City of Country Club Hills City Council met April 10.

Here are the minutes provided by the council:

1. CALL TO ORDER – JAMES W. FORD, MAYOR

A Regular Meeting of the City Council, City of Country Club Hills, Cook County, State of Illinois, was held in the City Hall 4200 W. 183rd Street at 7:08pm. The meeting was called to order by the Honorable James W. Ford, Mayor

1a. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was presented by all in attendance and lead by Mayor Ford.

2. ROLL CALL - PATRICIA D. HUTSON, CITY CLERK

Those on Roll Call answering present were:

Alderman Lockett, Alderman Davis, Alderman Spivey and Mayor Ford.

Also in attendance were City Treasurer Jennifer A. Braun-Denton, City Administrator Carl Estelle, Attorney Felicia Frazier and the Administrative Team.

Absent and in route - Alderman John Edwards

Alderman Edwards arrived at 7:10pm

Excused and absent - Alderwoman Lisa Evans

3. INVOCATION – CLERGY OR DESIGNEE

Invocation was presented by Adron Robinson of Hillcrest Baptist Church of Country Club Hills.

4. JOURNAL PROCEEDINGS

Approval of Meeting Minutes:

A. Approval - Regular City Council Meeting Minutes 03.27.2023

Alderman Lockett moved for City Council approval of Regular Meeting Minutes for 03.27.2023. Second, Alderman Davis. Discussion-None

ROLL CALL VOTE: Ayes: 4 Alderman Lockett, Davis, Spivey, and Edwards

Nays: 0

Abstains: 0

Absent: 1 Alderwoman Evans

Motion Declared Carried and Hereby Made a Part of the Original Journal of Proceedings this date.

5. COMMUNICATIONS AND REPORTS BY MAYOR FORD:

Mayor shared his appreciation to those who came out to vote in the recent election and thanked the residents for allowing him to serve for four more years.

6. CITY CLERK'S REPORT - PATRICIA D. HUTSON, CITY CLERK

City Clerk Patricia D. Hutson thanked voters for performing their civic duty by voting and also thanked the Police Department, Public Works and all participating staff members for their assistance in the setting up and taking down preparation for the election. Clerk Hutson also thanked everyone for their support.

7. COMMITTEE REPORTS:

Finance, Insurance, & Risk Management - Alderman Lockett, Chairman (Committee Meeting – TBA)

A. Approval - Accounts Payables as of 04.10.2023

Alderman Lockett moved for City Council approval of AP Vouchers for 04.10.2023 in the amount of $632,211.63. Second, Alderman Davis. Discussion-None.

Nays: 0

Abstains: 0

Absent: 1 Alderwoman Evans

Law, Ordinance, Government Operations & Contract – Alderwoman Evans, Chairman (Committee Meeting - TBA)

Public Works and Utilities - Alderman Davis, Chairman (Committee Meeting - TBA)

Street repairs on 183rd Street have resumed and the temporary stripping has been placed and the permanent will follow in May. Additional monies for street repairs are expected soon as well. CDBG and DECO are also on target. Alderman Edwards asked if there were any bids and Mayor shared Jerry Townsend will let him know.

Economic Development & Planning, Zoning & Development - Alderman Spivey, Chairman (Committee Meeting – TBA)

Alderman Spivey announced his next Committee Meeting will be held on April 13th 6:30pm at City Hall.

Education, Parks & Recs - Alderman Edwards, Chairman (Committee Meeting - TBA)

Alderman Edwards announced his next Committee Meeting will be held on April 27th at 5:00pm followed by Law and Ordinance at 5:30pm. Alderman Edwards also shared he has been working with the local school district of elementary and high school on assistance for their upcoming graduates by reaching out to local businesses for gift cards and other donations.

8. MOTION TO OPEN THE FLOOR TO THE PUBLIC

Alderman Lockett moved for City Council approval to open the floor to the public. Second by Alderman Edwards, Discussions - None

Absent: 1 Alderwoman Evans

9. PUBLIC PORTION OF MEETING

Leroy Barnes, 12 year resident, shared his congratulations for those who were re-elected and the newly elected. He also shared his concern for elected officials and their accountability, availability and actually working for the residents.

Fred Braun, resident, shared his concern for the lack of clean up after the storms by public works and asked someone to address the abandoned car that has been parked on his bock for several weeks.

10. MOTION TO CLOSE FLOOR TO THE PUBLIC

Alderman Lockett moved for City Council approval to close the floor to the public. Second by Alderman Edwards, Discussions - None

ROLL CALL VOTE: Ayes: 4 Alderman Lockett, Davis, Spivey, and Edwards

Nays: 0

Abstains: 0

Absent: 1 Alderwoman Evans

11. ALDERMANIC REPORTS

Alderman Edwards shared he did a survey of residents on election day and they were concerned about children playing in a burned down barn that is on unincorporated Cook County land. He shared there are houses in need of repair and he agrees with Mr. Barnes on aldermanic performance. He asked for a demo grant for vacant houses and pothole repairs. Lastly, he will volunteer with the Park District in whatever way is needed.

Alderman Spivey shared he will have a 4th ward meeting and thanked everyone for voting.

Alderman Lockett asked for a moment of silence for Nurse Brown's husband Mr. Brown who recently passed. Alderman Lockett also asked everyone to pray for his aunt and lastly he reminded the ladies to attend the Hats-N-Heels event on May 13th

Alderman Davis reminded everyone about the Community Safety meeting tomorrow 6:00pm at City Hall. He also reminded everyone about the Spring Fling 04.22.2023 11am to 1pm.

Mayor Ford shared if anyone missed the meetings they can attend tomorrow. He also asked the alderpersons to help identify needed sidewalk repairs.

12. ADJOURNMENT

Alderman Lockett moved for adjournment. Second by Alderman Edwards, Discussions - None.
