City of Oak Forest Planning & Zoning Commission met June 7

Here are the minutes provided by the commission:

The Planning & Zoning Commission meeting was called to order at 7:02 p.m. with Chairman Stuewe taking Roll Call.

PRESENT:

Commissioner Jeffrey Ater (arrived at 7:05 p.m.)

Commissioner Mike Forbes

Commissioner Rick Larson

Commissioner Glenn Runge

Commissioner Wayne Schroeder

Commissioner Bill Sykes

City Attorney, Michael Marrs of Klein, Thrope & Jenkins

Meeting started with the pledge of allegiance.

Chairman Jim Stuewe asked for a motion to open the meeting.

Commissioner Runge made the motion.

Commissioner Forbes seconded.

Motion to open the meeting carried 7-0-0 with 2 absent.

City Attorney, Michael Marrs of Klien, Thorpe & Jenkins gave a presentation via powerpoint regarding Zoning Board of Appeals/Plan Commission Workshop.

Mayor Hank Kuspa approached the dais and spoke regarding the section "finding facts." Mayor Kuspa asked a question regarding inspecting the property in question. Attorney Marrs remarked on same.

Commissioner Sykes asked a question about stepping on property and trespassing. Attorney Marrs explained viewing the subject of the petition from public property. Commissioner Runge had the same question as Commissioner Sykes.

Chairman Stuewe asked about interacting with the petitioner. Attorney Marrs remarked there should not be one on one discussions.

Attorney Marrs spoke regarding zoning disputes.

Paul Ruane asked regarding design requirements. Attorney Marrs replied there are strict design requirements and the importance of design standards.

Paul Ruane asked for additional questions.

Commissioner Larson inquired as to the example used for time limit for public speaking. Attorney Marrs explained that example did not work out well that night.

Presentation stopped at Open Meetings Act (slide 55) to be continued at a later date.

Paul Ruane thanked Attorney Marrs for coming out. There will be a follow up for the rest of the presentation.

Chairman Stuewe requested a motion to approve the meeting minutes from May 17, 2023.

Commissioner Forbes made the motion.

Commissioner Schroeder seconded.

Motion to approve the minutes of May 17, 2023 with no changes, carried 8-0-0 with 1 absent.

Paul Ruane stated a public hearing will be held at the next Planning and Zoning meeting on June 21st to address a petition for a rooftop patio at Clovers, 156th Cicero. Clovers will be requesting a rooftop and a parking variance. They will also be requesting from City Council a liquor license for the outdoor patio/beer garden.

Chairman Stuewe opened the meeting for public comment.

Chairman Stuewe requested a motion to adjourn the meeting.

Commissioner Larson made the motion.

Commissioner Schroeder seconded.
