City of Palos Hills City Council met Nov. 17.
Here are the minutes provided by the council:
1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.
2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.
3) ROLL CALL: Upon roll call the following Aldermen responded:
PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak
ABSENT: None
4) QUORUM: Mayor Bennett declared a quorum was present.
5) READING OF THE PREVIOUS MEETING MINUTES:
Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, November 3, 2022 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:
AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price NAY: None MOTION CARRIED
6) CITIZENS PETITION: None this evening.
7) CITIZENS HEARING:
Mayor Bennett, the meeting is open to the public for any comments or questions.
Resident of 11240 Sycamore Lane asked why the Agenda isn’t more detailed on what will be discussed at the meeting. City Attorney Cainkar stated that the Agenda shows what Ordinances will be voted on, and Mayor Bennett stated that it is the complete Agenda of what City Council is going to do tonight. The resident asked what the City is doing for Associations. Mayor Bennett stated that the City has no authority to interfere with the operation of an Association as it is a private organization, but if it interfaces with what the City can or cannot do then we would be able to help depending on the matter.
There were no further comments or questions from the public; the public portion of the meeting was closed.
8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:
A. CITY CLERK: No report this evening.
B. CITY ATTORNEY: No report this evening.
C. MAYOR: Mayor Bennett thanked City Council members for attending the Veterans ceremony and Commissioner Violante for organizing the event.
9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:
A. BUILDING & LICENSING:
Ald. Abed brought up the Adopt-A-Lot program Ordinance that was presented at the prior City Council meeting.
City Clerk Mulderink assigned number 2022-12 to that proposed Ordinance.
Ald. Donahue MOVED to waive the reading of proposed Ordinance 2022-12. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:
AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman NAY: None MOTION CARRIED
Ald. Abed MOVED for PASSAGE of Ordinance 2022-12, An Ordinance Of The City Of Palos Hills, Cook County, State Of Illinois, Establishing An “Adopt-A-Lot” Program For The Beautification And Maintenance Of Lots Acquired Through The Metropolitan Water Reclamation District Of Greater Chicago’s Acquisition Of Flood-Prone Properties Program. SECONDED by Ald. Lebarre.
Ald. Lebarre asked if the person who has taken over the property moves out, would it transfer to the new resident.
Mayor Bennett responded that it would go to the individual that signs the Agreement. Upon roll call the following Ald. voted:

Ald. Price had no report this evening.
D. ECONOMIC DEVELOPMENT:
Ald. O’Connell announced that Excel Driving School at 8134 W. 111th Street, LJP Architects at 9957-59 S. Roberts Road, and Jumah Financial Services at 10454 S. Harlem Avenue have all been issued their business licenses.
E. FINANCE:
Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, November 17, 2022 in the amount of $494,806.90. SECONDED by Ald. Donahue. Upon roll call the following Ald. voted:
AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue NAY: None MOTION CARRIED
Ald. Lebarre presented the Appropriation and Levy Ordinances for 2022/2023 which will be brought to Committee.
Ald. Lebarre complimented the Building department for pursuing the owner of the plaza on 107th and Roberts Road to repair the fascia.
F. LEGISLATION & ORDINANCES:
Ald. Donahue had no report this evening.
G. PARKS:
Ald. Nowak had no report this evening.
GOLF:
Ald. Pasek had no report this evening.
H. PLANNING & ZONING:
Ald. Nowak MOVED to approve the recommendation from the Plan Commission to allow an unequal lot split at 10058 S. Roberts Road and have the City Attorney draw the Ordinance. SECONDED by Ald. Pasek.
Ald. Kleefisch asked if our tree Ordinance was invoked on that empty lot before it was cleared. Commissioner Oeffling responded that they were allowed to remove everything invasive. Upon roll call the following Ald. voted:
AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell NAY: None MOTION CARRIED
I. PUBLIC SAFETY:
Ald. Kleefisch reported that a check was received from Forfeited Funds $193.83.
Ald. Kleefisch MOVED for consideration of An Ordinance Amending Title 10, Vehicles And Traffic, Chaper 10.08, Stopping, Standing And Parking, Section 10.08.100, Designated Places – Prohibited, Of The Palos Hills Municipal Code. SECONDED by Ald. Price. Upon roll call the following Ald. voted:
AYE: Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch NAY: None MOTION CARRIED

J. PUBLIC WORKS/SEWER & WATER:
Upon request of Ald. Brachman, City Clerk Mulderink assigned Resolution number 665 to A Resolution Of The City Of Palos Hills Concerning Public Works Projects On Or Near State Of Illinois Highways During The 2023 And 2024 Calendar Years.
After the reading of Resolution 665, Ald. Brachman MOVED for ADOPTION of same. SECONDED by Ald. Kleefisch. Upon roll call the following Ald. voted:
AYE: Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek NAY: None MOTION CARRIED
10) REPORTS OF SPECIAL COMMITTEES: None this evening.
11) UNFINISHED BUSINESS: None this evening.
12) MISCELLANEOUS BUSINESS: Ald. Lebarre reported that he was recently made aware that during the Vietnam conflict the City of Palos Hills had one casualty who was killed in combat in 1968 and as long as there are no objections and permission from the family is received, would like to have a memorial for him at Veterans Memorial.
Mayor Bennett stated that for the record as far as transparency, the City of Palos Hills posts everything on the website; documentation, financial, applications, etc. If anyone has trouble locating the information, give us a call and we can assist.

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.
