SPECIAL CITY COUNCIL MEETING 

1) Call to Order 

The Special Meeting of the City Council of the City of Blue Island was called to order by Mayor Bilotto at 6:02 p.m. on July 20, 2023.

2) Pledge of Allegiance 

3) Roll Call 

Roll Call indicates the following:

Present: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee (remotely)

Absent: Rita

Present Also: 5

Jairo Frausto, Treasurer

Erin Blake, City Attorney

Thomas Wogan, City Administrator

Mark Patoska, Deputy City Administrator

Motion to Allow Alderman McGee to Attend the Meeting Remotely Due to Family or Other Emergency and Pursuant to the City of Blue Island's Remote Attendance Policy. 

Motion by Alderman Roll, second by Alderman Carr to allow Alderman McGee to Attend the Meeting Remotely. 

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald

Nays: 0

Absent: Rita

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

4) Presentation of Journal of Proceedings 

Motion by Alderman Fahrenwald, second by Alderman Roll to approve the City Council Minutes from the June 27, 2023, Regular City Council meeting.

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

Nays: 0

Absent: 1 Rita

Abstention: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

Motion by Alderman Johnson, second by Alderman Roll to approve the City Council Minutes from the June 14, 2023, Committee of the Whole meeting.

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

Nays: 0

Absent: Rita

Abstention: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

8) Mayor's Report 

a. Motion for Approval of Payroll for July 7, 2023, for $479,227.42 (gross).

Motion by Alderman Johnson, second by Alderman Carr to approve Payroll for July 7, 2023, for $479,227.42 (gross).

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

Nays: 0

Absent: Rita

Abstention: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

b. Motion for Approval of Accounts Payable dated July 19, 2023, for $1,319,244.36. 

Motion by Alderman Fahrenwald, second by Alderman Roll to approve Accounts Payable for July 9, 2023, for $1,319,244.36. 

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

Nays: 0

Absent: Rita

Abstention: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

c. Motion to Approve Manual Check to Chris Campagna in the amount of $3,750.00.

Motion by Alderman Roll, second by Alderman Fahrenwald for Approval of Manual Check. 

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

Nays: 0

Absent: Rita

Abstention: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

d. Resolution No. 2023-023: A Resolution of the City of Blue Island, Cook County, Illinois Supporting the City Mayor's Proclamation Declaring a Disaster Related to Recent Rainstorms and Flooding in the City.

Motion by Alderman Johnson, second by Alderman Carr for Adoption of Resolution No. 2023-023. 

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

Nays: 0

Absent: Rita

Abstention: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

The Mayor announced that the Proclamation is necessary to apply for federal funding for relief efforts for City residents; but that nothing was guaranteed.

e. Motion to Award Gallagher Asphalt Corporation's low bid in the amount of $2,877,370.42 for the City of Blue Island's 2023 Road Program. 

Motion by Alderman Johnson, second by Alderman Roll to Award Gallagher Asphalt Corporation's bid. 

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

Nays: 0

Absent: 1 Rita

Abstention: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

f. Ordinance No. 2023-033: An Ordinance of the City of Blue Island, Cook County, Illinois Amending Title VII (“Traffic Code”), Chapter 72 (“Parking Regulations") of the Code of Blue Island, Illinois. 

Motion by Alderman Fahrenwald, second by Alderman Montoya to approve Ordinance No. 2023-033. 

Ayes: Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

Nays: 0

Absent: Rita

Abstention: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

Alderman Fahrenwald stated that the permit will be for $10.

g. Mayor's Announcements/Comments.

The Mayor stated the next City Council meeting will be August 8, 2023.

9) City Clerk's Announcements/Reports/Comments 

a. City Clerk's Announcements 

City Clerk, Raeann Cantelo-Zylman, encouraged everyone to attend Christmas in July on 7/22/23 starting at 4 p.m. at Vans Maplewood Inn.

City Clerk, Raeann Cantelo-Zylman, stated that Blue Cap will have their Rose Walk on 9/9/23.

City Clerk, Raeann Cantelo-Zylman, reminded everyone to mark their calendars for the back to school supply drive on 8/4/23 at Fay's Point.

City Clerk, Raeann Cantelo-Zylman, invited everyone to the School Luau on 8/5/23 from 3 pm - 7 pm at Fay's Point.

City Clerk, Raeann Cantelo-Zylman, invited everyone to Costeno Spices' ribbon cutting on 8/5/23 at 2969 Everett Street from 5 - 9 p.m.

City Clerk, Raeann Cantelo-Zylman, notified the City Council that the Guildhaus is hosting a 5k run/walk on 9/24/23.

City Clerk, Raeann Cantelo-Zylman, informed everyone that there would be a free community yard sale this year on the first weekend of August.

City Clerk, Raeann Cantelo-Zylman, reminded everyone that the Lyric Theatre is having an anniversary party on 8/5/23.

City Clerk, Raeann Cantelo-Zylman, reminded everyone to mark their calendars for National Night Out on 8/1/23 from 6-9 pm.

City Clerk, Raeann Cantelo-Zylman, invited everyone to Fireworks at the Falls on 9/2/23.

City Clerk, Raeann Cantelo-Zylman, informed the City Council that on 8/5/23, from 6 p.m. to 10 p.m., the Rock Island Public House would host a fundraiser called "Ruff Around Blue Island" to benefit stray dogs.

City Clerk, Raeann Cantelo-Zylman, reminded residents to fill out block party and special events forms which can be found at the Clerk's office.

10) Treasurer's Report 

a. Motion to Approve City of Blue Island's June 2023 Treasurer's Report.

Motion by Alderman Montoya, second by Alderman Carr for the June 2023 Treasurer's Report.

Ayes: 6 Carr, Roll, Johnson, Montoya, Fahrenwald, McGee

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

Motion by Alderman Fahrenwald, second by Alderman Roll to adjourn the regular meeting.
