City of Palos Hills City Council met Oct. 5.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed, Nowak

ABSENT: Brachman, Stratton

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, September 21, 2023 as presented. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted: AYE: Lebarre, Donahue, Kleefisch, Pasek, Abed, Nowak, Price

NAY: None

ABSTAIN: O’Connell

ABSENT: Brachman, Stratton MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

In the absence of Ald. Stratton there was no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price reminded all that the Beautification Awards will be Saturday October 7th at 11:00am at the Recreation Center.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell had no report this evening.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, October 5, 2023 in the amount of $367,501.96. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Pasek, Abed, Nowak, Price

NAY: None

ABSENT: Stratton, Brachman

MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

G. PARKS:

Ald. Nowak had no report this evening.

GOLF:

Ald. Pasek had no report this evening.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of September 2023 as follows: 174 traffic tickets were issued, 93 parking tickets, 13 misdemeanor complaints and no felony complaints, there were no criminal homicides, there were two rapes, there were no robberies, there was 1 aggravated assault and battery; there were no burglaries, there were 9 thefts, there were 2 motor vehicle thefts, no arsons, and our CID Division handled a total of 24 cases.

Ald. Kleefisch reported that we received the following checks: one from Carfax in the amount of $175.00, one check from Consolidated High School District 230 in the amount of $1,692.00, a check from St. Constantine Helen Orthodox Church in the amount of $3,130.80, and two checks from Illinois Law Enforcement Alarm System both in the amount of $464.00.

J. PUBLIC WORKS/SEWER & WATER:

In the absence of Ald. Brachman, Ald. Kleefisch MOVED for consideration of An Ordinance of the City of Palos Hills, Cook County, Illinois Providing for the Sale of Surplus Personal Property. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Pasek, Abed, Nowak, Price, Lebarre, Donahue

NAY: None

ABSENT: Stratton, Brachman

MOTION CARRIED

City Clerk Mulderink assigned number 2023-19 to that proposed Ordinance.

Ald. Lebarre MOVED to waive the reading of proposed Ordinance 2023-19. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Kleefisch, Abed, Price, Lebarre, Donahue, O’Connell

NAY: Pasek, Nowak

ABSENT: Stratton, Brachman

Ald. Kleefisch noted that in addition to the list of vehicles on proposed Ordinance 2023-19 there has been another one added, a 2004 Torro Greenmaster 3100 serial number 240000127.

Ald. Kleefisch MOVED for PASSAGE of Ordinance 2023-19, An Ordinance of the City of Palos Hills, Cook County, Illinois Providing for the Sale. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Lebarre, Donahue, O’Connell, Kleefisch

NAY: None

ABSENT: Stratton, Brachman

MOTION CARRIED

Upon request of Ald. Kleefisch, City Clerk Mulderink assigned Resolution number 675 to A Resolution of the City of Palos Hills Approving a Permanent Utility Easement Agreement with the Village of Oak Lawn as a Part of the Regional Water System Improvement Project.

Ald. Donahue MOVED to waive the reading of Resolution 675. SECONDED by Ald. O’Connell. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Lebarre, Donahue, O’Connell, Kleefisch

NAY: None

ABSENT: Brachman, Stratton MOTION CARRIED

Ald. Kleefisch MOVED for ADOPTION of Resolution 675 A Resolution of the City of Palos Hills Approving a Permanent Utility Easement Agreement with the Village of Oak Lawn as a Part of the Regional Water System Improvement Project. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Pasek. SECONDED by Ald. O’Connell. By voice vote, all voted AYE.

The Meeting adjourned at 7:08p.m.
