City of Country Club Hills City Council met March 27

Here are the minutes provided by the council:

1. CALL TO ORDER – JAMES W. FORD, MAYOR 

A Regular Meeting of the City Council, City of Country Club Hills, Cook County, State of Illinois, was held in the City Hall 4200 W. 183rd Street at 7:30PM. The start time was adjusted as the City Council was in need of a quorum and Alderman Spivey was in route. The meeting was called to order by the Honorable James W. Ford, Mayor 

1a. PLEDGE OF ALLEGIANCE 

The Pledge of allegiance was presented by all in attendance and lead by Mayor Ford.

2 ROLL CALL - PATRICIA D. HUTSON, CITY CLERK 

Alderman Lockett, Spivey, Edwards and Mayor Ford. Also in attendance were the City Treasurer- Jennifer A. Braun-Denton, City Administrator-Carl Estelle and the Administrative Cabinet.

Excused as Absent - Alderman Davis and Alderwoman Evans

3. INVOCATION - CLERGY OR DESIGNEE 

The Invocation was lead by Pastor James King of the United Christian Church in Country Club Hills.

4. JOURNAL PROCEEDINGS 

Approval of Meeting Minutes:

Approval - Regular Meeting Minutes 03.13.2023 

Alderman Lockett moved for City Council approval of Regular Meeting Minutes 03.13.2023. Second, Alderman Edwards. Discussion-None

ROLL CALL VOTE: Ayes: 3 Alderman Lockett, Spivey and Edwards

Nays: 0

Abstains:

Absent: 2 Alderman Davis and Alderwoman Evans

Motion Declared Carried and Hereby Made a Part of the Original Journal of Proceedings this date.

5. COMMUNICATIONS AND REPORTS BY MAYOR FORD:

Mayor Ford shared that Solo Cup Company will occupy the Cubes building on 183rd St. Mayor Ford stated having this business occupying the site will bring much needed revenue to the city within 2-3 years and this is one of the many projects that are ongoing in Country Club Hills. Mayor Ford then reminded everyone that early voting is currently available through Monday April 3rd

Alderman Lockett asked to be recognized and shared with the audience that Mayor Ford recently lost is sister and Alderman Lockett asked everyone to keep the family in prayer.

6. CITY CLERK'S REPORT – PATRICIA D. HUTSON, CITY CLERK 

City Clerk Patricia D. Hutson also reminded everyone that early voting is in process until April 3rd. Those who have requested a mail-in ballot and upon receipt decide they prefer in person voting please remit the mail-in ballot to the election judge when you go to your polling place to vote or mail in the ballot or drop off the mail-in at Markham Court House in their secured metal ballot box. Clerk Hutson then shared a recent Cook County mailer she received and encouraged everyone not to discard but to keep it because it has your nearest early voting site, precinct number and polling site on election day information. Clerk Hutson also shared she prepared flyers on the polling place locations including the St. Emeric site changed to St. John Lutheran and Early Voting sites and they are on the website, lobby and the information table.

7. CITY FINANCIAL REPORT - AMIN HASSAN - DIRECTOR OF FINANCE, JENNIFER A. BRAUN-DENTON-CITY TREASURER AND PATRICIA D. HUTSON, CITY COLLECTOR 

City Financial Report as of February 28, 2023.

Treasurer Jennifer A. Braun-Denton shared the monthly Financial Report is in the Aldermen's packets and if there are any questions to please let her know. Alderman Edwards asked to be recognized and asked Treasurer Braun-Denton for a summary response to his previous Theater concerns and Treasurer Braun-Denton shared she is still researching and as soon as she has the answers she will let him know.

8. COMMITTEE REPORTS: 

Finance, Insurance, & Risk Management - Alderman Lockett, Chairman

Approval - Accounts Payables as of 03.27.2023 

Alderman Lockett moved for City Council approval of vouchers in the amount of $1,450,311.67 for 03.27.2023 as funds are available. Second, Alderman Edwards. Discussion - None

Law, Ordinance, Government Operations & Contract - Alderwoman Evans, Chairman

Alderman Edwards shared that Alderwoman Evans next committee meeting will be held April 20th at 5:30pm Public Works and Utilities - Alderman Davis, Chairman (Committee Meeting – TBA)

Approval - Accepting Building Department Contractor Bids for grass cutting on vacant and non compliant properties within the city limits per the March 23, 2023 Bid Opening.

Alderman Lockett moved for City Council approval of Department Contractor Bids for grass cutting on vacant and non compliant properties within the city limits per the March 23, 2023 Bid Opening. Second, Alderman Edwards. Discussion-Alderman Lockett shared there were three additional contractors who submitted their packets and will be used as backup contractors. Alderman Spivey asked Alderman Lockett to repeat the names and he did so.

Economic Development & Planning, Zoning & Development - Alderman Spivey, Chairman (Committee Meeting – TBA)

Alderman Spivey gave Mayor Ford his condolences on the loss of his sister. Alderman Spivey then shared is concern that he. EDC Chairman, is not being notified of the potential business openings such as the Solo Cup Company. Mayor Ford shared he found out by reading Crain's Chicago Business. There was ongoing discussion between Alderman Spivey and Mayor Ford regarding the flow of businesses coming into Country Club Hills.

Education, Parks and Recs-Alderman Edwards, Chairman

Alderman Edwards shared he met with SD#144 and SD#228 and he is working on the May the 25th graduation, June 2nd last day of school, May the 18th dinner dance at Odyssey, April 19th basketball banquet all my supplies gifts must be submitted by April 25th for graduation and he is working on this mentoring program.

9.  MOTION TO OPEN THE FLOOR TO THE PUBLIC 

Alderman Lockett moved for City Council approval to open the floor to the public. Second by Alderman Spivey, Discussions - None

10. PUBLIC PORTION OF MEETING 

Nancy Switzer, resident, shared her concern about the Cubes building on 183rd Street occupancy and approval decision process flow.

Stanley Canty, resident, shared his concerns about the speeding near his home and the recent vehicle crash next door to his home. He shared the neighborhood has safety concerns and he would the Police Department to monitor an assist with this ongoing problem. Mr. Canty also offered his services if needed. Mr. Canty then shared there is a ditch near his home that is in need of cleaning and maintenance because it is an eyesore.

Jimmie Griffin, resident, shared his concern about the speeding because the vehicle crash was at his home on 177th and Springfield. He also asked if he could get assistance with his mangled front yard.

Mayor Ford shared he will have public works go to his home tomorrow to assist. Mayor Ford also shared he will work with the Police Department on installing the speed bumps as needed. Mayor Ford then shared as the weather conditions improve he will continue the street repair program. Lastly, Mayor Ford shared that Solo Cup Company will have to follow the city Ordinance requirements.

Alderman Lockett moved for City Council approval to open the floor to the public. Second by Alderman Edwards, Discussions - None

12. ALDERMANIC REPORTS 

Alderman Lockett, wished everyone a Happy Easter and reminded everyone to be safe.

Alderman Spivey thanked everyone for coming and wished them well.

Alderman Edwards addressed Mr. Griffin's concerns and reminded him that per their conversation he will assist him with his concerns.

Treasurer - Jennifer A. Braun-Denton wished everyone a Happy and safe Easter Holiday.

Alderman Lockett moved for adjournment. Second by Alderman Edwards. Discussion - None
