City of Palos Heights Water and Sewer Committee met Sept. 27.

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Bylut called the Water and Sewer Committee meeting to order at 6:31 p.m. In attendance were Chairman Bylut, Alderman Key, Director of Public Works Adam Jasinski, and Recording Secretary Morgan Pukula. Alderman Begley entered at 6:45 p.m.

APPROVAL OF MINUTES

Chairman Bylut made a motion to approve the minutes of the Water and Sewer Committee meeting held on August 23, 2022 seconded by Alderman Key. On a voice vote, the motion passed unanimously.

PUBLIC COMMENT

None.

DIRECTOR’S REPORT

Director Jasinski presented the following reports/considerations:

∙ Water main breaks: There have been 28 water main breaks year to date with an average of 50 a year. One recent one was near Route 83 and Massasoit Ave and we just had one last night on Kiowa Ln and Ishnala Dr. It appears that they are stemming from fire hydrant testing that we recently began. Cleaning the hydrant puts pressure on the pipes, in which these breaks can occur. The flowing of the hydrants is necessary for our system and the fire department for their accurate count of which hydrants are being maintained. We are currently searching for ways to eliminate the flow testing and obtain a calibrated water model that will provide an accurate reading throughout the city.

∙ 127th and RT 83 Construction Update: They have successfully installed the culvert and the top portion is to be completed soon. At that point, the new water main will be installed and is slated to being construction within the next 2 weeks. From Nick’s Barbeque to 127th St, there will be a completely new water main in the intersection. For a temporary period of time, we will run water from Alsip from their regular water main.

∙ 2022 Sewer Rehabilitation Program: The project is approved for a preconstruction meeting and is scheduled for September28th. This project will cover the sewersfromHighlandto131st and Forestview to Oak Park Ave.

∙ Misty Meadow Water Tower Update: In mid-October, we are planning to take the tower down for cleaning. After the last inspection, we observed a significant amount of film on the walls; cleaning the tower will help prevent future bacteria contamination.

⮚ Request approval for foundation repairs at the Misty Meadow Water Tower with Total Waterproofing, Inc. in the amount of $7,350.00 - AGENDA

Chairman Bylut motioned to approve the foundation repairs at the Misty Meadow Water Tower with Total Waterproofing, Inc. in the amount of $7,350.00, seconded by Alderman Key. All in favor, motion carries.

∙ 2 MG Reservoir Rehabilitation Update: City council opened the bids but the two bids were roughly over $500,000 over the engineer’s estimate. The original budget was for $1.3 million, the engineer estimated $1.4 million, and overall it came in at $1.9 million. We are going to need a structure to hold water enough water that will supply to the hospital and the remaining portions of the city. In the past, we were able to subdue this water supply because the amount of neighborhoods was significantly less and the major renovations to the hospital were not complete at the time, leaving less of a demand on the system. We are currently working with the hospital to get an easement for a permanent structure on the grounds of the hospital.

Director Jasinski asked the committee for an extension of this topic until they can bring forth permanent estimates for this project. Chairman Bylut and Alderman agreed to table this subject.

⮚ Request payment approval for professional services with LAN for the 2MG Water Reservoir Reconditioning from June 11th, 2022 through September 2nd, 2022 in the amount of $4,653.75 – VOUCHER

Alderman Key moved to approve the professional services with LAN for the 2MG Water Reservoir, seconded by Chairman Bylut. All in favor, motion carries.

∙ Menominee Lift Station Update: Unfortunately, there is a delay with the equipment, but right now it is scheduled to be delivered by December 9th. Overall, the project looks like it may be moved to next year.

⮚ Request payment approval for professional services with LAN for Inspections and Engineering for the Menominee Lift Station from May 14th, 2022 through September 2nd, 2022 in the amount of $2,055.00 – VOUCHER

Alderman Key moved to approve the payment for the Menomiee Lift Station, Chairman Bylut seconded. All in favor, motion carries.

∙ 70th Ave Lift Station Update: This lift station has a longer lead time, so we are trying to get ahead on designing the next lift station, which has been started.

⮚ Request payment approval for professional services with LAN for the 70th Ave Lift Station Rehabilitation from June 20th, 2022 through September 2nd, 2022 in the amount of $10,246.50 – AGENDA

Chairman Bylut moved to approve the payment for the 70th Avenue Lift Station Rehabilitation in the amount of $10,246.50, seconded by Alderman Key. All in favor, motion carries.

PROFESSIONAL SERVICES

Director Jasinski sought approval for the following:

∙ Part of the GIS Services includes, a set location where we can access all of the water meters. Currently we have spreadsheets but with this, we will physically see all the meters. Water meter replacements will be in the works soon too, due to their 20-year lifespan. This new system will help us color code the meters for replacement, as well as inspecting the site for LED services.

⮚ Request payment approval for professional services with RJN Group for the 2022 and On-Call Sewer System Services through September 2nd, 2022 and for the 2019 GIS Services-ON Call through September 2nd, 2022 in the amount of $4,220.00. – VOUCHER

Chairman Bylut moved to approve the payment for professional services with RJN Group for the 2022 and On-Call Sewer System Services and for the 2019 GIS Services-ON Call in the amount of $4,220.00, seconded by Alderman Key. All in favor, motion carries.

∙ The request for payment approval for Strand Associates, Inc. for the 16-inch Water Main CIP for the month of August, includes the preparation for the 16-inch water main between Austin Ave and Messoide Ave. Alderman Begley asked how far along this project is, which Director Jasinski answered, they are 90% finished with the engineering portion.

⮚ Request payment approval for professional services with Strand Associates, Inc. for the College Drive 16-inch Water Main CIP for the month of August and for the IEPA Project plan for the month of August in the amount of $15,031.54 – AGENDA

Chairman Bylut motions to approve the payment for the 16-inch Water Main CIP for the month of August in the amount of $15,031.51, seconded by Alderman Begley. All in favor, motion carries.

∙ Regarding the payment approval for M.E. Simpson Co., their work was approved by the city council back in February. They are showing about an estimated week of work to do with about a $7,000 payment left, beyond the $12,384.00.

⮚ Request payment approval for professional service with M.E. Simpson Co., Inc. for valves assessed and exercised between September 6th, 2022 to September 16th, 2022 in the amount of $12,384.00 – AGENDA

Chairman Bylut moved to approve the payment approval for M.E. Simpson Co. for valves assessed and exercised in the amount of $12,384.00, seconded by Alderman Key. All in favor, motion carries.
