City of Palos Hills City Council met April 6

City of Palos Hills City Council met April 6.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, March 16, 2023 as presented. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

Michael Pizur of 11120 Possum Drive introduced himself and discussed his position on the district 118 school board; he also explained how he intends to improve the dialogue between 118 and Palos Hills going forward.

There were no further comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING: Ald. Abed had no report this evening.

B. CITY ADMINISTRATION: Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price announced that the City will be having a Trash to Treasures event on Saturday, May 13th; if you’d like to buy a table, contact Lisa at 708-430-4500. The new brochure is getting mailed out to residents, and resident registration begins Tuesday, April 11th and non-registration begins Thursday, April 13th.

Ald. Price reminded all that there is a Community Resource Committee meeting scheduled for April 20th at 5:30pm.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell reported that the Hills Chamber of Commerce hosted the Business & Community Expo at Conrady Jr High on March 25th which was a very successful event.

Ald. O’Connell announced that Active Care Home Care has opened in the City and was issued their business license.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, April 6, 2023 in the amount of $452,453.01. SECONDED by Ald. Donahue. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None MOTION CARRIED

Mayor Bennett entertained a motion to approve the Public Works agreement. SO MOVED Ald.

Lebarre. SECONDED by Ald. Donahue. Upon roll call the following Ald. voted:

AYE: Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None MOTION CARRIED

Ald. Lebarre stated at the last City Council meeting he had presented An Ordinance Relating To Compensation For City Officers & Employees.

City Clerk Mulderink assigned number 2023-5 to that proposed Ordinance.

Ald. Donahue MOVED to waive the reading of proposed Ordinance 2023-5. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue

NAY: None MOTION CARRIED

Ald. Lebarre MOVED for PASSAGE of Ordinance 2023-5, An Ordinance Relating To

Compensation For City Officers & Employees. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell

NAY: None MOTION CARRIED

Ald. Lebarre reported that he received thanks from residents for the Police Department including the mailer that was sent with the water bill.

F. LEGISLATION & ORDINANCES: Ald. Donahue had no report this evening.

G. PARKS:

Ald. Nowak announced that the Citizen input meeting for Indian Woods Park will take place on Monday, April 10th at City Hall; the meeting will begin at 6pm and Commissioner Oeffling will be going over the Roberts Road drainage project, and Commissioner Violante will be explaining some ideas of the new park amenities for the park.

GOLF:

Ald. Pasek MOVED for consideration of An Ordinance Of The City Of Palos Hills Authorizing The Borrowing Of Not More Than $100,625.00 From CIBC Bank USA For The Purchase Of Golf Carts For Use At The Palos Hills Municipal Golf Course. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton

NAY: None MOTION CARRIED

City Clerk Mulderink assigned number 2023-6 to that proposed Ordinance.

Ald. Pasek MOVED for PASSAGE of Ordinance 2023-6, An Ordinance Of The City Of Palos Hills Authorizing The Borrowing Of Not More Than $100,625.00 From CIBC Bank USA For The Purchase Of Golf Carts For Use At The Palos Hills Municipal Golf Course. SECONDED by Ald. Price.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of February 2023 as follows: 116 traffic tickets were issued, 154 parking tickets, 18 misdemeanor complaints and 1 felony complaint, there were no criminal homicides, there were no robberies, there was 1 aggravated assault and battery; there were 3 burglaries, there were 4 thefts, there were 2 motor vehicle thefts, and our CID Division handled a total of 43 cases.

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of March 2023 as follows: 159 traffic tickets were issued, 146 parking tickets, 8 misdemeanor complaints and 1 felony complaint, there were no criminal homicides, there were no robberies, there were no aggravated assault and batteries; there were 5 burglaries, there was 1 theft, there were 3 motor vehicle thefts, and our CID Division handled a total of 37 cases.

Ald. Kleefisch MOVED for consideration of An Ordinance Of The City Of Palos Hills Authorizing The Borrowing Of Not More Than $382,320.00 From CIBC Bank USA For The Purchase Of Motor Vehicles For Use By The Palos Hills Police Department. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

NAY: None MOTION CARRIED

Ald. Kleefisch MOVED for PASSAGE of Ordinance 2023-7, An Ordinance Of The City Of Palos Hills Authorizing The Borrowing Of Not More Than $382,320.00 From CIBC Bank USA For The Purchase Of Motor Vehicles For Use By The Palos Hills Police Department. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None MOTION CARRIED

Ald. Kleefisch reported that we received three checks: one from Iris Martinez Clerk of the Circuit Court in the amount of $490.00, the second from Consolidated High School 230 in the amount of $12,311.98, and the last from Carfax in the amount of $100.00.

Ald. Kleefisch thanked the Parks Department for the Bunny Breakfast and Easter Egg Hunt that was hosted.

Mayor Bennett stated that Palos Hills was ranked the 4th lowest crime rate out of 1,300 cities and villages in the state of Illinois, and thanked Chief Cucio as well as our residents.

J. PUBLIC WORKS/SEWER & WATER: Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: None this evening.

13) ADJORNMENT: No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:20p.m.
