City of Country Club Hills City Council met May 8

Here are the minutes provided by the council:

1. CALL TO ORDER - JAMES W. FORD, MAYOR 

A Regular Meeting of the City Council, City of Country Club Hills, Cook County, State of Illinois, was held in the City Hall 4200 W. 183rd Street at 7:07pm. The meeting was called to order by the Honorable James W. Ford, Mayor

1a. PLEDGE OF ALLEGIANCE 

The pledge of allegiance was lead by the Honorable James W. Ford, Mayor.

2. ROLL CALL - PATRICIA D. HUTSON, CITY CLERK 

Those on Roll Call answering present were:

Alderman Lockett, Alderman Davis, Alderman Spivey, Alderman Edwards and Mayor Ford.

Also in attendance were City Treasurer Jennifer A. Braun-Denton, City Administrator Carl Estelle, Attorney Felicia Frazier and the Administrative Team.

Absent - Alderwoman Lisa Evans

3. INVOCATION ― CLERGY OR DESIGNEE 

Invocation was presented by Pastor Llewellyn Dixon Jubilee Faith Community Church of Country Club Hills.

4. JOURNAL PROCEEDINGS 

Approval of Meeting Minutes:

A. Approval - City Council Regular Meeting Minutes 04.24.2023 and Administrative Meeting Minutes 05.01.2023 

Alderman Lockett moved for City Council approval of Regular Meeting Minutes for 04.24.2023 and Administrative Meeting 05.01.2023. Second, Alderman Davis. Discussion-None

ROLL CALL VOTE: 

Ayes: 4 Alderman Lockett, Davis, Spivey, and Edwards

Nays: 0

Abstains: 0

Absent: 1 Alderwoman Evans

Motion Declared Carried and Hereby Made a Part of the Original Journal of Proceedings this date.

5. COMMUNICATIONS AND REPORTS BY MAYOR FORD: 

Mayor Ford wished all the Mothers a Happy Mother's Day. Mayor Ford then announced the 2023 Summer Concert Series at the Country Club Hills Theater is online and in the lobby. Lastly Mayor announced the 10th Annual post Mother's Day Free Concert Saturday June 3rd at 5pm.

6. CITY CLERK'S REPORT - PATRICIA D. HUTSON, CITY CLERK 

Clerk Hutson shared the 2023 Baseball Opening Day is set for Saturday May 13th at 10am and more information is available from the Park District. Clerk Hutson also announced the Swearing In for the Mayor, Clerk and Treasurer will be held Monday May 22nd at 7:00pm. Lastly, Clerk Hutson shared the Pre-School Health Screenings for Sykuta will be available July 19th and 20th 8:30am to 2:00pm at Sykuta School 4301 W. 180th St. 

7. COMMITTEE REPORTS: 

Finance, Insurance, & Risk Management - Alderman Lockett, Chairman (Committee Meeting - TBA)

A. Approval - Accounts Payables as of 05.08.2023

Alderman Lockett moved for City Council approval for the 2 Accounts Payables as of 05.08.2023. Second, Alderman Davis. Discussion-None

B. Approval - 2023 Annual Group Insurance Renewals Via BSBSIL & Principal Insurance

Alderman Lockett moved for City Council approval for the 2023 Annual Group Insurance Renewals Via BSBSIL & Principal Insurance. Second, Alderman Davis. Discussion- None

Alderman Lockett moved for City Council approval to Lay the Fiscal Year 2024 Budget on the Table. Second, Alderman Spivey. Discussion-None

Law, Ordinance, Government Operations & Contract - Alderwoman Evans, Chairman

NO REPORT 

Public Works and Utilities - Alderman Davis, Chairman (Committee Meeting – TBA)

Alderman Davis shared the DECO road improvements are in process, the Bid books are complete and the Bids should go out within the coming weeks. He shared they anticipate the opening by June 1st. Alderman Davis then asked each alderman to provide a list of sidewalk trip hazards in their wards for repair.

Economic Development & Planning, Zoning & Development - Alderman Spivey, Chairman

(Committee Meeting – TBA)

Alderman Spivey shared that EDC Shred Day is scheduled for Saturday June 17th 9am to 12pm

Education, Parks & Recs - Alderman Edwards, Chairman (Committee Meeting – TBA)

Alderman Edwards shared he attended the ribbon pinning ceremony at SD#144 with about 300 8th graders. He thanked the Fire Chief and Deputy Chief for their brilliant display at the High School Senior event discussing the need for safety and caution as they prepare for senior prom. Alderman Edwards also shared he has collected and given away over $1,000 of gift cards for haircuts, Dock's Seafood, Hook-N-Reel etc to 2023 elementary and high school graduates.

8. MOTION TO OPEN THE FLOOR TO THE PUBLIC 

Alderman Lockett moved for City Council approval to open the floor to the public. Second by Alderman Edwards, Discussions - None

9. PUBLIC PORTION OF MEETING 

Leroy Barnes, resident, inquired as to how residents will know about different city events. He also inquired as to if an alderperson is not in attendance how does their committee move forward. He then asked the timeline for the street repairs. Lastly, Mr. Barnes suggested that information should be shared in the water bills.

Fred Braun, resident, shared he previously attended a council meeting and shared his concern about an abandoned vehicle on his block and branches that were not picked up. Both of his concerns have been addressed and he has returned to shared his appreciation.

Steve Burris, resident and Rich Township Trustee, inquired as to when the public will have access to the 2023-2024 Draft Budget.

10. MOTION TO CLOSE FLOOR TO THE PUBLIC 

Alderman Lockett moved for City Council approval to close the floor to the public. Second by Alderman Edwards, Discussions - None

11. ALDERMANIC REPORTS 

Alderman Edwards announced he will have an Education, Parks and Recs Committee Meeting at 5:30pm. He announced he will assist Park and Recs for the baseball season. He then shared he received thank you notes from SD#144 for their donors and wished everyone a great evening.

Alderman Spivey wished all the ladies a Happy Mother's Day and shared that EDC will host Shred Day Saturday June 17th and it will be shared on the website.

Alderman Edwards shared if a Committee Chair is absent they sometimes communicate with each other or there is no movement.

Alderman Lockett asked for a moment of silence on the passing of Maryann Clifford, a longtime resident. He then shared the Hat-N-Heels Mother's Event will be held Saturday May 13th at 1pm. Lastly, Alderman Lockett wished all the Mother's a Happy Mother's Day.

Alderman Davis shared with the DECO, once the bids are opened the process work will start immediately. He then wished everyone a Happy Mother's Day!

Alderman Lockett moved for adjournment. Second by Alderman Edwards, Discussions - None.
