City of Palos Hills City Council met Oct. 20 

Here is the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m. 

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak 

ABSENT: Brachman

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES: 

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, October 6, 2022 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price NAY: None

ABSENT: Brachman MOTION CARRIED 

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING: 

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: 

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: Mayor Bennett announced that two proposals have been received for 11050 S. Roberts Road. The first bid is from Hong Min for $167,900.00 and the other is from Palos Crossing for $160,000.00. Ald. Price MOVED to accept the higher bid of $167,900.00 from Hong Min. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price NAY: None

ABSENT: Brachman MOTION CARRIED

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES  BY ALDERMEN: 

A. BUILDING & LICENSING: 

Ald. Abed presented the Adopt-A-Lot Ordinance. Mayor Bennett, City Council, and City Attorney Cainkar discussed the permitted and prohibited uses of the program.

B. CITY ADMINISTRATION: 

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES: 

Ald. Price announced the trick or treating hours will be Monday, October 31, 2022 from 3:00pm 7:30pm.

Ald. Price reported that the Resource Department will be hosting a Veterans Day ceremony on Friday, November 11th at Town Square Park at 6:00pm. For more information call the Palos Hills Community Center at 430-4500.

D. ECONOMIC DEVELOPMENT: 

Ald. O’Connell had no report this evening.

E. FINANCE: 

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, October 20, 2022 in the amount of $533,188.74. SECONDED by Ald. Price. Upon roll call the following Ald. voted: AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Lebarre NAY: None

ABSENT: Brachman MOTION CARRIED Ald. Lebarre stated that the Budget review meeting for November 17th will begin at 5:00pm.

F. LEGISLATION & ORDINANCES: 

Ald. Donahue had no report this evening.

G. PARKS: 

Ald. Nowak announced that the Recreation Department will be hosting their Haunted Hills of Palos event next Friday, October 28th and Saturday, October 29th. The cost is $5.00 for adults and kids over 10 years of age, and $3.00 for under 10 years of age. There will be a less scary wagon ride beginning at 6:00pm, the scary ride begins at 7:00pm. For more information call the Palos Hills Community Center at 430-4500.

GOLF:

Ald. Pasek stated that there was a Golf Committee meeting this evening and one of the items discussed is that Pat has arranged a deal with a company to lease purchase 30 golf carts from Medinah Golf Course.

Ald. Pasek MOVED to authorize the Mayor and City Treasurer to arrange for the financing of the golf carts. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted: AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Lebarre, Donahue NAY: None

ABSENT: Brachman MOTION CARRIED

Ald. Pasek MOVED for the placement of slot machines at the Golf course clubhouse. SECONDED by Ald. Nowak.

Ald. Lebarre MOVED to table the motion so that the Economic Development Chair could be present as the impact that this may have on existing businesses that already have machines. SECONDED by Ald. Donahue.

MOTION TABLED

Ald. Pasek mentioned that timbers will be placed on the number 2 and 3 tee box, and there will be some trees possibly cut down over the winter.

H. PLANNING & ZONING: 

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY: 

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of September 2022 as follows: 148 traffic tickets were issued, 135 parking tickets, 20 misdemeanor complaints and 2 felony complaints, there were no criminal homicides, there was 1 rape, there were no robberies, there was 1 aggravated assault and battery; there were 2 burglaries, there were 3 thefts, there were no motor vehicle thefts, no arsons, and our CID Division handled a total of 40 cases.

Ald. Kleefisch reported that a check was received from Carfax in the amount of $120.00.

J. PUBLIC WORKS/SEWER & WATER: 

In the absence of Ald. Brachman there was no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Ald. Donahue reported that the lease for the Hills Baseball has lapsed, and they are not going to renew the lease in Palos Hills. Hills Baseball will continue, but they will be using facilities in Hickory Hills.

Ald. Donahue mentioned the hazardous bridge by the baseball fields. Mayor Bennett stated that Public Works will take it down.

13) ADJORNMENT: 

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Donahue. By voice vote, all voted AYE.

The Meeting adjourned at 7:35p.m.
