. The crew is currently completing patch work across roadways.
A permitting application has been submitted pertaining to the culvert on 123rd and Natchez. Currently awaiting a response from all agencies to verify what is required for approval to replace the culvert.
E. West Navajo Ct sidewalk: Alderman Bylut was approached by residents if the City is able to provide a solution for the ruts in the cul-de-sac island due to vehicles driving over it. Director Jasinski provided the history of this issue and what solutions have not worked in the past. Director Jasinski provided possible solutions to the Committee. The solutions consisted of 4 inch boulders being placed on the edge, pave behind with asphalt, and to pave a 4 ft. wide sidewalk behind the curb around the entirety of the island. The boulders are the least expensive solution but they can easily sink further into the ground. Paving behind the back of the curb can show that it is an extension of the road and proceed to drive on it. The 4 ft. wide sidewalk costs $8,800.00.
Alderman Begley stated that the use of the word sidewalk is not ideal and that the sidewalk essentially leads to nowhere. Director Jasinski stated that the terminology should be changed from sidewalk to concrete shoulder.
Alderman Begley suggested no parking signs be added to the cul-de-sac. Director Jasinski stated that that would be a City Council decision to create an order.
Alderman Basso stated that taking the island out should be considered due to regardless of what is added to the island, vehicles will still drive over it.
Alderman Clifford motioned to table this discussion until the next Roads and Construction Committee, seconded by Alderman Begley. On a voice not, the motion passed unanimously.
F. Lindahl Brothers Inc.:
Alderman Clifford motioned to approve payment to Lindahl Brothers Inc, for asphalt patching on Golfview Ln East of Oak Park Ave in the amount of $15,825.00, seconded by Alderman Lewandowski. On a voice note, the motion passed unanimously. --AGENDA
MORRIS ENGINEERING
Aurimas Spucys from Morris Engineering Provided the following updates:
123rd Street Road Reconstruction: On Thursday, September 15, contractors will be evaluating sod. Director Jasinski provided contractors of known addresses with issues. September is the month to complete final inspections.
76th Avenue 131st to 135th LAFO Resurfacing: Minor comments have been received from IDOT. Within the next two weeks, this will be resubmitted after meeting with Director Jasinski. This project is still on schedule for January.
INVOICES
Director Jasinski requested approval of payment to Morris Engineering for engineering services for various projects in the amount of $21,028.80.
