1. CALL TO ORDER - JAMES W. FORD, MAYOR
A Regular Meeting of the City Council, City of Country Club Hills, Cook County, State of Illinois, was held in the City Hall 4200 W. 183rd Street at 7:15PM. The meeting was called to order by the Honorable James W. Ford, Mayor
1a. PLEDGE OF ALLEGIANCE
The Pledge of allegiance was presented by all in attendance and lead by Mayor Ford.
2. ROLL CALL – PATRICIA D. HUTSON, CITY CLERK .
Those on Roll Call answering present were:
Alderman Lockett, Alderman Davis, Alderwoman Evans, Alderman Spivey, Alderman Edwards, and Mayor Ford.
Also in attendance were City Administrator Carl Estelle, Attorney Felicia Frazier and the Administrative Team.

Invocation was presented by Pastor Anthony Tiller of Jeremiah Temple Church in Country Club Hills

COMMUNICATIONS AND REPORTS BY MAYOR FORD:
Mayor Ford welcomed everyone back from the holidays into the New Year. Mayor Ford then acknowledged that today is National Law Enforcement Day and complimented the Country Club Hills Police Department for the hard work.

A. Approval - City Accounts Payables Vouchers as of 01.09.2023
Alderman Lockett moved for City Council approval of AP Vouchers for 01.09.2023 in the amount of $714,499.38 including a new snow plow in the amount of $19,999.00. Second, Alderman Davis. Discussion-Alderman Lockett shared the 2023-2024 Theater Budget will be on the agenda for the next City Council Meeting on January 23rd.

Law, Ordinance, Government Operations & Contract - Alderwoman Evans, Chairman (Committee Meeting - TBA)
Alderwoman Evans shared her next Committee Meeting will be held February 2, 2023 at 5:30pm.
Public Works and Utilities - Alderman Davis, Chairman (Committee Meeting – TBA)
Alderman Davis shared an update to the DECO Grant; it should go out for bid next month.
Economic Development & Planning, Zoning & Development - Alderman Spivey, Chairman (Committee Meeting – TBA)
A. Approval - IML TIF Resolution
Alderman Spivey moved for City Council approval of IML TIF Resolution R-01-23. Second, Alderman Lockett. Discussion- Alderman Spivey shared this Resolution is a strongly suggested document to have in place per IML. Alderman Spivey then asked Attorney Felicia Frazier to expound on this item. Attorney Frazier shared TIF (a mechanism for municipalities to spur economic development) was created in 1977 and the mandated reporting requirements for TIF changed some time ago in May of 2021 the general assembly passed HB 571 and this legislation expanded the TIF requirements and made it more challenging because Municipalities are required to select a consultant to provide analysis of the projected increment and actual debt service. IML opposed this changed as an unfunded mandate.
Education, Parks & Recs - Alderman Edwards, Chairman (Committee Meeting – TBA)
Alderman Edwards shared the seniors of the Victory Center appreciated Country Club Hills help especially his and Mayor Ford for their donations. Ald. Edwards shared the seniors sent thank you letters to himself and Mayor Ford as well. Alderman Edwards also shared the Southland Toy-Give-Away in Matteson was a great success. He shared Country Club Hills was greatly represented. Lastly, Alderman Edwards shared his next Committee Meeting will be held February 2nd at 5:00pm.

11. ALDERMANIC REPORTS
Alderman Edwards shared the purpose and goal of his committee is to provide assistance to school i.e. SD# 227, SD #44, SD#228 and SD#160. He also shared he will reach out to Director Johnson to see how he can assist him in his new role and Director of Parks and Recs.
Alderman Spivey wished everyone a Happy New Year and then shared per Fire Chief there had been a couple of fire and he will follow up to assist the residents in need.
Alderwoman Evans shared her next Committee meeting will be held 02.02.2023 at 5:30pm. She then shared most of the hard work for residents is done during committee meetings and encouraged everyone to attend.
Alderman Lockett asked everyone to please keep his family in prayer as his brother-in-law (Timothy) was hit in a hit-and-run in Chicago and his brother-in-law's brother (David)was killed. Alderman Lockett then shared that in this new year let's get the work done for the residents.
Alderman Davis wished everyone a Happy New Year and shared he is looking forward to working with everyone.
Mayor Ford shared his congratulations to the legislators who will be sworn in this week in Springfield. Mayor shared Senator Hastings and State Rep Debbie Meyers-Martin will be sworn in Wednesday and we look forward to working with them. Lastly, Mayor Ford shared kudos to Congresswoman Robin Kelly on her attendance in Washington D.C. last week during last week's Speaker of the House meetings as she was right up front at all times. Lastly, Mayor Ford congratulated Congresswoman on her swearing-in as well.
