City of Country Club Hills City Council met March 13

Here are the minutes provided by the council: 

1. CALL TO ORDER – JAMES W. FORD, MAYOR 

A Regular Meeting of the City Council, City of Country Club Hills, Cook County, State of Illinois, was held in the City Hall 4200 W. 183rd Street at 7:10pm. The meeting was called to order by the Honorable James W. Ford, Mayor 

1a. PLEDGE OF ALLEGIANCE 

The Pledge of Allegiance was presented by all in attendance and lead by Mayor Ford.

2. ROLL CALL – PATRICIA D. HUTSON, CITY CLERK 

Those on Roll Call answering present were:

Alderman Lockett, Alderman Davis, Alderman Spivey, Alderman Edwards and Mayor Ford.

Also in attendance were City Treasurer Jennifer A. Braun-Denton, City Administrator Carl Estelle, Attorney Felicia Frazier and the Administrative Team.

Excused and absent – Alderwoman Lisa Evans

3. INVOCATION - CLERGY OR DESIGNEE 

Invocation was presented by Leroy Barnes, resident, of Country Club Hills.

4. JOURNAL PROCEEDINGS 

Approval of Meeting Minutes:

A. Approval - Special Meeting Minutes 03.02.2023 

Alderman Lockett moved for City Council approval of Regular Meeting Minutes for 03.02.2023. Second, Alderman Edwards. Discussion-None

ROLL CALL VOTE: 

Ayes: 4 Alderman Lockett, Davis, Spivey, and Edwards

Nays: 0

Abstains: 0

Absent: 1 Alderwoman Evans

Motion Declared Carried and Hereby Made a Part of the Original Journal of Proceedings this date.

5. COMMUNICATIONS AND REPORTS BY MAYOR FORD: 

Mayor Ford presented videos of the city's Daddy Daughter Sweetheart Ball, The Black History Awards Program and the 2023 Theater Summer Concert Season Promotional video with Lady Red.

6. CITY CLERK'S REPORT - PATRICIA D. HUTSON, CITY CLERK 

City Clerk Patricia D. Hutson shared information on the recent change of Polling Location from St. Emeric to St. John Lutheran along with printed flyers for Early Voting and Polling Locations for the upcoming April 4th Consolidated Election. Clerk Hutson shared she attended the Daddy Daughter Sweetheart Ball and the Black History Awards Program and both were well planned, well attended, fun, inspiring and educational.

7. COMMITTEE REPORTS: 

Finance, Insurance, & Risk Management - Alderman Lockett, Chairman

Approval - Accounts Payables as of 03.13.2023 

Alderman Lockett moved for City Council approval of AP Vouchers for 03.13.2023 in the amount of $ 625,746.47. Second, Alderman Edwards.

Alderman Lockett also shared the city recently offered CPR Training with Certification for staff.

Law, Ordinance, Government Operations & Contract - Alderwoman Evans, Chairman (Committee Meeting – TBA)

Alderman Edwards shared the next committee meeting will be held March 23, 2023 at 5:30pm

Public Works and Utilities - Alderman Davis, Chairman

Approval - A Resolution for 2023 CDBG Infrastructure Improvements 

Alderman Davis moved for City Council approval of a Resolution for 2023 CDBG Infrastructure Improvements. Second, Alderman Lockett. Alderman Davis shared the CDBG 2023 Infrastructure Improvements will be investigating the conditions of approximately 10% of the sanitary sewer systems. If awarded the $400,000 approximately 6,600 linear feet of sanitary sewer will be internally lined to extend the life the existing sewers. The sizes range from 8 to 12 inches. Discussion-Alderman Edwards asked if there will be meeting for the bids. Alderman Davis responded this is for the bid.

Alderman Davis also shared we are currently working on the bid documents. Our Finance Director, Amin Hassan has completed and submitted the last documents in regards to the City Finances.

Education, Parks & Recs - Alderman Edwards, Chairman

Alderman Edwards thanked all elected officials and staff members who donated towards the pizza party for the 7th and 8th grade Basketball teams for their recent award winning season. Alderman Edwards shared their pizza party will be held tomorrow March 21st at SD#144 from 5:00 to 7:30pm. Lastly, Alderman Edwards shared his committee meeting will be held March 23, 2023 at 5:00pm.

8. MOTION TO OPEN THE FLOOR TO THE PUBLIC 

Alderman Lockett moved for City Council approval to open the floor to the public. Second by Alderman Edwards,

9. PUBLIC PORTION OF MEETING 

Mr. Hosea Gray, resident, shared he recently saw the concert theater line up and he thought it was a great line-up but the city has lost $13 million dollars since its inception and $150,000 was lost last year. Mr. Gray shared he has FOIA's from 2006 regarding the theater losses. Mr. Gray then shared the red light cameras have provided no proof of safety compliances. He FOIA'd Safespeed and has not received a response. Mr. Gray shared he received a ticket from the camera at 175th St. and has no proof of the calibration of the cameras. Mr. Gray asked for the cost of the Street Sweeper lease which was approved for 5 years. Mr. Gray pertaining to the CDBG where will the city use the $400,000. Lastly, Mr. Gray shared the Water System Improvement balance is only $140,000 per his FOIA and that is very low and we may not be on target.

Leroy Barnes, resident, shared he had the opportunity earlier this morning to attend the ribbon cutting and tour of the CJ Logistics and Coregistics businesses in the SC Johnson building and he was quite impressed with their shared location, products, their production lines and the overall businesses that have chosen to invest in Country Club Hills.

10. MOTION TO CLOSE FLOOR TO THE PUBLIC 

Alderman Lockett moved for City Council approval to close the floor to the public. Second by Alderman Edwards,

11. ALDERMANIC REPORTS 

City Treasurer, Jennifer A. Braun-Denton, shared condolences to Loretta Baker, long time resident, of Ward 1 and her family on the loss of her son. Treasurer Braun-Denton then shared condolences to Walter Funchess and his family on the loss of his wife and long time resident, Cleo Funchess.

Alderman Edwards shared he is working on donations for students of the 8th and 12th grade graduating classes.

Alderman Spivey shared his Community Engagement Meeting will be held April 16th at 6:00pm.

Alderman Lockett shared he attended the Daddy Daughter Sweetheart Ball and the Black History Program along with Clerk Hutson and Treasurer Braun-Denton and both were amazing events. Alderman Lockett shared kudos to public works for keeping the city clean. Lastly, Alderman Lockett encouraged everyone to read the Police Department's February Newsletter and especially the Crime Prevention Safety Tip for Parents on the secret Snapchat photo vault that some teenagers may hide from their parents.

Alderman Davis addressed Mr. Gray's concerns about the CDBG. He shared the city is applying for the for the sanitary and sewer lines. Alderman Davis then addressed Mr. Gray's concerns about the street sweeper. He shared the financing is at 5.65% with an annual fee of $74,000 and a total cost of $315,255.00. Alderman Davis shared he too attended the SC Johnson building ribbon cutting and tour and was very impressed and pleased to see these types of businesses attracted to the City of Country Club Hills. Lastly, Alderman Davis shared the employment contact information for the businesses.

Mayor Ford shared his condolences for Alderman Edwards and his family on the loss of the Alderman's niece and nephew, one locally and the other from Atlanta. Mayor then shared he enjoyed the ribbon cutting with all in attendance and was happy to have these businesses come to Country Club Hills. Mayor Ford then addressed Mr. Gray's comments sharing his numbers were incorrect. There were comments between Mayor Ford and Mr. Gray regarding this matter.

Alderman Lockett moved for adjournment. Second by Alderman Edwards, Discussions - None.
